    We investigate the labor market effects of the reestablishment of private-sector workers' right to reinstatement for unfair dismissals, which occurred in 2002 in Peru. Using data from Peruvian Household Surveys from 2004 to 2015, and the Specialized Employment Survey 1998-2001, we estimate a quasi-experimental difference-in-difference model. We find that this reestablishment is associated with increases in new contracting in the private sector, by 5.9 % for permanent hiring and 3.0 % for temporary hiring. By means of placebo tests, we only fund a causal effect of the reinstatement on temporary hiring, not on permanent hiring. We also find a negative association between reinstatements and real wages of 3.9 %, but placebo tests indicate that this is not a causal effect. Our findings call into question the effectiveness of removing reinstatement laws as a policy to increase permanent hiring and wages.

    In this research I investigate what percentage of female sterilizations performed in Peru from 1993 to 2000 were done providing adequate information to their users for a free decision about their adoption. I use data from ENDES/DHS 2000, which contains detailed information about contraceptive methods adopted in those years, with especial emphasis on sterilizations. I make a descriptive analysis, a projection of total sterilizations, and an estimation of the probability that a woman be sterilized. I find a large use of sterilizations as a contraceptive method between 1995 and 1997: more than 36% of women that used a contraceptive method were sterilized. I also find that a large percentage of women were not adequately informed about sterilizations: only 35% of sterilized women was given complete information, that is, that they will have no more children, about side effects, what to do about them, and that there were alternative contraceptive methods. With additional data from MINSA I calculate that 211,000 sterilized women did not receive complete information from 1993 to 2000, of which 25,000 sterilized women did not receive information that the sterilization implied not being able to have more children. I also estimated that not receiving complete information increased the probability that a women is sterilized in 10 percentage points.

    We contrast the socio-demographic profiles and degree of information received by women that were sterilized with women that used other contraceptive methods. We use data from the 2016 round of the Demographic and Health Survey (DHS) for Peru and compare these profiles with those of the 2000s, which contain the effects of the massive non-voluntary sterilizations executed in Peru in the late 1990s. From 2000 to 2016 there is a reduction from 17% to 10% in the use of sterilization as a contraceptive method. There is also an important socio-demographic change in the incidence of sterilization, from women who are indigenous, from the highlands, and without electricity toward women who are non-indigenous, literate, coastal and who have electricity at home. There is not only no improvement in the information received by users of contraceptive methods with respect to the 1990s, but there is even a worsening: the percentage of sterilized women that received complete information dropped from 35% in 2000 to 34% in 2016. Moreover, the information provided for sterilizations continues to be poorer than for other, non-terminal, methods. We also estimate that providing incomplete information about the sterilization procedure increases the probability of sterilization in 7 percent points.

    Peru's national policy on productivity and competitiveness relies on the Global Competitiveness Index (GCI) by the World Economic Forum. We analyze the subjective component of GCI and show that, in the labor market area, this index has been largely constructed with opinion data coming from a particular group of the business sector. The opinion data is based on a survey of 98 business executives, which mainly represent firms with 100 or more employees and account for only 1% of total firms in Peru. Further, the questionnaire exhibits obvious flaws, and the underlying viewpoint that less employment protection promotes productive and formal work is not aligned with the evidence. Thus, we do not find that GCI provides a solid base for policy advice.

    We investigate the labor market effects of putting bounds to domestic outsourcing in Peru. A series of difference-in-differences specifications for individuals with high versus low predicted propensities to be outsourced show evidence of non-negative labor market effects. Limiting domestic outsourcing increases labor force participation by 1.5 percentage points and employment by 2.3 percentage points while it reduces unemployment by 0.8 percentage points, but has no statistically significant impact on labor formality nor real wages. Our results suggest that a policy of restricting outsourcing does neither destruct jobs nor does it improve workers' labor market conditions in the short-run.

    We propose and estimate a model of family job search and wealth accumulation with data from the Survey of Income and Program Participation (SIPP). This dataset reveals a very asymmetric labor market for household members who share that their job finding is stimulated by their partners' job separation. We uncover a job search-theoretic basis for this added worker effect, which occurs mainly during economic downturns, but also by increased non-employment transfers. Thus, our analysis shows that the policy goal of in-creasing non-employment transfers to support a worker's job search is partially offset by the spouse's cross effect of decreased non-employment and wages. The added worker effect is robust to having more children and more education in the household and does not just result as a composition of heterogeneous individuals. We also show that the interdependency between household members is understated if wealth and savings are not considered. Finally, we show that gender equality in the labor market not only improves women's labor market performance, but it also increases men's accepted wages and non-employment rates

    We estimate Frisch elasticity in a labor market with high job turnover. In a context where only around 18% of the employed labor force has formal and stable jobs, we perform a fixed effects estimation as proposed by MaCurdy (1981) with a Heckman correction for selection into unemployment. We identify the positive slope of the labor supply using firms' size as an instrumental variable for wages. We use Peruvian data from the Permanent Employment Survey of Lima. We find that neglecting wage endogeneity implies a downward sloping labor supply, while the job turnover bias, not accounting for job turnover, overestimates Frisch elasticity. We estimate Frisch elasticity at around 0.38, which indicates fairly adjustable wages and little reaction of hours of work to wage variations.     I discuss the application of capture-recapture methods to estimating the total number of deaths in armed conflicts, and propose an alternative method based on a trivariate discrete choice model. Data come from the 'Truth and Reconciliation Commission' (TRC) of Peru, around 25000 deaths, classified by three sources of information, geographical strata, and perpetrator: the State and the Shining Path. In these data many killings have been only documented by one source, which makes a projection of killings unfeasible. TRC consultants Ball et al. (2003) tried to overcome this problem by means of a 'residual estimation,' consisting of merging data for different perpetrators. I show theoretically and empirically that this method over-estimates the number of deaths. Using a conditional trivariate Probit I estimate the total number of deaths in around 28000, 60% by the State, 40% by the Shining Path. This number is substantially lower and has a different composition than the around 69000 deaths, 30% by the State, 46% by the Shining Path, and 24% by 'other perpetrators,' calculated by Ball et al. -- armed conflict ; capture-recapture ; count data ; discrete choice ; human rights ; maximum-likelihood estimation ; Poisson regression

    In this paper we analyze a mechanism that is particularly relevant to the workings of the Great Recession: we explain how easier home financing and higher homeownership rates increase unemployment rates. To this purpose we build a model of job search with liquid wealth accumulation and consumption of housing that can be rented, bought on credit, or sold. In our model, more relaxed house credit conditions increase workers' reservation wages, making them more selective in their job search. More selective job searches deteriorate employment transitions: job finding and job-to-job transitions rates decline while job loss rates increase, causing the overall unemployment rate to rise. We estimate this model structurally using NLSY data from 1978 until 2005. We find that more relaxed housing lending conditions, particularly lower downpayment requirements, increase unemployment rates by 6 percent points. We also find that declining labor demand decreases homeownership rates by 14 percent points.
