    The African Trade Policy Centre (ATPC) of the United Nations Economic Commission for Africa (ECA) and the African Export Import Bank (Afreximbank) launched a joint one-year pilot project to collect data on informal cross-border trade along the Abidjan– Lagos corridor in the Economic Community of West African States (ECOWAS). The African Union Commission and the ECOWAS Commission served as key project partners and the Eastern Africa Grain Council was identified as the lead project implementation partner. The ECA-Afreximbank pilot project had four main objectives: 1. Develop a harmonized gender-disaggregated informal cross-border trade data collection methodology for the ECOWAS region 2. Test and execute the harmonized informal cross-border trade data collection methodology on a pilot basis in the ECOWAS region 3. Prepare evidence-based policy recommendations on how to create more structured systems for informal cross-border trade with a view to supporting formalization in the medium to long term 4. Build awareness of the importance of institutionalizing informal cross-border trade data collection in the ECOWAS region

    The COVID-19 pandemic has underlined the limitations of prevailing paradigms to effectively manage today’s complexities to advance sustainable development. In this context, open government and improved transparency in public management are necessary elements to build back better and ensure that the Sustainable Development Goals (SDGs) can be achieved. In Arab countries, where the connection between Governments and citizens has been under pressure during the last decade, open government is also a tool to build the relationship between citizen and State. The pandemic has also accelerated the process of digitalization across the globe. In this context, the issue of the digital divide has exacerbated inequality in the impact of the pandemic. While many of the coping mechanisms rely on moving towards online modalities, those with no access remain excluded and therefore more exposed to the impact of the virus and its economic consequences. Since open government approaches have a strong digital technology component, digital divides diminish the reach of such mechanisms to all people. The present paper proposes a socioeconomic framework to assess key elements of the digital divide and open government in the Arab region. It also presents a dashboard to track and monitor the digital divide in the Arab region, and the status of open government. The dashboard’s goal is to facilitate comparison between countries, so that patterns of success and their correlates can be investigated. It also allows measurement of progress in terms of open government and bridging the digital divide

    Since its inception, the main analytical contribution of the Human Development Index (HDI) has been its emphasis on enhancing the quantity of its components. In this paper, a set of qualitative indicators are introduced in order to formulate a quality-adjusted human development index (Q-HDI) which discounts HDI scores by taking into account three dimension-specific quality indicators, namely income distribution, quality of education and healthy life expectancy. This paper also introduces the human development drivers index (HDDI), which has been formulated to capture the strength of three interrelated policy input variables affecting the Q-HDI, namely the health sector capacity index, pupil-teacher ratio index, and economic complexity index. The results reveal that the Q-HDI brings about a new development narrative, especially for countries with large rank adjustments under the Q-HDI compared with their ranks under the HDI. Also, although the vast majority of countries achieve proportional HDDI and Q-HDI scores, there are a number of clear outliers which may be due to governance factors. Based on these results, this paper suggests that countries invest in health and education sector capacities, promote economic diversity and adopt macroeconomic policies that leverage improvements in health and education quality, including, in particular, policies that generate inclusive broad-based economic growth by supporting the transition to a knowledge-based economy. In tandem with efforts to improve governance systems and enhance participation, accountability and the rule of law, this appears the most appropriate approach for advancing quality-adjusted human development

    The protracted coronavirus disease pandemic (COVID-19) has claimed nearly 1.5 million lives in Latin America and the Caribbean and has generated more than 44 million confirmed cases since its emergence in the region in February 2020. The region accounts for nearly 20% of confirmed cases of COVID-19 and about 30% of deaths worldwide, despite having only 8.4% of the world’s population. The conditions of vulnerability that characterize the Latin America and the Caribbean region have made it particularly susceptible to the effects of the pandemic. This unprecedented crisis has highlighted the central importance of the health and well-being of individuals and communities for economic performance and social development. This report showcases how the historical weaknesses of health systems, and the structural inequalities that characterize the region, have made it difficult to control the pandemic.In this second joint report, the Economic Commission for Latin America and the Caribbean (ECLAC) and the Pan American Health Organization (PAHO), provide an update on the evolution of the pandemic and its implications for health, society and the economy; define potential scenarios for control and evolution in the short term; and further elaborate on the recommended long-term lines of action to strengthen the State’s capacity to respond to the population’s health needs and their determinants, in the context of a transformative recovery.     This new East Africa report is fruit of a partnership between TradeMark East Africa and ECA’s sub-regional office for Eastern Africa – two organisations that share a pan-African vocation and the conviction that greater intra-regional trade and investment is the way forward. As one of the largest trade facilitation organisations in the world, TMEA brings a wealth of experience in financing measures to reduce trade barriers and facilitate cross-border business. TMEA is planning to heavily support implementation of the AfCTA by working with countries to reduce numerous existing bottlenecks to African trade that, without remedy, will reduce the potential benefits of the AfCFTA.     Public Development Banks(PDB) are vital partners in providing development financing to support investments in sectors that would otherwise not attract private investment. These resources are even more important during periods of economic crises such as the 2008/2009 financial crisis and the current COVID-19 pandemic which has been shrunk the fiscal space of most developing countries. Despite their challenges most notably in the areas of financial resources and capital Africa’s PDBs have provided some of the needed resources to mitigate the socioeconomic effects of the pandemic. To ensure their continued contribution to the recovery process in the short to medium-term, there is need for PDBs to be recapitalized and to have more flexible mandates that allow them to finance the transformation of African economies as promoted under Afreximbank’s strategic plan to mitigate the exposure of the region to recurrent adverse commodity terms of trade shocks and global volatility. Recapitalization will also enable these PDBs to implement countercyclical measures especially in times of economic crisis like the current one. This paper examines the role that PDBs in Africa play in supporting the continent’s development priorities and its response to the pandemic. There are approximately 95 PDBs in Africa representing 21 percent of all PDBs. However, due to their relatively small size, African PDBs account for only 2% of total PDB assets. In contrast, China accounts for 32 percent

The study is intended to provide empirical evidence at the continental level on the impact of FDI on economic transformation and possible implications for regional integration. Given the recent trends of FDI within Africa and considering the availability of bilateral investment data, the study develops a theoretical framework and empirical models, with a view to capturing the specific regional disparities and differences in its analysis. The results presented in the empirical part of this study indicate that trade openness, infrastructure and the performance of the logistics and business environment influence the attraction of investment within Africa. The positive impact of trade openness is consistent with prior ECA research showing that the benefits brought by enhanced intra-African trade through the African Continental Free Trade Area can offer better opportunities for industrialization

    Over recent years, the issue of trade facilitation has emerged as an important element of multilateral, regional, and bilateral trade debates. The growing importance of this issue has reflected the important structural changes in global production and trade over the last few decades. In particular, the expansion of global value chains as the key channel for organizing global production and trade over the last few decades entailed new requirements to facilitate the movement of parts and components and final goods across national borders. This report provides an analysis of the position of North Africa with regard to the trade facilitation agenda. The discussion is presented at three levels of analysis. The first is the national level, at which a thorough analysis is made of the policies of each North African country in respect of trade facilitation. The second is the regional level, where the focus is placed on initiatives within the North Africa region related to trade facilitation. At a third level, the analysis looks at this regional picture in the context of broader developments in the area of trade facilitation and, in this process, a comprehensive review of developments in this area has been conducted. In addition to multilateral processes, a special focus was given to other regional initiatives in this area with the objective of identifying examples of best practice policies that could be implemented in North Africa. The report is based on a number of sources. An analysis was made of the key policies on trade facilitation and a review conducted of the manner in which trade facilitation is dealt with in different trade agreements. A detailed analysis was also made of trade facilitation in a number of regional blocs. Lastly, a country-by-country analysis was carried out of trade facilitation in North Africa

    The Arab Gender Gap Report 2020, first edition, provides the latest statistics and analysis on the status of women and men, girls and boys at the country and regional levels. The statistics and analysis of over 200 regional priority gender-equality indicators help fast track progress and explores the state of gender equality across 22 Arab countries. The Arab Gender Gap Report comes at a critical moment as discussion on achieving sustainable development for all in the region is intensifying, propelled by the need for more inclusive societies to transform the world. The report provides the Arab world insight to create a more gender-equitable culture and identifies challenges and impediments our societies face. The analysis in The Arab Gender Gap Report 2020 reveals that critical gender gaps persist in many of the main areas despite the many gains achieved by the countries over the years. The report shows that although many countries have achieved important milestones towards gender equality in education, health and access to basic services, the “last mile” remains to be covered before girls and women enjoy full equality and the realization of their rights. The analysis also reveals a gap in the production of many gender-related indicators that comes not only from household-based data, but also from administrative records. There is an urgent need to strengthen the alliance between national statistical offices and the ministries that produce statistical data to ensure the production of quality of gender statistics and quality of gender policies

    The coronavirus pandemic (COVID-19), while above all a public health crisis, has presented the African continent with unprecedented economic challenges. In order to contain cross-border transmission of the virus, countries have introduced various restrictions to cross-border and transit freight transportation. Almost all African countries have now to a differing degree suspended international flights, introduced 14-day quarantine for entrants into the country, and closed land or maritime borders. As demonstrated in table 1, 38 of Africa’s 54 countries have announced land closures in some form, and 17 countries have announced maritime border closures. Under a set of strict regulations, these closures are targeted at reducing the movement of people while allowing exemptions for the movement of emergency and essential freight supplies. Such regulations typically cover mandatory testing, sanitizing trucks, limiting the numbers of crew members on trucks, and designating transit resting areas

    Africa faces significant challenges in accessing high-quality pharmaceuticals, exacerbating a continued high burden of disease. The availability of essential drugs in the public sector across the continent has been reported to be less than 60 per cent. One factor contributing to this shortfall is Africa’s heavy reliance on imported medicines. There is growing consensus that strengthening the continent’s ability to produce high-quality, affordable pharmaceuticals would have a positive impact on public health and economic development. In 2007, the African Union Commission developed PMPA. In 2012, a business plan was also developed that provides a road map for supporting the African pharmaceutical manufacturing sector and the production of high-quality essential medicines. This ECA study, based on desk research and primary data collection, provides an overview of the status of pharmaceutical production in Africa, and identifies levels and quality of production on the continent. Using five country case studies (Cameroon, Morocco, Ghana, Kenya and South Africa) drawn from each of the five geographical regions of the continent (Central, North, West, East and South, respectively), the study compares policy frameworks and seeks to identify best practices that have supported the development of the pharmaceutical industry in Africa.
