    As countries develop (and food saturation takes hold), agriculture’s role as domestic employer declines. But the broader agri-food system (AFS) also expands, and the scope for agriculture-related job creation shifts beyond the farm. Historically, technological revolutions both have shaped and have been shaped by these dynamics. Today, a digital revolution is taking hold, affecting agricultural labor and skill demands. In this process, societies evolve from having a surplus to a shortage of domestic farm labor, typically met largely by foreign agricultural wage workers. Yet, anti-immigration sentiments are flying high in migrant-destination countries, and robots in the fields and packing plants offer an alternative. Agricultural trade may be similarly challenged. In the world’s poorest countries, particularly in Africa, labor productivity in agriculture remains at historically low levels. So, what can the role of agriculture as a source of employment be in the future? This viewpoint elaborates on these trends and reviews a number of policy options, including inclusive value chain development, better immigration policies, social insurance schemes and ramp up in agricultural education and extension

    This report analyzes the consequences for the labor force of Western Macedonia’s (Greece) decarbonization as part of Europe’s new Green Deal. Already, the region records the highest unemployment rate of the country (27 percent in 2018). A survey of contractors suggests that about 16,000 jobs could potentially be affected by the closure of the mines (about 4,500 directly in coal and power production and another 11,000-11,500 indirectly supplying goods and services). It mainly concerns older and less educated, but medium-skilled workers. Many do not expect much of a future in Western Macedonia, with most of the better-skilled seeing themselves move to other regions. But much will also depend on the coal transition path chosen, including the timing and labor intensity of the power plant decommissioning and land reclamation plans, as well as those of the new alternative activities promoted. Timely consultations with the workers affected will also be critical

    Frequent measurement of poverty is challenging, as measurement often relies on complex and expensive expenditure surveys that try to measure expenditures on a comprehensive consumption aggregate. This paper investigates the use of consumption "sub-aggregates" instead. The use of consumption sub-aggregates is theoretically justified if and only if all the Engel curves are linear for any realization of prices. This is very stringent. However, it may be possible to empirically identify certain goods that happen to have linear Engel curves given prevailing prices, and when the effect of price changes is small, such a sub-aggregate might work in practice. The paper constructs such linear sub-aggregates using data from Rwanda, Tanzania, and Uganda. The findings show that using sub-aggregates is ill-advised in practice as well as in theory. This raises questions about the consistency of the poverty-tracking efforts currently applied across countries, since obtaining exhaustive consumption measures remains an unmet challenge

    The economic crisis caused by the Coronavirus (COVID-19) pandemic sharply reduced mobility and economic activity, disrupting the lives of people around the globe. This brief presents estimates on the crisis’ impact on labor markets in thirty-nine countries based on high-frequency phone survey (HFPS) data collected between April and July 2020. Workers in these countries experienced severe labor market disruptions following the Coronavirus (COVID-19) outbreak. Thirty-four percent of respondents reported stopping work, twenty percent of wage workers reported lack of payment for work performed, nine percent reported job changes due to the pandemic, and sixty-two percent reported income loss in their household. Measures of work stoppage and income loss in the HFPS are generally consistent with gross domestic products (GDP) growth projections in Latin America and the Caribbean but not in Sub-Saharan Africa, indicating that the phone survey data contributes valuable new information about the impacts of the crisis. Ensuring availability of such critical data in the future will require investments into statistical and physical infrastructure as well as human capital to set up Emergency Observatories, which can rapidly deploy phone surveys to inform decision makers

Education mitigates these effects (lesser deterrence from distance; greater attraction from wealth), while poverty reduces the attraction of wealth, consistent with the notion of urban sorting. With about two thirds of the rural population in low-income countries living within two hours from a town, these findings underscore the importance of vibrant towns for inclusive development.

    With an estimated 724 million extreme poor people living in developing countries, and the world's demographics bifurcating into an older North and a younger South, there are substantial economic incentives and benefits for people to migrate. There are also important market and regulatory failures that constrain mobility and reduce the net benefits of migration. This paper reviews the recent literature and proposes a conceptual framework for better integration and coordination of policies that can address the different market and regulatory failures. The paper advances five types of interventions in need of particular attention in design, implementation, and evaluation; namely, (1) active labor market programs that serve local, regional, and foreign markets; (2) remittances and investment subsidies to promote job creation and labor productivity growth; (3) social insurance programs that cover all jobs and facilitate labor mobility; (4) labor taxes to internalize the social costs of migration in receiving regions; and (5) more flexible private sector driven schemes to regulate the flow of migrants and minimize irregular migration

    Post-Harvest Losses (PHL) are considered to pose important economic losses for farmers in developing countries. This paper examines the effects of an intervention in Tanzania, aimed at reducing PHL of maize growing farmers during maize storage. Farmers were invited to attend a training on best practices in postharvest maize management, and a randomized subset of trainees received the opportunity to buy an improved storage facility (silos) at a substantially discounted price. Data collected at 30 days and 90 days after harvest, however, do not point to significant impacts of the treatments offered to the farmers. Receiving training on best practices improved stated knowledge, but training nor the opportunity to purchase an improved storage had a significant effect on maize storage and sales behavior, physical PHL during storage, or the quality of the stored maize. The paper explores potential explanations, and provides some policy recommendations for future learning and decision-making on how to address PHL issues in developing countries.

    Asset ownership indices are widely used as inexpensive proxies for consumption. This paper shows that these indices can be augmented using dichotomous indicators for consumption, which are equally easy to obtain. The paper uses multiple rounds of Living Standards Measurement Study surveys from Malawi, Uganda, Rwanda, Tanzania, and Ghana to construct indices with different item subcategories and performs a meta-analysis comparing the indices to per capita consumption. The results show that the standard asset indices, which are derived from durable ownership and housing characteristic indicators, perform well in urban settings. Yet, in rural samples and when identifying the extreme poor, household rankings and poverty classification accuracy can be meaningfully improved by adding indicators of food and semi-durable consumption. The study finds small improvement from using national weights in urban samples but no improvement from using alternative construction methods. With most of Africa's poor concentrated in rural areas, these are important insights

    Frequent measurement of poverty is challenging, as measurement often relies on complex and expensive expenditure surveys that try to measure expenditures on a comprehensive consumption aggregate. This paper investigates the use of consumption "sub-aggregates" instead. The use of consumption sub-aggregates is theoretically justified if and only if all the Engel curves are linear for any realization of prices. This is very stringent. However, it may be possible to empirically identify certain goods that happen to have linear Engel curves given prevailing prices, and when the effect of price changes is small, such a sub-aggregate might work in practice. The paper constructs such linear sub-aggregates using data from Rwanda, Tanzania, and Uganda. The findings show that using sub-aggregates is ill-advised in practice as well as in theory. This raises questions about the consistency of the poverty-tracking efforts currently applied across countries, since obtaining exhaustive consumption measures remains an unmet challenge

    Asset ownership indices are widely used as inexpensive proxies for consumption. This paper shows that these indices can be augmented using dichotomous indicators for consumption, which are equally easy to obtain. The paper uses multiple rounds of Living Standards Measurement Study surveys from Malawi, Uganda, Rwanda, Tanzania, and Ghana to construct indices with different item subcategories and performs a meta-analysis comparing the indices to per capita consumption. The results show that the standard asset indices, which are derived from durable ownership and housing characteristic indicators, perform well in urban settings. Yet, in rural samples and when identifying the extreme poor, household rankings and poverty classification accuracy can be meaningfully improved by adding indicators of food and semi-durable consumption. The study finds small improvement from using national weights in urban samples but no improvement from using alternative construction methods. With most of Africa's poor concentrated in rural areas, these are important insights

    This study examines recall bias in farm labor by conducting a randomized survey experiment in Ghana. Hours of farm labor obtained from a recall survey conducted at the end of the season are compared with data collected weekly throughout the season. The study finds that the recall method overestimates farm labor per person per plot by about 10 percent, controlling for observable differences at baseline. Recall bias in farm labor per person per plot is accounted for by the fact that households in the recall group report fewer marginal plots and farm workers, denoted here as listing bias. This listing bias also creates a countervailing effect on hours of farm labor at higher levels of aggregation, so that the recall method underestimates farm labor per plot and per household and overestimates the labor productivity of household-operated farms. Consistent with the notion that recall bias is linked to the cognitive burden of reporting on past events, the study finds that recall bias in farm labor has a strong educational gradient

Using administrative data on Mexican exports by municipality, sector and destination from 2004 to 2014, this paper investigates how local labor markets in Mexico that are more exposed to automation in the U.S. through trade fared in exports and employment outcomes. The results show that an increase of one robot per thousand workers in the U.S.-about twice the increase observed between 2004-2014-lowers growth in exports per worker from Mexico to the U.S. by 6.7 percent. Higher exposure to U.S. automation did not affect wage employment, nor manufacturing wage employment overall. Yet, the latter is the result of two counteracting forces. Exposure to U.S. automation reduced manufacturing wage employment in areas where occupations were initially more susceptible to being automated; but exposure increased manufacturing wage employment in other areas. Finally, the analysis also finds negative impacts of exposure to local automation on local labor market outcomes

    For a long time, the urbanization and development discourse has coincided with a focus on economic growth and big cities. Yet, much of the world's new urbanization is taking place in smaller urban entities (towns), and the composition of urbanization may well bear on the speed of poverty reduction. This paper reviews the latter question within the context of Tanzania. It starts from the observation that migration to towns contributed much more to poverty reduction than migration to cities because many more (poor) rural migrants ended up in Tanzania's towns than its cities, despite larger welfare gains from moving to the city. Drawing on the findings from a series of studies, looking at this from different angles (theoretical and empirical, quantitative and qualitative), the paper shows how towns are better at enabling the rural poor to access off-farm employment and exit poverty because they are more nearby. It concludes with a call for greater consideration of the role of towns in accelerating Africa's poverty reduction
