    The environmental benefits and harms of information and communication technology (ICT) have been widely discussed in Finland since 2019. The climate impact of information and communication technology on the environment consists of three channels: procurement, the ICT sector’s own carbon footprint, and the impact on other sectors of the economy (incl. public sector). Indeed, focusing solely on one sector’s own emissions often leads to misleading conclusions about the industry’s carbon footprint. This study examines the evolution of greenhouse gas emissions in the ICT sector and its supply chains in 2008-2019. In addition, the study examines the countries from which greenhouse gas emissions in the ICT sector and its supply chain originate.

    We analyze the impact of the Finnish tax-benefit system on the financial incentives to take up a job and to work more. The analysis is conducted with the Finnish microsimulation model SISU in 2015–2021. We analyze the presence of unemployment traps in the population and characterize the population subgroups associated with low work incentives. According to our results, the median participation tax rate in Finland is 69 percent, meaning that for half of working-age Finns the disposable income when in work increases by at most one third of the wage when employed. On average, the financial incentives to work of individuals receiving earnings-related unemployment benefits are lower than of those receiving flat-rate unemployment benefits, and the incentives of individuals receiving child home care allowance are better than the incentives of unemployed. Most of the individuals in unemployment trap receiving flat-rate unemployment benefits are beneficiaries of social assistance. In year 2021, 136,500 Finns found themselves in an unemployment trap defined as a situation in which disposable income increases at most 20 percent of gross income when employed. The amount of people in unemployment trap amounts to more than 300,000 when 25 percent is used as the relevant limit. Financial incentives to work have slightly improved since 2015. More than half a million Finns lose more than 50% of extra income due to tax increase and benefit withdrawal. The earnings disregard for basic social assistance improved the financial incentives to work of individuals in the lowest income group.

    This study examines mergers and acquisitions and their economic impact on companies. The study examined which companies in Finland become the targets of acquisitions, how the economic activities of the target companies develop after the change of ownership and whether there is a difference between domestic and foreign acquisitions in these respects. The study was conducted using firm-level data that included nearly 2,000 acquisitions, supplemented by a qualitative review of 19 research interviews. The results of the study show that companies’ innovation activities have a positive relation to the likelihood of being acquired, especially by foreign buyers. However, foreign acquisitions did not have a significant impact on the development of the value added, productivity, profitability or employment of target companies when compared with the control group.

    We assess the potential impact of the EU carbon border adjustment mechanism (CBAM) based on the European Commission’s proposal presented in 2021. The CBAM products are divided into four categories: cement, fertilizers, iron and steel products, and aluminium products. In terms of production and the value of foreign trade, iron and steel products are by far the largest category, followed by aluminum products. Based on econometric gravity modelling of trade, the impact on EU imports of products covered by the CBAM would be significant. In normal economic conditions, Finland’s extra-EU imports of the products would decrease by a total of around a quarter with the proposed CBAM specifications and current carbon pricing. Based on general equilibrium modelling, the effects of the CBAM would be very small for the Finnish aggregate economy. In Finland and other EU countries, the CBAM would benefit directly or indirectly sectors that manufacture products subject to the mechanism. Other industrial sectors, on the other hand, would suffer slightly from the CBAM. The report assesses implications of different ways to implement the CBAM.
