    This new East Africa report is fruit of a partnership between TradeMark East Africa and ECA’s sub-regional office for Eastern Africa – two organisations that share a pan-African vocation and the conviction that greater intra-regional trade and investment is the way forward. As one of the largest trade facilitation organisations in the world, TMEA brings a wealth of experience in financing measures to reduce trade barriers and facilitate cross-border business. TMEA is planning to heavily support implementation of the AfCTA by working with countries to reduce numerous existing bottlenecks to African trade that, without remedy, will reduce the potential benefits of the AfCFTA. We will do this in partnership with Governments, the Africa Union, ECA and hundreds of partners on the ground. This practical focus on implementation, combined with ECA’s convening power and thought-leadership on the AfCFTA, makes for an effective collaboration

    Public Development Banks(PDB) are vital partners in providing development financing to support investments in sectors that would otherwise not attract private investment. These resources are even more important during periods of economic crises such as the 2008/2009 financial crisis and the current COVID-19 pandemic which has been shrunk the fiscal space of most developing countries. Despite their challenges most notably in the areas of financial resources and capital Africa’s PDBs have provided some of the needed resources to mitigate the socioeconomic effects of the pandemic. To ensure their continued contribution to the recovery process in the short to medium-term, there is need for PDBs to be recapitalized and to have more flexible mandates that allow them to finance the transformation of African economies as promoted under Afreximbank’s strategic plan to mitigate the exposure of the region to recurrent adverse commodity terms of trade shocks and global volatility. Recapitalization will also enable these PDBs to implement countercyclical measures especially in times of economic crisis like the current one. This paper examines the role that PDBs in Africa play in supporting the continent’s development priorities and its response to the pandemic. There are approximately 95 PDBs in Africa representing 21 percent of all PDBs. However, due to their relatively small size, African PDBs account for only 2% of total PDB assets. In contrast, China accounts for 32 percent

    The present study contains a review and analysis of the drivers for boosting intra-African investment towards Africa’s transformation and reconciles both the regional and continental perspectives. The study is intended to provide empirical evidence at the continental level on the impact of FDI on economic transformation and possible implications for regional integration. The study considers FDI inflows between 49 African countries, on the basis of available investment data provided by UNCTAD during the period 2002-2014. Given the recent trends of FDI within Africa and considering the availability of bilateral investment data, the study develops a theoretical framework and empirical models, with a view to capturing the specific regional disparities and differences in its analysis. The results presented in the empirical part of this study indicate that trade openness, infrastructure and the performance of the logistics and business environment influence the attraction of investment within Africa. The positive impact of trade openness is consistent with prior ECA research showing that the benefits brought by enhanced intra-African trade through the African Continental Free Trade Area can offer better opportunities for industrialization

    Over recent years, the issue of trade facilitation has emerged as an important element of multilateral, regional, and bilateral trade debates. The growing importance of this issue has reflected the important structural changes in global production and trade over the last few decades. In particular, the expansion of global value chains as the key channel for organizing global production and trade over the last few decades entailed new requirements to facilitate the movement of parts and components and final goods across national borders. This report provides an analysis of the position of North Africa with regard to the trade facilitation agenda. The discussion is presented at three levels of analysis. The first is the national level, at which a thorough analysis is made of the policies of each North African country in respect of trade facilitation. The second is the regional level, where the focus is placed on initiatives within the North Africa region related to trade facilitation. At a third level, the analysis looks at this regional picture in the context of broader developments in the area of trade facilitation and, in this process, a comprehensive review of developments in this area has been conducted. In addition to multilateral processes, a special focus was given to other regional initiatives in this area with the objective of identifying examples of best practice policies that could be implemented in North Africa. The report is based on a number of sources. An analysis was made of the key policies on trade facilitation and a review conducted of the manner in which trade facilitation is dealt with in different trade agreements. A detailed analysis was also made of trade facilitation in a number of regional blocs. Lastly, a country-by-country analysis was carried out of trade facilitation in North Africa

    The coronavirus pandemic (COVID-19), while above all a public health crisis, has presented the African continent with unprecedented economic challenges. In order to contain cross-border transmission of the virus, countries have introduced various restrictions to cross-border and transit freight transportation. Almost all African countries have now to a differing degree suspended international flights, introduced 14-day quarantine for entrants into the country, and closed land or maritime borders. As demonstrated in table 1, 38 of Africa’s 54 countries have announced land closures in some form, and 17 countries have announced maritime border closures. Under a set of strict regulations, these closures are targeted at reducing the movement of people while allowing exemptions for the movement of emergency and essential freight supplies. Such regulations typically cover mandatory testing, sanitizing trucks, limiting the numbers of crew members on trucks, and designating transit resting areas

    Africa faces significant challenges in accessing high-quality pharmaceuticals, exacerbating a continued high burden of disease. The availability of essential drugs in the public sector across the continent has been reported to be less than 60 per cent. One factor contributing to this shortfall is Africa’s heavy reliance on imported medicines. There is growing consensus that strengthening the continent’s ability to produce high-quality, affordable pharmaceuticals would have a positive impact on public health and economic development. In 2007, the African Union Commission developed PMPA. In 2012, a business plan was also developed that provides a road map for supporting the African pharmaceutical manufacturing sector and the production of high-quality essential medicines. This ECA study, based on desk research and primary data collection, provides an overview of the status of pharmaceutical production in Africa, and identifies levels and quality of production on the continent. Using five country case studies (Cameroon, Morocco, Ghana, Kenya and South Africa) drawn from each of the five geographical regions of the continent (Central, North, West, East and South, respectively), the study compares policy frameworks and seeks to identify best practices that have supported the development of the pharmaceutical industry in Africa.
