    This study analyses how the set of products Brazil exported to the United States was similar with that of China between 2000 and 2008 and also compares the quality and variety of their exports. Using product-level import data from United States, this study estimates the export similarity, quality and variety indexes and produces three main results.First, the similarity between Brazil`s and China`s export has increased until 2005 and after that has fallen. Second, the quality of Brazil`s exports is, on average, higher than China`s exports. The quality index has remained constant in the beginning and then increased substantially over years 2006 and 2007. The increase in the quality index was significant in some sectors, as food and beverage, rubber and plastic, wood products and furniture, pulp and paper, textile and apparel, and metals. Third, the variety of China`s exports exceeded Brazil`s exports all over the period.

    The structure introduced by Armington (1969) has been used to analyze trade policy in partial and general equilibrium models. The Armington elasticities, the degree of substitution between domestic and import goods are known to be important, but are seldom estimated empirically. Therefore, we estimate them for 28 industrial sectors, based on the Brazilian Input-Output table over the period 1986-2000. Initially we discuss the construction of the data set and the treatment that was given to the relative prices, for taking into account the trade liberalization initiated in 1990. According to the dynamic properties of the data we estimate four different econometric models. 25 out of the 28 sectors had positive and significant Armington estimates that were significant at the ten-percent level. They range between 0,16 e 4,95, which reflects the different degree of substitutability between domestic and import goods in the Brazilian industry.

    Tax evasion in Brazilian imports has been an issue of concern for the customs authorities. This problem is addressed here using the theoretical approach of defining evasion as the difference between the value of exports of other countries to Brazil and value of imports reported by Brazil. This makes it possible to quantify the effects of high import tariff rates on tax evasion due mainly to underreporting of value. The main empirical result of the paper is that a one-percentage-point increase in the tariff rate implies a 3.1% increase in evasion. Furthermore, we identify an also robust elasticity of evasion of 3.2% for differentiated products in contrast with a lower value of 2.2% for homogeneous products.
