    Health human resource (HHR) is critical in the delivery of health care services. However, the available evidences on their geographic distribution and availability remains quite limited in the scope of cadres studied, i.e., mostly physicians, and in global reach, i.e., mainly in English-speaking developed countries. This paper aims to bridge this gap in the literature by assessing the supply of a broader set of health care workers in the Philippines, and analyzing the different factors that affect their location decision. Similar to other countries, we find indications that HHRs in the Philippines are more likely to locate in regions where their earnings potential may be greatest, and in proximity to communities where they were trained. However, we don’t find empirical support that HHRs from ethnolinguistic minorities are more likely to work in areas with higher ethnic concentrations. We also document large disparities in HHR density that is masked by national-level statistics. Indeed, data over the last twenty-five years show increasing polarization in the spatial distribution across all cadres of HHRs in the Philippines.

    Despite the long tradition of decentralization in health care worldwide, there remains limited evidences on its impact on health outcomes. In this paper, we investigate how the expansion of local government incomes in the Philippines influences household demand for healthcare under a decentralized setting. Using a natural experiment, we find that greater transfers from the national government to local governments do not necessarily lead to greater demand for antenatal care services among pregnant women. This may be a consequence of local public spending on health services not responding to greater national transfers. Local government income from locally generated sources, on the other hand, are consistently positively associated with greater antenatal care demand. We also document some evidence of inter-jurisdictional spillovers in healthcare, which may potentially limit the effectiveness of decentralized healthcare service delivery.

    Key to achieving national targets under a devolved set-up is the capacity of the entire system to implement health and nutrition programs at scale. This requires coordinated efforts among the Local Government Units (LGUs) with the same energy and commitment. Though still few relative to the total number of LGUs, there are LGUs that have demonstrated that they can meet the challenge of implementing a number of nutrition-related interventions in a sustained matter. Moreover, while past interventions were focused to large extent on feeding programs for older children in Day Care Centers and schools, there is increasing interest in implementing the First 1,000 Days Program. There are also LGUs that, with training in leadership and governance, can facilitate improvements in their local health system that involve inter-LGU among province, municipality and city LGUs to deliver a continuum of maternal, neonatal and child health care in a service delivery network. Based on the experiences of these LGUs, it is possible to move forward by systematically addressing two sets of issues: one of governance and health systems improvements; and two of strengthening key elements and filling out gaps in existing maternal, neonatal and child health and nutrition programs, particularly the nutrition-specific components.

    The enactment of RA 10533 or the Enhanced Basic Education Act of 2013 added two years to basic education. One of the rationales offered by proponents of the law is that Senior High School (SHS) graduates can work or engage in entrepreneurial activities if they choose to do so. This study assesses the likelihood of achieving the employment and entrepreneurship objectives of the program by examining the experience of grade 12 graduating students and the views of firms about the labor market prospects of the SHS graduates. It does this by (i) looking into the SHS curriculum and the competencies developed, (ii) identifying the types of jobs that fit the Grade 12 graduates, (iii) gathering the private sector perspective on the jobs available and appropriate for the Grade 12 graduates, and (iv) providing policy recommendations for the improvement of the implementation of the SHS program. The study revealed the despite identifying employment and entrepreneurship as a rationale for the program, three quarters of the grade 12 students plan to proceed to higher education. This proportion is true even for those in the TVL track. Among the highlights of the FGD with students is the revelation that they are not very confident that they will get a job after graduating from SHS. Even for those who passed National Certifications assessments, they still believe the firms will prefer to hire college graduates over them. From the firm side, most of them lack in-depth knowledge of the SHS program. They expressed the need to be exposed to the SHS graduates before they can be confident in hiring them. While it may be too early to be gauging the performance of the SHS program particularly the performance of its graduates in the labor market, the study has uncovered areas for improving the implementation of the program to boost the chances of achieving the employment and entrepreneurship objectives.

    Climate change causes a vast magnitude of impacts that cut across boundaries and spill over time. It results in various, interrelated effects on important aspects of society. Direct and indirect effects of climate change touch on, for instance, health (e.g., Watts et al. 2015) and on labor (e.g., Kjellstrom et al. 2009; International Labor Organization 2018). Unfortunately, developing countries, which are the least contributors to climate change, are more exposed to environmental risks. According to the Global Climate Risk Index 2017, the Philippines, is in the top ten countries greatly affected by extreme weather events over the last two decades. In response to these challenges and risks, the country has been actively participating in international efforts to address this global concern. Locally, various policies have been enacted to create a progressive landscape for environmental protection, and disaster risk mitigation and response. Adding to these mitigation responses is the Green Jobs Act of 2016, which aims to encourage the creation and nurturing of green jobs along with the country's transition towards a more environmentally sustainable economy.     This study provides a systematic review and summary of the extant knowledge on the impacts of decentralization on health in the Philippines. Despite the country's twenty-five years of experience in decentralization, little is known about the topic. Overall, our survey shows that the existing scholarship on the impact of decentralization on health in the country is characteristically thin and with varying degree of methodological rigor. The limited available evidences point to some indication of positive impacts of decentralization on increasing government health expenditures and on improving health outcomes.
