    Access to identification cards (IDs) is often required to claim government benefits. However, it is unclear which policies to increase ID ownership are more effective. We experimentally analyze the effect of two policy interventions to induce the timely renewal of identification cards on access to a government social program in Panama. Sending reminders about expiration dates increased the probability of on-time renewals and of accessing benefits from a social program by 12 and 4.3 percentage points, respectively, relative to a control group. In contrast, allowing individuals to renew their ID online only increased renewals and access to benefits by 8 and 2.9 percentage points, respectively. This result was driven by lower-income individuals. The results suggest that policies to increase ownership of valid identity documentation can reduce inclusion errors in government programs and that simply granting access to digital tools may not be enough to unlock important effects.

    Do targeted transparency interventions reduce corrupt behavior when corrupt actors are few and politically influential; their behavior imposes small costs on numerous individuals; and corrupt behavior is difficult to observe? Results from a study of informal audits and text messages to parents, meant to curb corruption in the School Meals Program of Colombia, suggests that they can. Theory is pessimistic that transparency interventions can change the behavior of actors who exert significant influence over supervisory authorities. Moreover, inherent methodological obstacles impede the identification of treatment effects. Results substantiate the presence of these obstacles, especially considerable spillovers from treated to control groups. Despite spillovers, we find that parental and operator behavior are significantly different between treatment and control groups. Additional evidence explains why operator behavior changed: out of concern that systematic evidence of corrupt behavior would trigger enforcement actions by high-level enforcement agencies outside of the political jurisdictions where they are most influential.

    In this paper, we test whether promoting digital government tools increases the take-up of an important public health prevention service: cervical cancer screening. We implemented an at-scale field experiment in Uruguay, randomly encouraging women to make medical appointments with a digital application or reminding them to do it as usual at their local clinic. Using administrative records, we found that the digital application nearly doubled attendance of a screening appointment compared to reminders and tripled the rate compared to a pure control group (3.2 percentage point increase over a base of 1.9 percent). Survey data suggests that the impacts of the intervention were mostly mediated by reduced transaction costs. Our results highlight the potential of investing in digital government to improve the take-up of public services.

    Citizens confront multiple challenges when attempting to access public services. This article focuses on an aspect yet unaddressed by existing literature on administrative burdens: the complexity of the written language used by government agencies in Latin America. It presents an impact evaluation of the Lenguaje Claro Program of Colombia’s National Planning Department. A randomized control trial compared two versions of a letter - the original and one with plain language - used by the property department of the city of Bogota. The study shows that clarifying content via modifications in language, content order, and formatting can reduce citizen's learning costs. Plain language thus has positive effects for both individuals and public institutions. A complementary perception survey revealed that there is significant room for additional simplification, as both the original and the plain language letter were largely poorly rated by citizens.

    Two seemingly contradictory trends have accompanied the rise of digital transformation: a demand for better and more customized services, which require the use of personal data, and a concern for data protection. How do we reconcile these divergent trends? The answer to this question may influence not only the design of personalized services but also the strategies for their widespread adoption. This study explores how to mitigate the impact of citizens reluctance to share data on the uptake of personalized public services. Through a survey experiment, we offered two hypothetical personalized services: one educational service (a scholarship) and one health-related service (a checkup). Each respondent was randomly assigned to one of three possible intervention groups, receiving different types of information: (i) a summary outlining the service benefits; (ii) details on benefits with a data usage disclosure; and (iii) a data usage disclosure. The findings reveal that citizens exhibit a strong baseline interest in personalized services. However, a requirement to share personal data had an adverse impact on interest in both the educational and health-related services, resulting in declines of 2.6 to 3.0 percentage points. There are indications that the decrease in interest may be more pronounced for the health service. Providing detailed service descriptions increased interest by 4.5 and 5.5 percentage points for education and health services, respectively. This suggests that offering information about the benefits of the service can offset concerns about data privacy. These effects remained consistent among different population groups.
