    When properly implemented, Randomized Controlled Trials (RCT) achieve a high degree of internal validity. Yet, if an RCT is to inform policy, it is critical to establish external validity. This paper systematically reviews all RCTs conducted in developing countries and published in leading economic journals between 2009 and 2014 with respect to how they deal with external validity. Following Duflo, Glennerster, and Kremer (2008), the hazards to external validity we scrutinize are Hawthorne effects, general equilibrium effects, specific sample problems, and special care in treatment provision. Based on a set of objective indicators, we find that the majority of published RCTs does not discuss these hazards and many do not provide the necessary information to assess potential problems. The paper calls for including external validity dimensions in a more systematic reporting on the results of RCTs. This may create incentives to avoid overgeneralizing findings and help policy makers to interpret results appropriately.

Yet, if an RCT is to inform policy interventions that extend beyond the experimental population, it is critical to establish external validity. In this paper, we first present a theoretical framework of external validity and identify the potential hazards that compromise generalizing results beyond the studied population, namely Hawthorne effects, general equilibrium effects, specific sample problems, and special care in the provision of the randomized treatment. Second, we reviewed all RCTs published in leading economic journals between 2009 and 2014 and scrutinized the way they deal with external validity. Based on a set of objective indicators, we find that many published RCTs do not discuss hazards to external validity and do not provide the information that is necessary to assess potential problems. Apparently, external validity is not an important matter of concern during the peer review process. To conclude, we call for a more systematic approach to report the results of RCTs, including external validity dimensions. Randomisierte kontrollierte Studien (RCTs) weisen bei sorgfältiger Implementierung ein hohes Maß an interner Validität auf. Sobald jedoch die Ergebnisse eines RCT auch auf andere Politikinterventionen verallgemeinert werden soll, bekommt die so genannte externe Validität eine zentrale Bedeutung. Dieses Papier stellt in einem ersten Schritt einen theoretischen Rahmen zur Betrachtung von externer Validität vor. Dabei werden potenzielle Probleme identifiziert, die die Generalisierung von Ergebnissen aus RCTs über die eigentliche Stichprobe hinaus beeinträchtigen können. Wir unterscheiden zwischen Hawthorne Effekten, generellen Gleichgewichtseffekten, Problemen spezifischer Stichproben und der Randomisierung geschuldeten Besonderheiten im Treatment. In einem weiteren Schritt untersuchen wir im Rahmen eines Systematic Reviews alle RCTs, die zwischen 2009 und 2014 in den führenden ökonomischen Fachzeitschriften publiziert wurden, auf ihren Umgang mit externer Validität. Unter Zuhilfenahme ausschließlich objektiver Indikatoren stellen wir fest, dass viele der publizierten Papiere weder die Probleme externer Validität diskutieren noch die notwendigen Informationen zur Abschätzung dieser durch den Leser bereitstellen. Externe Validität scheint demnach während des Peer-Review-Verfahrens von untergeordneter Bedeutung zu sein. Wir plädieren deshalb für ein Berichtswesen bei der Publikation von RCTs, das den verschiedenen Dimensionen externer Validität Rechnung trägt.

It offers a broad range of new, historicist approaches, touching upon key topics in current Shakespearean studies, such as kinship relations, manliness, magic, medico-politics, nationalism, rhetoric, schism, sexuality and staging conventions. The plays are explored both individually and within generic, thematic and chronological groups. Each author combines new research with their experience of teaching the plays, offering innovative approaches to some well-known works, as well as encouraging readers to explore less familiar dramas such as Pericles, Cymbeline, All is True and The Two Noble Kinsmen. The volume is unusual in its coverage of the lost 'late' play Cardenio, and considers its significance for our conception of the 'lateness' of these plays. This book will fill a large gap in the market for a broad-ranging critical introduction to this important and increasingly popular area in Shakespeare's work, and is suitable as a textbook for undergraduate, graduate and more general readers

    The success of multi-faceted "graduation" programs at reducing poverty raises three questions: can the impacts of these programs be maintained when implemented by governments at scale, will positive effects be offset by negative spillovers, and can bundled programs be streamlined without losing im- pact? We find that a nationwide livelihood program implemented by the government of Zambia yielded consumption and earnings increases comparable to graduation programs, without negative economic spillovers on non-beneficiaries. However, the effects were entirely driven by the asset transfer portion of the bundled intervention, indicating a streamlined package could be a promising poverty alleviation strategy for developing-country governments

    Vocational training programmes, like South Africa's learnership programme, which combine classroom learning and on-the-job training seem like the type of intervention which can create skills, get young people into jobs quicker, and reduce youth unemployment. This paper uses a longitudinal dataset of young people over four years - some of whom participate in the learnership programme - and firm level data to assess whether the programme meets its objectives, and based on this draws lessons for similar programmes in other countries. The results are disappointing: young people completing learnerships are more likely to be employed but this fades quickly; they do not get better jobs; and the way the programme is funded, as well as the nature of the firms which undertake subsidized training, means that the programme redistributes resources from smaller to larger firms and from more labour-intensive firms to less.

    South Africa has one of the highest crime rates in the world. This paper examines the effect of weather shocks on various types of crime. Using a 12-year panel data set at monthly resolution on the police ward level, we observe a short-term effect of temperatures on violent crime, supporting the heat-aggression link suggested by psychological research. Furthermore, we find evidence for a subtle medium-term effect of weather on crime via droughts and agricultural income, which is in line with the economic theory of crime. Yet, we also emphasize often neglected but well-documented limitations to the interpretability of weather data and weather-induced mechanisms. Recognizing these limitations, we conclude with a cautious interpretation of our findings to inform police deployment strategies.

    South Africa has one of the highest crime rates in the world, incurring high cost for society. The present paper examines the effect of weather shocks on various types of crime. Using a 12-year panel data set at monthly resolution on the police ward level, we demonstrate a short-term effect of warmer temperatures on violent crime and thereby offer support for the heat-aggression link as suggested by psychological research. Furthermore, we find evidence for a mid-term effect of weather on crime via agricultural income, which is in line with the economic theory of crime. Our findings have direct policy implications for the design of crime prevention strategies, in which weather forecasts could play an important role.
