    This paper constitutes an interim report on the development of a macroeconometric disequilibrium model. Despite several caveats the model as it stands can be used already for two purposes. First, it is possible to investigate the models forecasting abilities. While the estimation period of the model ends in 1989, the forecast is made for the time period 1990 to 1993: This time period includes two events which form a real challenge to every macroeconometric model, namely German unification and the most severe recession afterwards. Secondly, the model is used to quantify selected impacts of unification on some macroeconomic variables with an exclusive emphasis on the goods and labor market. By and large, the results are in line with intuition. West Germany benefitted from unification by experiencing higher output and employment and so did major trade partners.

    The evolution of unemployment in West Germany and the U. S. stands in sharp contrast, with German unemployment much lower from 1960 to the early 1970s but substantially higher from 1984 to 1988. This paper provides a framework for examining the relationship between inflation and unemployment that sheds light on these developments. The theoretical section develops a new nonstructural model of wage and price adjustment that integrates several concepts that have often been treated separately, including Phillips curve "level effects," hysteresis "change effects," the error-correction mechanism, and the role of changes in labor's share that act as a supply shock. The empirical analysis reaches two striking conclusions. First, during 1973-90 coefficients in our German wage equations are remarkably similar to those in the U. S., with almost identical estimates of the Phillips curve slope, of the hysteresis effect, and of the NAIRU. The two countries also share similar inflation behavior, in that inflation depends more closely on the capacity utilization rate than on the unemployment rate. The big difference between the two countries is that there is no feedback from wages to prices in Germany, and so high unemployment does not put downward pressure on the inflation rate. During the 1970s and 1980s in Germany there emerged a growing mismatch between the labor market and industrial capacity, so that the unemployment rate consistent with the mean constant-inflation) utilization rate ("MURU") increased sharply, while in the U. S. the MURU was relatively stable. The German utilization rate in late 1990 was about 90 percent, considerably higher than the estimated MURU of 85 percent. Accordingly, we conclude that the Bundesbank was appropriately concerned about the acceleration of inflation implied by the tight product market of that period.

    Der Beitrag liefert einen Überblick über die Theorie und Empirie unvollkommener Arbeitsmärkte und deren Ursachen in Form von nicht markträumenden Lohnsätzen und aufgrund von Heterogenitäten. Zunächst wird eine begriffliche Klarstellung von Lohnrigiditäten vorgenommen und aufgezeigt, wie unterschiedliche Dimensionen dieses Terminus' gemessen werden können. Es folgt eine Diskussion über theoretische Aspekte von Lohn- und Preisrigiditäten. Nach dieser begrifflichen Klarstellung wird zunächst analysiert, ob und inwieweit empirische Evidenz für Lohnrigiditäten bzw. für Persistenzphänomene der Arbeitslosigkeit vorhanden ist. Danach erfolgt eine Übersicht über theoretische Erklärungsversuche realer Lohnrigiditäten auf der Basis von Insider-Outsider-Modellen, Effizienzlohn-Modellen und Gewerkschaftsansätzen sowie über nominale Lohnrigiditäten in Form überlappender Lohnkontrakte. Der Beitrag schließt mit einer kurzen Übersicht über die Makroökonomik heterogener Arbeitsmärkte. Hier wird aufgezeigt, wie Unvollkommenheiten in Form von Suchprozessen oder eines Mismatch in ein makroökonomisches Paradigma eingebaut werden können und zwar im Rahmen eines AIRU-Phillipskurvenansatzes, der Beveridge-Kurve und der Theorie temporärer Gleichgewichte.

    Der vorliegende Beitrag bietet eine Literaturübersicht über Migration und Einwanderungspolitik. Zunächst wird eine Bestandsaufnahme über Migrationsströme vorgenommen. Die Bundesrepublik kann dabei auf eine reiche Erfahrung mit der Einwanderung von Gastarbeitern und in jüngerer Zeit auch mit Einwanderungen aus Osteuropa hinweisen. Ein besonderer Abschnitt ist dann der rechtlichen Stellung der Einwanderer gewidmet. In einem zweiten Abschnitt werden Wirkungen der Migration auf gesamtwirtschaftliche Zielgrößen sowie auf öffentliche Haushalte und Sozialversicherung behandelt. Einige kurze Bemerkungen befassen sich überdies mit den Aspekten einer multikulturellen Gesellschaft. Der letzte Abschnitt widmet sich der Frage nach den Möglichkeiten und Grenzen einer Einwanderungspolitik. Dazu werden zunächst ökonomische Theorien der Migration daraufhin untersucht, welche ökonomischen Determinanten einer Migration zu identifizieren sind. Die Arbeit schließt mit einer Diskussion der Möglichkeiten und Grenzen einer Wanderungspolitik.

    This paper is devoted t.o an interpretation of both vacancy data and the Beveridgecurve. Officially reported vacancy data are critically reviewed. The theoretical foundation and empirical application of the Beveridge-curve is examined. We find that the Beveridge-curve is everything but a straightforward tool to analyze structural unemployment. More insights especially in the dynamics of the Beveridge-curve are obtained by integrating this relationship into a macroeconomic disequilibrium framework.

    In this paper a variety of theories concerning the wage and price formation in Germany are tested. More specifically, wage and price equations are specified in a fairly general manner which nests several theoretical arguments (such as the target real wage bargaining model, hysteresis effects, outsider ineffectiveness, interindustry wage competition) and a perceived tradeoff between reductions in working time and wage increases. Related arguments hold for the price setting process. Recently developed econometric techniques such as error correction models are applied.

    This paper attempts to evaluate the impact of current and future immigration flows on major macroeconomic variables of the West German economy. The analysis is based on a macroeconometric disequilibrium model for the West German economy. This model is extended until 1995 and used for several simulation experiments. Special attention is given to the notion that the effects of immigration are regime-specific, i.e., they depend on the type of disequilibrium prevailing on the goods and labor market.

    Dieser Beitrag behandelt die Problemstellung des Zentralisierungsgrades der Lohnverhandlungen (ZGL) im Rahmen der europäischen Integration. Ausgehend von der bekannten Hypothese von Calmfors und Driffill, nach der eine invers U-förmige Beziehung zwischen dem ZGL und der Lohnhöhe und damit eine Uförmige Beziehung zwischen dem ZGL und der Beschäftigungshöhe besteht, erfolgtzunächst eine kritische Übersicht der theoretischen und empirischen Literatur zu dem gestellten Thema. Dem schließt sich eine empirische Studie an, in der die sektorale Lohnbildung für sieben der zwölf EG-Staaten untersucht wird. Dabei werden testbare Implikationen verschiedener Lohnbildungshypothesen im Zusammenhang mit dem ZGL einer ökonometrischen Überprüfung unterzogen. Die empirischen Ergebnisse zeigen, daß für die Lohnbildung in den betrachteten Ländern vor allem der reine Phillipskurveneffekt in Form eines signifikant" negativen Zusammenhanges zwischen sektoralem Lohnwachstum und gesamtwirtschaftlicher Arbeitslosigkeit in Verbindung und eine Tendenz hin zu einer festen intersektoralen Lohnstruktur von Bedeutung sind. Es konnten keine signifikanten Unterschiede zwischen Ländern mit eher zentralisierter bzw. dezentraler Lohnfindung festgestellt werden. Vor dem Hintergrund dieser Ergebnisse schließen wir, daß die Frage nach dem ZGL für die Funktionsfähigkeit von Arbeitsmärkten bei zunehmender europäischer Integration keine dominierende Rolle spielen wird.

    Die Forderung nach einer Flexibilisierung des Arbeitsrechts genießt nach wie vor hohe Priorität in verschiedenen Vorschlägen zur Verbesserung der Beschäftigungssituation. In diesem Beitrag geht es um die Frage, ob und inwieweit ökonomisch nachteilige Folgen des bestehenden Arbeitsrechts identifiziert werden können und mit welchen Kosten sie aus gesamtwirtschaftlicher Sicht ggf. verbunden sind. Dies heißt nicht, daß die Schutzwürdigkeit bestimmter Gruppen oder Tatbestände in Abrede gestellt wird. Die Thematik befaßt sich vielmehr mit dem Problem, ob die arbeitsrechtlichen Regelungen aus ökonomischer Sicht das geeignete Instrumentarium darstellen, diesen Schutz effizient zu gewährleisten. Als Ergebnis der Überlegungen ist zunächst festzuhalten, daß sozialpolitisch oder ökonomisch motivierte Schutzvorschriften nicht kostenlos erhältlich sind. Zu einem Teil sind sie allerdings von den Unternehmen aus guten ökonomischen Gründen selbst gewollt; dann sind arbeitsrechtliche Regelungen überflüssig, aber nicht schädlich. Ökonomisch bedenklich werden arbeitsrechtliche Regelungen dann, wenn sie die Last ihrer Finanzierung einseitig den Firmen aufbürden, bei denen die Schutzvorschriften zum Tragen kommen. Aus ökonomischer,Sicht ist eine Lastverteilung in Form einer allgemeinen Versicherung vielfach effizienter. Von einer größeren Flexibilisierung des Arbeitsrechts sind signifikante Beiträge zum Abbau der bestehenden Arbeitslosigkeit kaum zu erwarten. Insoweit sollte die ökonomische Bedeutung einzelner unverständlicher und/oder wechselhafter Entscheidungen von Arbeitsgerichten zwar erkannt werden, weil von ihnen psychologische Wirkungen ausgehen können, aber andererseits sollten diese Entscheidungen auch nicht überbewertet werden. Mehr Verläßlichkeit in der Rechtsprechung ist wünschenswert.

    This paper attempts to evaluate economic effects of migration into Germany on the basis of a macroeconometric disequilibrium model. Germany has the advantage of having experience with migratory movements of guestworkers. There was a tremendous infiow of those workers in the sixties as well as an Immigration stop enacted in 1973. Both aspects are discussed in this study. Moreover, in recent years and in the foreseeable future a high inflow from Eastern Europe into Germany is expected. Extending the model until 1995 a Simulation experiment concerning this inflow is carried out, too. The upshot of the econometric exercise is that the effects of immigration on macroeconomic variables is "regime-specific", i.e., they depend on the type of disequilibrium prevailing on the goods and labor market.
