    Recent theories of the Long Divergence between Middle Eastern and Western European economies focus on Middle Eastern (over-)reliance on religious legitimacy, use of slave soldiers, and persistence of restrictive proscriptions of religious (Islamic) law. These theories take as exogenous the cultural values that complement the prevailing institutions. As a result, they miss the role of cultural values in either supporting the persistence of or inducing change in the economic and institutional environment. In this paper, we address these issues by modeling the joint evolution of institutions and culture. In doing so, we place the various hypotheses of economic divergence into one, unifying framework. We highlight the role that cultural transmission plays in reinforcing institutional evolution toward either theocratic or secular states. We extend the model to shed light on political decentralization and technological change in the two regions.

    This policy paper explores the judiciary's pivotal role in development, covering property rights, government accountability, and contract enforcement. It underscores the importance of impartial judicial institutions, focusing on independence, accountability, and their role in stabilizing global supply chains and financial systems. In the first part, we derive three key policy implications from two research papers. First, we stress the significance of independent judicial appointments to enhance decision-making and economic integrity. Appointments based on merit, rather than political favoritism, bolster public trust and guard against judicial compromise. Second, we advocate for understanding the interplay between cultural norms and political institutions. We propose measures to separate religious and political power, including affirmative action in religious education regions and secularization of bureaucracies. Lastly, we call for the creation of judicial selection procedures to insulate judges from political influence, promoting an independent and accountable judiciary.

    Why do some societies fail to adopt more efficient political and economic institutions in response to changing economic conditions? And why do such conditions sometimes generate conservative ideological backlashes and, at other times, progressive social and political movements? We propose an explanation that highlights the interplay - or lack thereof - between productivity, cultural beliefs and institutions. In our model, production shocks that benefit one sector of the economy may induce forward-looking elites to provide public goods associated with a different, more traditional sector that benefits their interests. This investment results in more agents generating cultural beliefs complementary to the provision of the traditional good, which in turn increases the political power of the traditional elite. Hence, productivity shocks in a more advanced sector of the economy can increase investment, political power, and cultural capital associated with the more traditional sector of the economy, in the process generating a revival of beliefs associated with an outdated economic environment.
