    Recent research has been increasingly showing that it is not the houses or the neighbourhoods in which people live that make them sick or poor: rather it is their personal characteristics. Still this does not mean that interventions aimed at occupants of social housing may not be effective in improving health. The structure of social housing provision in Britain means that there are many large social landlords. Landlords have particular access to their tenants and this paper presents the results of an Randomised Control Trial designed to evaluate the impacts of simple health interventions on the health of poorer residents over 50 living in 5 inner London boroughs. The study was carried out between February 2013- May 2015. Participants were randomly divided into three groups: a control group (n= 186), a group receiving additional signposting to health services (n= 172); and a group receiving intensive support from a dedicated health and wellbeing support worker (n= 174). The intervention period was 18 months. The main outcomes measured were self-reported health and wellbeing ratings and NHS usage. Randomisation was computer-generated and participants and assessors were blinded to the allocation. Perhaps the single most important finding was that the initial base line health evaluation revealed 25 (4.5%) of the total sample as having such severe health problems that significant and immediate intervention was required. This set of people was taken out of the trail and directed to treatment. In purely scientific terms this is unfortunate since it means that all intervention effects are likely underestimated since these were people whose health was critical. On the other hand it shows that the simplest possible intervention to a targeted group (older and poorer people), just an individual health status assessment, can produce significant health improvements. For the 95% staying in the trial significant effects were found for planned hospital usage, with the intensive intervention group's usage reducing by 39% in comparison to control group's increase of 11% (p= 0.004). Significant effects were also found for nights in hospital where the signposting intervention's usage decreased (35%) significantly in comparison to the control group's increased usage (13%) (p= 0.022). The intensive intervention group's usage in fact reduced more (62%) but variance was high (20.198), affecting significance. Substantive effects were identified for emergency GP usage, where group 3 reduced their usage by 15%, a substantive difference (p= 0.055) to group 2's 181% increase. *The study was initiated and funded by Family Mosaic

    Education policy worldwide has sought to incentivize school improvement and facilitate pupil-school matching by introducing reforms that promote autonomy and choice. Understanding the way in which families choose schools during these periods of reform is crucial for evaluating the impact of such policies. We study the effects of a recent shock to the English school system - the academy programme - which gave existing state schools greater autonomy, but provided limited information on possible expected benefits. We use administrative data on school applications for three cohorts of students to estimate whether academy conversion changes schools' popularity. We find that families - particularly non-poor, White British ones - rank converted schools higher on average. We investigate the likely mechanisms that could give rise to our findings. The patterns we document suggest that families combine academy conversion with home-school distance and prior information on quality and popularity as a heuristic to inform school choice.

    We provide estimates for the effect of attending a Faith school on educational achievement using a census of primary school pupils in England. We argue that there are no credible instruments for Faith school attendance in this context. Instead, we partially control for selection into religious schooling by tracking pupils over time and comparing attainments of students who exhibit different levels of commitment to religious education through their choice of secondary school and residence. Using this approach, we find only a small advantage from Faith primary schooling, worth about 1 percentile on age-11 test scores. Moreover, this is linked to autonomous admissions and governance arrangements, and not to religious character of the schools. We then go on to show that our estimates vary substantially across pupil subgroups that exhibit different levels of sorting on observable characteristics into Faith schooling, and provide bounds on what the 'Faith school effect' would be in the absence of sorting and selection. Pupils with a high degree of observable-sorting into Faith schools have an age-11 test score advantage of up to 2.7 percentiles. On the other hand, pupils showing a very low degree of sorting on observables have zero or negative gains. It appears that most of the apparent advantage of Faith school education in England can be explained by differences between the pupils who attend these schools and those who do not. -- Faith school ; primary schools ; pupil achievement

    We estimate the effect of neighbours' characteristics and prior achievements on teenage students' educational and behavioural outcomes using census data on several cohorts of secondary school students in England. Our research design is based on changes in neighbourhood composition caused explicitly by residential migration amongst students in our dataset. The longitudinal nature and detail of the data allows us to control for student unobserved characteristics, neighbourhood fixed effects and time trends, school-by-cohort fixed effects, as well as students' observable attributes and prior attainments. The institutional setting also allows us to distinguish between neighbours who attend the same or different schools, and thus examine interactions between school and neighbourhood peers. Overall, our results provide evidence that peers in the neighbourhood have no effect on test scores, but have a small effect on behavioural outcomes, such as attitudes towards schooling and anti-social behaviour. -- peer and neighbourhood effects ; cognitive and non-cognitive outcomes ; secondary schools
