It analyses foreboding imagery of miasma, sludge and rot across non-fictional and fictional travel narratives, speeches, private journals and medical advice tracts. Well-known authors such as Joseph Conrad are placed in dialogue with minority writers such as Mary Seacole and Africanus Horton in order to understand their different approaches to representing white illness abroad. The project also considers postcolonial texts such as Wilson Harris's Palace of the Peacock to demonstrate that authors continue to 'write back' to the legacies of colonialism by using images of climate induced illness.     With regard to their future health, adolescents are at a critical stage. Previous evaluations have shown that health screenings, counselling, and other intervention programmes during this phase of life are important, particularly for those with a low socio-economic background. Unfortunately, adolescents tend to have little interest in preventive programmes. We designed a field experiment to evaluate the effectiveness of financial incentives to promote participation in health screenings. Our study comprises more than 10;000 participants, observed via high-quality administrative data from Austria. The treatment group received a e40 shopping voucher if they participated in an age-specific health screening. On average, the financial incentive increased the likelihood of participation by 280 %. Treatment effects are comparably larger for children in families with a higher socio-economic status, and of parents with a revealed preference for secondary health prevention.

    Millions of high school students who take an Advanced Placement (AP) course in one of over 30 subjects can earn college credit by performing well on the corresponding AP exam. Using data from four metro-Atlanta public school districts, we find that 15 percent of students' AP courses do not result in an AP exam. We predict that up to 32 percent of the AP courses that do not result in an AP exam would result in a score of 3 or higher, which generally commands college credit at colleges and universities across the United States. Next, we examine disparities in AP exam-taking rates by demographics and course taking patterns. Most immediately policy relevant, we find evidence consistent with the positive impact of school district exam subsidies on AP exam-taking rates. In fact, students on free and reduced-price lunch (FRL) in the districts that provide a higher subsidy to FRL students than non-FRL students are more likely to take an AP exam than their non-FRL counterparts, after controlling for demographic and academic covariates.

    Prior empirical research on the theoretically proposed interaction between the quantity and the quality of children builds on exogenous variation in family size due to twin births and focuses on human capital outcomes. The typical finding can be described as a statistically nonsignificant two-stage least squares (2SLS) estimate, with substantial standard errors. We regard these conclusions of no empirical support for the quantity-quality trade-off as premature and, therefore, extend the empirical approach in two ways. First, we add health as an additional outcome dimension. Second, we apply a semi-parametric Bayesian IV approach for econometric inference. Our estimation results substantiate the finding of a zero effect: we provide estimates with an increased precision by a factor of approximately twenty-three, for a broader set of outcomes.

    Early intervention is considered the optimal response to developmental disorders in children. Any intervention presupposes the identification of affected children. Relatively little is known about the effectiveness of the standard practice of so-called developmental screenings. We evaluate a nationwide screening programme for preschoolers in Austria and the resulting interventions. Identification of treatment effects is determined by a birthday cutoff-based discontinuity in the eligibility for a financial incentive to participate in the screening. Assigned preschoolers - irrespective of their socio-economic status (SES) - are about 14 percentage points more likely to participate in the programme. For participants with high SES, we find little evidence for interventions and consistently no effect on healthcare costs in the long run. For participants with low SES preschoolers, we find evidence for substantial interventions, but only weak evidence for cost savings in the long run. We suggest that developmental screenings should focus on preschoolers with low SES and the institutional design should aim to minimize supply-side determined follow-up examinations with little to no benefit for the patient.

    We analyze mortality and follow-up costs of heart attack patients using administrative data from Austria from 2002-2011. As treatment intensity in a hospital largely depends on whether it has a catheterization laboratory, we focus on the effects of patients' initial admission to these specialized hospitals. To account for the nonrandom selection of patients into hospitals, we exploit individuals' place of residence as a source of exogenous variation in an instrumental variable framework. We find that the initial admission to specialized hospitals increases patients' survival chances substantially. The effect on 3-year mortality is -9.5 percentage points. A separation of the sample into subgroups shows the strongest effects in relative terms for patients below the age of 65. We do not find significant effects on longterm inpatient costs and find only marginal increases in outpatient costs.

    Low minimum legal drinking ages (MLDAs), as prevalent in many European countries, are severely understudied. We use rich survey and administrative data to estimate the impact of the Austrian MLDA of 16 on teenage drinking behavior and morbidity. Regression discontinuity estimates show that legal access to alcohol increases the frequency and intensity of drinking, which results in more hospital admissions due to alcohol intoxication. The effects are stronger for boys and teenagers with low socioeconomic background. The policy’s impact is not driven by access. Data from an annual large-scale field study shows that about 25 percent of all retailers sell even hard liquor to underage customers. In line with this, perceived access to alcohol is very high and hardly changes at the MLDA.     Social distancing is important to slow the community spread of infectious disease, but it creates enormous economic and social cost. Thus, it is important to quantify the benefits of different measures. We study the ban of mass gatherings, an intervention with comparably low cost. We exploit exogenous spatial and temporal variation in NBA and NHL games - which arise due to the leagues' predetermined schedules - and the suspension of the 2019-20 seasons. This allows us to estimate the impact of indoor mass gatherings on COVID-19 mortality in affected US counties. One additional mass gathering increased the cumulative number of COVID-19 deaths in affected counties by 9 percent.

To this end, we study mass layoff (ML) survivors in Austria, using workers who survive a ML themselves, but a few years in the future, as a control group. Based on high-quality administrative data, we find evidence that downsizing has persistent effects on mental and physical health, and that these effects can be explained by workers fearing for their own jobs. We also show that health externalities due to downsizing imply non-negligible cost for firms, and that wage cuts may have similar effects.

    How do college non-completers list schooling on their resumes? The negative signal of not completing might outweigh the positive signal of attending but not persisting. If so, job-seekers might hide non-completed schooling on their resumes. To test this we match resumes from an online jobs board to administrative educational records. We find that fully one in three job-seekers who attended college but did not earn a degree omit their only post-secondary schooling from their resumes. We further show that these are not casual omissions but are strategic decisions systematically related to schooling characteristics, such as selectivity and years of enrollment. We also find evidence of lying, and show which degrees listed on resumes are most likely untrue. Lastly, we discuss implications. We show not only that this implies a commonly held assumption, that employers perfectly observe schooling, does not hold, but also that we can learn about which college experiences students believe are most valued by employers.

    Monthly government transfer programs create cycles of consumption that track the timing of benefit receipt. In this paper, we exploit state-level variation in the staggered timing of nutritional assistance benefit issuance across households to analyze how this monthly cyclicality in food availability affects academic achievement. Using individual-level score data from a large national college admissions exam in the United States linked to national college enrollment data, we find that taking this high-stakes exam in the last two weeks of the SNAP benefit cycle reduces test scores and lowers the probability of attending a 4-year college for low-income high school students

    There is agreement among health economists that on the whole medical innovation causes health care expenditures (HCE) to rise. This paper analyzes for which diagnoses and in which age groups HCE per patient have grown significantly faster than average HCE. We distinguish decedents (patients in their last four years of life) from survivors and use a unique dataset comprising detailed HCE of all members of a regional health insurance fund in Upper Austria for the period 2005-2018. Our results indicate that among decedents in particular the expenditures for treatment of neoplasms have exceeded the general trend in HCE. This confirms that medical progress for this group of diseases has been particularly strong over the last 15 years. For survivors, we find a noticeable growth in cases and cost per case for pregnancies and childbirth and also for treatment of mental and behavioral disorders. The pattern of expenditures over age groups shows that among decedents the younger age groups (below 75) exhibit both the highest HCE per capita and the highest expenditure growth over time. For survivors, we find a steady increase in annual per capita HCE over age in both sexes, but the highest growth rates are observed in the age groups between 20 and 50 years.

Regression discontinuity estimates show that legal access to alcohol increases the frequency and intensity of drinking, which results in more hospital admissions due to alcohol intoxication. The effects are stronger for boys and teenagers with low socioeconomic background. The policy’s impact is not driven by access. Data from an annual large-scale field study shows that about 25 percent of all retailers sell even hard liquor to underage customers. In line with this, perceived access to alcohol is very high and hardly changes at the MLDA. However, teenagers consider binge drinking at weekends to be less harmful after gaining legal access.

    We show that downsizing has substantial externalities on the health of workers who remain in the firm. To this end, we study mass layoff (ML) survivors in Austria, using workers who survive a ML themselves, but a few years in the future, as a control group. Based on highquality administrative data, we find evidence that downsizing has persistent effects on mental and physical health, and that these effects can be explained by workers fearing for their own jobs. We also show that health externalities due to downsizing imply non-negligible cost for firms, and that wage cuts may have similar effects.
