    A new book on measuring global poverty by the late Tony Atkinson was published in 2019 by Princeton University Press. We describe how we edited the incomplete manuscript that Atkinson left at his death, the additions we made (which include afterwords by François Bourguignon and Nick Stern), and the content and structure of the book. We then discuss what we believe Atkinson was trying to achieve, emphasising both the important insights of the book and where the gaps remain. We also review parallel developments in the World Bank's measurement of global poverty that were stimulated by the report of the Commission on Global Poverty, written by Atkinson, from which this book was developed. The new book is more than four hundred published pages. It remains unfinished yet it is a masterly guide to the nuances of poverty measurement and an invaluable source for future research.

    Um zu veranschaulichen, was es bedeutet, an der Armutsgrenze zu leben, besuchten Stefen Chow und Huiyi Lin sechsunddreißig Städte auf sechs Kontinenten und untersuchten die Armut in Bezug auf Lebensmittel. Auf den lokalen Märkten kauften sie Gemüse, Obst, Getreideprodukte, Proteine und Snacks - die Menge an Lebensmitteln, die sie sich pro Tag leisten konnten, basierend auf der jeweiligen Definition der Armutsgrenze, die von jeder Regierung festgelegt wurde. Sie fotografierten den resultierenden Haufen an Lebensmitteln und platzierten ihn auf einer Seite einer lokalen Zeitung von diesem Tag. Unter Verwendung der visuellen Typologie und der künstlerischen Forschung als Leitprinzip kalibrierten sie sorgfältig die Beleuchtung und den Aufnahmeabstand, um Einheitlichkeit und Vergleichbarkeit zu gewährleisten. In diesem visuellen Reader wird die Fotografie von Chow und Lin durch Texte bereichert, die Fragen rund um die Armutsgrenze als globales Phänomen beleuchten. Die Autoren nehmen Bezug auf die Herausforderungen unserer Gesellschaft und die UN-Agenda 2030 für nachhaltige Entwicklung, deren erstes von siebzehn Zielen die Beendigung der Armut in all ihren Formen ist.

    The paper considers two aspects of the targeting of unemployment benefit systems (a) the probability that benefit is received in the population of those unemployed on standard international criteria of search and availability, and (b) the probability in the population of benefit recipients that search is conducted. The focus is on Hungary but stylised facts for a range of Central European countries and two EU comparators are derived in the first part of the paper. The second part of the paper finds that most of the large decline in coverage of the Hungarian unemployed by insurance benefit (received by only a quarter of the searching stock in 1997) cannot be explained by changes in the composition of unemployment observable in labour force survey data (including unemployment duration). The probability of active search (search other than through a state employment office) is found to be very similar for those receiving insurance and assistance benefit.

    Labour market analysis places much emphasis on the concept of search. But there is insufficient empirical information on (a) the relationship between reported search and job-finding and (b) how search behaviour changes over a spell without work. We investigate these issues using a sample constructed from Hungarian labour force survey panel data of the flow from jobs to the state of "joblessness". The results on job exits call into question aspects of the standard international classification of "unemployment" and "out of the labour force". Transitions during joblessness in and out of search and the various categories of non-search are found to be only modest.

    The single most likely way to leave the unemployment insurance (UI) register in Hungary is not by getting a job but by running out of entitlement to benefit. This situation raises two questions. First, what are the implications of the cessation of UI for living standards? Second, does UI exhaustion have much effect on the probability of getting a job through increasing incentives to work? We investigate these issues with a survey of persons exhausting entitlement to UI in Summer 1995, paying special attention to the household circumstances of the unemployed and to the probabilities of claiming and being awarded means-tested assistance benefit.

    The international surveys of pupil achievement - PISA, TIMSS, and PIRLS - have been widely used to compare socioeconomic gradients in children's cognitive abilities across countries. Socioeconomic status is typically measured drawing on children's reports of family or home characteristics rather than information provided by their parents. There is a well established literature based on other survey sources on the measurement error that may result from child reports. But there has been very little work on the implications for the estimation of socioeconomic gradients in test scores in the international surveys, and especially their variation across countries. We investigate this issue drawing on data from PISA and PIRLS, focusing on three socioeconomic indicators for which both child and parental reports are present for some countries: father's occupation, parental education, and the number of books in the family home. Our results suggest that children's reports of their father's occupation provide a reliable basis on which to base comparisons across countries in socioeconomic gradients in reading test scores. The same is not true, however, for children's reports of the number of books in the home - a measure commonly used - while results for parental education are rather mixed.

    Using logistic and multilevel logistic modelling we examine non-response at the school and pupil level to the important educational achievement survey Programme for International Student Assessment (PISA) for England. The analysis exploits unusually rich auxiliary information on all schools and pupils sampled for PISA whether responding or not, including data from two large-scale administrative sources on pupils' results in national public exams, which correlate highly with the PISA target variable. Results show that characteristics associated with non-response differ between the school and pupil levels. The findings have important implications for the survey design of education data.

    Greater levels of social mobility are widely seen as desirable on grounds of both equity and efficiency. Debate on social mobility in Britain and elsewhere has recently focused on specific factors that might hinder social mobility, including the role of internships and similar employment opportunities that parents can sometimes secure for their children. We address the help that parents give their children in the job market using data from the new age 42 wave of the 1970 British Cohort Study. We consider help given to people from all family backgrounds and not just to graduates and those in higher level occupations who have tended to be the focus in the debate in Britain. Specifically, our data measure whether respondents had ever had help to get a job from (i) parents and (ii) other relatives and friends and the form of that help. We first assess the extent and type of help. We then determine whether people from higher socio-economic status families are more or less likely to have such help and whether the help is associated with higher wages and higher occupations. Our paper provides insight into whether the strong link between parental socio-economic background and the individual's own economic success can be explained in part by the parents assisting their children to get jobs. We find parental help to have a strong social gradient. But we are unable to identify a clear link between any particular type of help - advice, help through contacts etc. - and individuals' wages or occupations.

    This paper compares child poverty dynamics cross-nationally using panel data from seven nations: the USA, Britain, Germany, Ireland, Spain, Hungary and Russia. As well as using standard relative poverty definitions the paper examines flows into and out of the poorest fifth of the children's income distribution. We find significant (but not total) uniformity in patterns of income mobility and poverty dynamics across the seven countries. The key exception is Russia, where the economic transition has led to a much higher degree of mobility. Interestingly, the USA, which has the highest level of relative poverty among the rich nations, has a mobility rate which, if anything, is less than that of the other nations. Der vorliegende Beitrag vergleicht die Armutsdynamik bei Kindern mithilfe von Paneldaten aus sieben Ländern: USA, Großbritannien, Deutschland, Irland, Spanien, Ungarn und Russland. Neben der Verwendung von Standard-Definitionen zur Erfassung relativer Armut werden die Übergänge in und aus dem untersten Einkommensquintil bei Kindern untersucht. In den sieben untersuchten Ländern zeigt sich eine signifikante (aber keine völlige) Übereinstimmung in den Mustern von Einkommensmobilität und Armutsdynamik. Die Ausnahme ist Russland, wo der ökonomische Wandel zu einem wesentlich höheren Mobilitätsgrad geführt hat. Interessanterweise haben die USA - das Land mit dem höchsten Anteil relativer Armut unter den reichen Ländern - eine Mobilitätsrate, die unter der der anderen Nationen liegt.

    Tony Atkinson is universally celebrated for his outstanding contributions to the measurement and analysis of inequality, but he never saw the study of inequality as a separate branch of economics. He was an economist in the classical sense, rejecting any sub-field labelling of his interests and expertise, and he made contributions right across economics. His death on 1 January 2017 deprived the world of both an intellectual giant and a deeply committed public servant in the broadest sense of the term. This collective tribute highlights the range, depth and importance of Tony's enormous legacy, the product of over fifty years' work.
