    This report studies working time and competitiveness. The first part of the report compares working time in Finland to other European countries using working time data from Eurostat and provides a review of the economics literature on working time and employment. The second part of the report studies the impact of the Competitiveness Pact on employment and Finnish competitiveness using Etla's macro model. This analysis separates the impact of working time extension and social security contributions and taxation on employment. The results of the working time comparison show that the average hours worked are little less than an hour shorter in Finland compared to the EU average. The low incidence of part-time work increases the average hours worked in Finland, while the working hours of both full-time and part-time employees are among the shortest in Europe. Annual holidays, public holidays and absences decrease working time in Finland more than in most other European countries. The literature review shows that the impact of working time changes on employment depend crucially on how they affect labor costs. The Competitiveness Pact increased employment and improved Finnish competitiveness. Working time extensions account for about 40% of the employment impact, while the rest is accounted for by the reductions in social security contributions and taxation.

Understanding agglomeration and its impacts is important from the point of view of transport, business and urbanization policies. This report lays out a theoretical framework that can be used to analyze the impacts of agglomeration and examine how the improvements of the transport system affects agglomeration. The recent empirical literature on the impact of the transport system on agglomeration is reviewed and the challenges of this literature are discussed. The focus is especially on how the impact of changes in the transport system on agglomeration can be analyzed in a reliable way. The main threats to reliable analysis are double counting of benefits and poor research designs leading to too large estimates of the elasticity between accessibility and productivity. The report provides recommendations on how the transport appraisal frameworks should be developed to capture agglomeration effects, and highlights the need for Finnish research on this subject.

Epidemian kesto, rajoitustoimien tehokkuus, talouspolitiikka ja kansalaisten valinnat yhdessä ratkaisevat, kuinka suureksi koronakriisin kansantaloudelliset kustannukset lopulta muodostuvat. Yksityisen ja julkisen sektorin taseiden heikkeneminen kriisin aikana hidastaa talouden elpymistä taantumasta. Osa tuotantomenetyksistä jää pysy-viksi.

    Many elderly people in Finland could increase they standard of living and receive more freedom of choice regarding long-term care by releasing part of their housing equity. The possibility to purchase reasonably priced life annuities and long-term care insurance would increase the benefits of housing equity release. However, there is virtually no market for such insurance in Finland. This report illustrates the benefits of life annuities and long-term care insurance, provides example of actuarially fair insurance pricing, and describes the conditions for this market to emerge. It argues that the government should support the emergence of an insurance market by clarifying the public welfare promise related to old age care and by promising not to seize private pension and long-term care insurance payouts e.g. via higher user fees for publicly provided long-term care.

    I believe that you can see more in a photograph than what it represents. Hear the sounds of its surroundings, smell its scents, and feel the specific rhythm of a city. If you look deep enough, you can see the whole world in a single photograph.?0It is these terms that Sakari Viika defines his relationship with photography and photographs. He photographed in Belgrade, the capital of Serbia on three occasions in 2014 and 2015, drawing his plans for photographing and routes in his notebook. Some of these drawings also found a place in the book ?Hotel Jugoslavija?.0One evening Sakari Viika took a picture through a bus window of the Hotel Jugoslavija, which had been closed for years. This picture was enough to give this book its name. In his preface to the book, Viika notes: ?A hotel is a place for a traveller, an outsider, to stay. The outsider and wanderer is the photographer of the book, stumbling over subjects, peeking into courtyards at night, pausing on a bench to observe the moods of passers-by. It is the outsider?s prerogative to view places with untarnished eyes and no preconceptions. The result is a free-form portrait of a city.     This Report analyzes the impacts of population ageing on the Finnish economy and the possibilities to avoid its negative effects by increasing net migration. Our calculations show that a yearly net migration of 44,000 persons is needed to stabilize the size of the birth cohorts and the labor force with the current age and gender structure of net migration. The reason for a such high number is the projected low total fertility rate. As a baseline for our economic analysis, we consider future net migration of 15,000 persons, also projected by Statistics Finland. We utilize in our numerical calculations a dynamic general equilibrium model, which provides, e.g., the change in investments induced by the additional migration. The calculations require many assumptions related, for example, to the educational level and the use of social services of the immigrants. This means that the economic results must be considered as approximate. The results indicate that the assumed immigration would have large positive effects on the economic growth and especially on the fiscal sustainability.

    This brief provides descriptive evidence on completion of multiple higher education degrees in Finland. In the year 2020, there were altogether 7,100 individuals enrolling in higher education who already had higher education degrees. A quarter of them already had more than one higher education degree. The share of those with prior degrees participating in higher education has been increasing sharply during the past two decades. In the year 2020, ten percent of all new students in higher education had already completed higher education previously. The most common education choice among these students was the field of Health and Welfare in Universities of Applied Sciences. According to the analysis, students with prior degrees took almost as long to complete the degree when compared to those who were completing their first degree. Women and those whose mother tongue is Finnish are vastly over-presented among those completing multiple degrees. Additionally, these students are performing fairly well in the labor market before returning to higher education. Completing multiple degrees does not lead to higher income or better employment even in the medium term. There is a drop in the labor market outcomes following the new enrollment in higher education; however, they bounce back to their previous level in a few years. After that, the labor market performance follows a very similar trend to what it was before enrollment.
