    We analyze the optimal tax choices of a revenue-maximizing government that levies taxes from firms of which the true degree of mobility is ex ante unknown. Differential tax treatment of immobile and mobile firms is ruled out, but the government may learn from the firms' location responses to past tax rate changes. Firms, however, may anticipate this and adjust their choices accordingly. We derive all symmetric Bayesian equilibria with a focus on the (so far neglected) one where the government sets a tax rate that triggers partial migration but full revelation of the true number of mobile firms. We show that, if tax competition is fierce (i.e., relocation cost and foreign tax rates are low), expected tax rates and expected firm migration are higher if the degree of mobility is unknown. There is a positive value of learning, i.e. commitment on future tax rates cannot increase the government's expected revenue. However, if the government can commit to a rule-based learning mechanism, i.e. credibly tie its future tax policy to present policy outcomes, it may obtain a Pareto improvement. -- corporate taxation ; firm mobility ; incomplete information

    This paper considers optimal linear tax structures that are differentiated according to group membership. Groups can be heterogeneous with respect to both preferences and abilities. Contrary to most arguments in favour of tax privileges for certain groups, e.g. gender-based taxation, it is shown that consideration of the first moment of the relevant distributions (the average labour supply elasticity of the groups) is insufficient. We discuss the factors on which efficient differentiation would depend.

The centrepiece of this approach is individuals' switching between working time categories, while facing switching costs that arise when people expand or reduce working hours. We define a degree of persistence of individual behaviour as well as its complement, labour supply mobility. Using the German Socio-Economic Panel (SOEP), we estimate persistence and mobility by gender and type of household.

    The political blessings of federalism are the core of our discussion. These benefits are operationalized as the decrease in the number of outvoted in a federal system with majority voting as an important source of regime satisfaction. The approach originates from the work of Roland Pennock who developed a similar methodology exactly 50 years ago although he applied it to a slightly different topic. First, we show that decentralized decision-making is advantageous in the majority of logical cases since the expected value of the number of outvoted is lower compared to centralized decision-making. Comparing different cases, we conclude that the political force of the decentralization-theorem (Oates) is a sole and inverse function of the population size of the nation: Next, the question is addressed how the gains from federalism react to variations in the number of regions: The complementary question what happens to the gains of federalism when increasing the number of alternatives to vote for is more difficult to answer for set-ups with more than 2 alternatives. In our special case with 2 regions and 3 alternatives, the model shows that augmenting the number of alternatives exerts a negative effect on the gains of federalism if we use our first indicator - the share of the sum of the highest number of outvoted. If instead we employ the shares of the average number of outvoted, then there is still a slight increase in the gains of federalism. Using the last indicator, a case-related comparison of both effects shows that an increase in the number of regions has a stronger positive impact on the gains than letting the number of alternatives grow. Employing the other indicator of the share of the sum of the highest number of outvoted, then there is clearly a positive effect of the number of regions. But the effect of the number of alternatives is negative, implying that this last indicator underestimates the gains of federalism to a certain extent. Our integrative model explaining the gains of federalism reconfirms these interdependencies with the share of the sum of the highest numbers of outvoted: The first derivative is positive for more than 2 regions and the same holds for the size of the population at the national level in an unrestricted manner. separating positive and negative effects. Finally, we return to the opening question by analyzing the cumulative frequency distributions of the number of outvoted: Here, even if federalization is preferable as a whole, centralized decision-making is more advantageous for low numbers of outvoted, implying that the domain of decentralized decision-making seems to be connected to higher levels of the outvoted. -- Federalism ; Decentralization ; Outvoted

    Based on the premise that fairness is different from equity and that it is primarily used in informal contexts we present an economic approach to fairness. Discussing the results of behavioral economics reveals the experience that people do not accept a monetary offer even if that collides with the rationale that more money means higher utility. The economic aspects of fairness are discussed in two ways: first, Varian's idea of envy-free allocations in a general equilibrium context are exposed briefly, and second, we concentrate on the implications of fairness defined via producer and consumer rents.     This paper compares student evaluation of teaching on the web site MeinProf.de to the standard evaluation procedures at German universities. While MeinProf offers the advantage of a broad, publicly available database, a number of theoretical and econometric problems emerge. Many of these problems are, however, pervasive in the student evaluation of teaching as a whole.     Using a new panel dataset comprising publication and appointment data for 889 German academic economists over a quarter of a century, we confirm the familiar hypothesis that publications are important for professorial appointments, but find only a small negative effect of appointments on subsequent research productivity. In fact, a simple theoretical model leads us to hypothesise that no such effect exists for top researchers ("stars"), which is borne out by our estimation results. However separating that means signalling effort for the highly talented becomes even more important in a two-dimensional signalling case. This attracts notice to time constraints. Under weak conditions separating equilibria do not exist if time constraints are binding. The existing equilibria are more costly but without additional information compared to the onedimensional case.     When a region successfully attracts a large firm by offering tax concessions, outright subsidies etc., the firm often commits itself to performance targets in terms of investment or employment. This paper interprets these contractually fixed targets as a consequence of incomplete information. It analyzes a model of two regions which compete for a large firm assuming that the firm's characteristics are ex-ante unknown. We consider direct mechanisms that induce truthful reporting of the firm's type as well as simpler bidding strategies. We find that, first, performance targets are an equilibrium outcome if information is incomplete. Second, these performance targets often induce employment distortions (overemployment in the most plausible case). Third, when the competing regions differ, the winning region may gain from the fact that information is incomplete, i.e. its payoff is greater than it would be under complete information. Finally, when the governments' sets of instruments are restricted to lump-sum payments, simple tax rebates and wage subsidies, incomplete information has no efficiency cost. This implies that restricting both regions' sets of policy instruments may improve efficiency.
