    The unprecedented COVID-19 pandemic has a severe impact on societies, economies and labor markets. However, not all countries, socio-economic groups and sectors within all countries are equally affected. Part of this difference can be related to the different role and extent of short-time work, which is now being used more widely than during the Great Recession. Some countries have created or expanded such schemes, making coverage less exclusive and benefits more generous, at least temporarily. But short-time work is certainly not a panacea to "flatten the unemployment curve" - especially not in a scenario of a longerterm crisis with broad economic impacts on a global scale. Furthermore, next to providing liquidity support to firms, unemployment benefits have been made more generous in many countries. Often, activation principles have also been temporarily reduced. Some countries have increased access to income support to some extent also for non-standard workers, such as temporary agency workers or self-employed workers, on an ad hoc basis. While it is still too early to assess the relative success of national strategies to cope with the pandemic and to revitalize the labor market as well as to evaluate the medium-term fiscal viability of different support measures, a few policy directions become apparent. These include the use of digital tools to increase resilience against economic shocks (also in areas such as education and for the provision of public services), the longer- term perspective of shorttime workers in the current crisis, social protection for self-employed workers that is robust to economic crises, and resilient models for school-to-work transitions of younger workers.

    Kurzarbeit hat sich bewährt, Unternehmen dabei zu unterstützen, ihre Belegschaft auch in konjunkturellen Durststrecken im Betrieb halten zu können. Dieses Instrument greift aber bei tiefergehenden strukturellen Problemen zu kurz. Da der der Weiterbildungsbedarf in unserer Gesellschaft zudem auf absehbare Zeit nicht konjunkturabhängig sein wird, ist eine Weiterbildungsoffensive - unabhängig von Kurzarbeit - notwendig. Die Verknüpfung von Kurzarbeit und Weiterbildung beinhaltet außerdem nur schwer lösbare Zielkonflikte. Vielmehr gilt es, den schwierigen Spagat zwischen selbstbestimmter Qualifizierung auch losgelöst vom Arbeitsplatz und bedarfsgerechter Weiterbildung unter Einbeziehung der Unternehmen zu bewerkstelligen. Schließlich wird ausdrücklich vor unrealistischen Erwartungen hinsichtlich der Stabilisierung von nicht mehr zukunftsfähigen Arbeitsplätzen durch Kurzarbeit (und Weiterbildung) gewarnt.

Deshalb müssen Vergütungsmodelle den Anforderungen der modernen Arbeitswelt gerecht werden und entsprechend verändert werden. Für die Zukunft bieten sich vor allem drei Bausteine bei der variablen Vergütung an: erstens eine Vergütung, die am Firmen- oder Teamerfolg ansetzt anstatt individuellen Erfolg zu prämieren; zweitens Entlohnungs- und Arbeitsgestaltungsmodelle nach dem Cafeteria-Prinzip mit individuellen Wahlmöglichkeiten; und drittens können Kapitalbeteiligungen neben dem verteilungspolitischen Aspekt die Motivation steigern, ohne viel Detailsteuerung zu benötigen.

    The world of work is in constant change. Demographic shifts, technological innovation, institutional reforms and global economic integration affect the way people work. Technological innovations have a major impact on occupations and industries, changing the ways economies in different world regions, in both developed and developing countries, work along with new division of labour that are facilitated by global economic integration. This paper is based on the joint work within the International Panel on Social Progress. It highlights three main areas of attention: a) skill formation, d) the challenges to collective bargaining, and e) social protection and labour market policies. Based on an assessment of the existing evidence, the paper suggests some policy principles and concrete policy options that might further those objectives, not ignoring some tensions that might exist between flexibility and security in the different labour markets. The ultimate direction of reforms in line with an idea of social progress lies in institutional arrangements that facilitate the reconciliation of flexibility and productivity with access to decent jobs and social protection. We argue that distinct policy options are available that can be implemented more globally in order to achieve these goals simultaneously.

    After an initial policy emphasis on stabilizing jobs and income through job retention and various types of income support measures, more subsequent country responses to the economic shock generated by the COVID-19 pandemic also include policies to support labour market (re-)entry. This policy brief tracks the sequential logic of labour market policies across a sample of countries from all world regions. It shows the temporal overlap of many measures and highlights potential lessons for a future-oriented and more resilient institutional set-up. Although the implementation of policy measures across countries did not follow a clear sequencing as in previous recessions, it is encouraging to see that the latest experiences from policy responses to the COVID-19 crisis already show developments that could be part of a post-pandemic set-up of labour market policies. Some policy responses to COVID-19 also reflect learning from the difficulties and deficits encountered during and after the Great Recession.

    Economic and social disruptions caused by the COVID-19 crisis have particularly affected younger people, and therefore policy should respond with measures, programmes and initiatives targeted at this population group. Next to broader labour market and economic measures, which ultimately also benefit younger people, youth-targeted measures are needed given the specific impacts of the pandemic and resulting challenges. Against this background, this policy brief gives an overview on actual policy responses in the area of youth employment during the COVID-19 crisis in 20 selected countries. If such measures are implemented, they share the common goals of reducing the negative impacts of the COVID-19 crisis on younger workers and avoiding long-term scarring effects. However, the precise nature, extent and scope of such measures substantially differ across countries. Given the fragility and large uncertainty of economic recovery that is still present in early 2022, broader policy support continues to be needed, including specific policy measures targeting youth.
