    The study evaluates the performance of the National Social Insurance Council (Conselho Nacional de Previdência Social - CNPS) over the 1990s. The CNPS was created in 1992 to allow for the co-participation of workers, employers and retirees in governing social security in Brazil. The evaluation is based upon a reconstruction of the early determinations on the CNPS’ structure, a comparison between recommendations approved by CNPS and the administrative acts of the National Social Insurance Institute (Instituto Nacional do Seguro Social – INSS) and the Social Insurance and Social Assistance Ministry (Ministério da Previdência e Assistência Social - MPAS). A third step of the analysis includes the results of interviews with a selected group of current and former members of CNPS. The paper concludes that there is a consensus on the insufficiency of the current form of practicing the co-participation in the social security area and a need for reform.

    The aim of the paper is to evaluate the main gender impacts generated by the recent Brazilian pension reform. The authors chose to focus attention on the two main rule alterations in the major pension regime (the RGPS administered by INSS): 1) the new benefit calculation formula, and 2) the introduction of the Fator Previdenciário (Actuarial Factor) in the calculation of length-of-contribution pensions. In the three initial chapters of the paper bring a brief description of the evolution of the Brazilian pension system and the recent reform enacted 1998/99, as well as a profile of female labour market and social security participation in Brazil.

    Despite labour market informality, Brazil has reached a remarkable benefit coverage among the elderly over the last decades. This coverage extension is, to a large extent, due to two flat-rate pension programmes not requiring individual contribution. The rural scheme, with nearly 7 million benefits, comprises old-age, widow and invalidity pensions, as well as maternity and labour accident benefits, all worth one official minimum wage. The insured stem from the rural family economy and document length-of-service in agriculture, fisheries, or similar activity instead of length-of-contribution, thus breaking away from the Bismarckian contributive link. The financing of such a programme is structurally dependent from either Treasury or an urban-rural cross-subsidisation. A second programme is formed by 2.1 million social assistance pensions, targeted at indigent aged 67 or more or disabled. Both programmes' impact on poverty alleviation is large, as demonstrated by exercises on the basis of the 1999 PNAD Household Survey. Other positive effects are highlighted, based on previous IPEA field research. The paper also draws a profile of the aged poor in Brazil with PNAD information. Finally, the study examines unanswered questions, such as steps required to safeguard the rural programme’s mid-term legal and financial continuity, targeting aspects, further legal improvements, and differenciation between social insurance and assistance.
