    The National ICT Household Survey (NICTHS), conducted by the Department of Information and Communications Technology (DICT) in partnership with the Philippine Statistical Research and Training Institute (PSRTI), is the first-ever household survey in the country focusing on ICT. The NICTHS is one of the strategies of DICT to jumpstart the generation of official information and communications technology (ICT) statistics critical for monitoring ICT development, particularly the expansion and diffusion of digital technologies, as well as for national development planning and policymaking. The NICTHS has a wealth of information describing households' ICT equipment and individual uses of ICT (information technology, fixed-line, and mobile Internet). This study analyzes the results of the NICTHS to help the government in developing and evaluating ICT policies and strategies, including measures to address issues, such as the digital divide, and in assessing ICT developments in the country compared to that of its peers. The study looks into ICT access and use as they pertain to living conditions (and livelihood) of households, skills of individuals (particularly in mobile telephony and the Internet), and the sharing of equipment within a household (including gender issues), that in turn, can provide clues on the potential impact of increased ICT adoption in the country on productivity, growth, jobs, and inclusion.

    In 2012, the government established a Performance-Based Bonus (PBB) scheme to reward performance, align individual personnel and team-level efforts with agency-wide targets, and improve public service delivery in the Executive Department. The Department of Budget and Management, together with other oversight agencies and the Development Academy of the Philippines, manage the implementation of the PBB using the framework of the Results-Based Performance Management System. They deem it critical to study the effect of the PBB on government efforts to boost productivity and push reforms, as well as government employees' individual and team-level motivations and productivity, especially given the budgetary implications of the incentive scheme. Prior to this study, a process evaluation of the PBB was conducted to clarify whether and to what extent the PBB worked as planned. This follow-up study examines the possible impact of the PBB by employing mixed methods research drawing on primary and secondary data, undertaking not only a perception-based survey on effects of the PBB on over 1,200 respondents, but also seven focus group discussions with PBB focal points and members of the performance management teams of selected agencies, as well as representatives of oversight agencies. The findings suggest while the PBB has had some design issues and implementation challenges (e.g. changes in eligibility requirements across the years, gaming and dysfunctional behavior), the PBB is generally welcomed across the bureaucracy. Further, there is evidence that the PBB has contributed to boosting individual, team-level and agency-wide improvements in motivation and productivity. Results of the study suggest that PBB could be further re-designed to sharpen its effects on public sector reform.

    Since 2011, the government, through the Department of Social Welfare and Development (DSWD), has implemented the Social Pension (SocPen) Program which gives a noncontributory monthly pension of PHP 500 to qualified seniors, i.e., indigent Filipinos aged 60 and above. Initially, the DSWD had sought to provide assistance to 1.2 million indigent senior citizens identified by the Listahanan, on a PHP 8.71 billion budget allocation. Insufficient funds had prompted the department to realistically target only 138,960 seniors at program inception, though the actual served were 140,576 senior citizens with an actual budget of PHP 843.5million. Budget allocation for the SocPen has increased exponentially since program inception to over PHP 23.4 billion in 2021. With this 2,540 percent jump of a budget in a span of 10 years, the 2021 physical target has also increased to 3,835,066 senior citizens, a 2,634 percent increase. The 2020 physical target for SocPen is nearly two-fifths (37.8%) of senior citizens. This study describes the SocPen's design and current implementation processes, especially in the wake of Covid-19, and attempts to increase the financial assistance and coverage of beneficiaries. The examination will also look into the recent experience of DSWD with the Social Amelioration program, which included cash transfers for SocPen beneficiaries and other vulnerable populations. While overall the program is well-intentioned and is welcomed by seniors, and the SocPen has undergone some changes in response to criticisms of several external evaluations, implementation deficits persist. These need to be addressed, especially as the SocPen is currently one of the largest social protection programs of the government, and has the potential to significantly impact the lives of elderly indigent beneficiaries.

    Since the adoption of the Performance Based Bonus (PBB) scheme in 2012, its effectiveness-particularly its impact on agencies' reform efforts and on public sector employees' motivation and productivity-have not yet been examined. The Department of Budget and Management (DBM) deems it critical to study the effect of the PBB on government efforts to boost productivity and push reforms, as well as government employees' individual and team-level motivations and productivity. The DBM wishes to determine whether the PBB is achieving its design objectives and in turn, determine whether it is worth pursuing given its budgetary implications. Prior to an impact evaluation, a process evaluation should be conducted to clarify whether and to what extent the PBB worked as planned. In this regard, this study examines the PBB design and how this design has been executed. The study identifies implementation deficits, taking note of the bottlenecks and challenges encountered by government agencies/units in meeting the conditions to qualify for the PBB. It also presents some data on the possible effects of PBB on at least three levels: a) agency-wide incentive effects, b) team-level collaboration effects; and c) individual staff member incentive effects. This study finds mixed results on these three main channels of the effects of PBB; and it recommends a general review of the main policy objectives. Meanwhile, the study also identifies several concrete reforms that could help sharpen the PBB moving forward.

    With the advent of digital transformation, ICT innovations have also led to a "data revolution" wherein more data is being captured, produced, stored, accessed, analyzed, archived, and reanalyzed, and at an exponential pace. An examination of new data sources, including big data and crowd-sourced data, can complement traditional sources of statistics and can unlock insights that can ultimately lead to interventions for better outcomes by informing policies and actions toward attaining robust, sustainable, and inclusive development. This study will examine PIDS website download data and Twitter data to illustrate stories that can be obtained from new data sources and explore how access, analysis and use of new data sources can be promoted. Several quantitative tools are used on these new data sources, including (a) market basket analysis for website download data, (b) text mining (and sentiment analysis) for web scraped Twitter data, and (c) other big data analytics tools. Policy issues, including risk management for use of these new data sources, are also discussed.

    Rapid technological advancements and shifting economic paradigms in the 21st century also continuously change the nature of work wherein more complex and sophisticated skill sets are being required. There is a growing recognition of the pivotal role soft skills play in preparing the youth for this evolving environment. However, there remains a notable gap in identifying what comprises these soft skills, or Transversal Competencies (TVC). The study aims to contribute to policy discussions to support the government in enhancing its understanding of soft skills building and in formulating strategies to cultivate a workforce well-prepared for the future. The study utilized different interrelated methodological approaches: scoping review and key informant interviews (KIIs), with distinct data-collection methods. The results of the scoping review and KIIs suggest there was no clear common definition of the concept or its dimensions. However, the Philippine articulations of TVCs commonly identify these three categories: (a) critical thinking and other cognitive skills, (b) interpersonal skills, and (c) intrapersonal skills. While these dimensions are prioritized, the data were less clear about what the priorities were in which TVC concepts and skills should be assessed. To lay the groundwork on potential assessments, a recommendation of the study involves a need to formulate a multicomponent assessment of soft skills aligned with basic and higher education curricula. Co-creating a systematic approach of developing assessments of TVCs may include stakeholder consultations, cost-benefit analyses, and meticulous test development phases to ensure technical expertise and appropriateness to local contexts. In the future, these assessments may also be leveraged for human resource development and learning in various employment sectors.

    As the country witnesses a steady export of its human resources, it becomes imperative to explore not only the immediate impacts of labor migration on the Philippine economy, but also its long-term consequences on both OFWs and the families they leave behind. This study examines the various effects of labor migration on OFWs and their families, including the economic benefits and social costs (e.g., family dynamics, child outcomes in terms of labor, health and education) of the diaspora, and what has government done to assist these modernday heroes. Remittances sent home by OFWs have become a major contributor to the Philippine economy, representing around 10% of GDP. This provides income for families and supports consumer spending. However, labor migration has led to divided families and complex transnational relationships between OFWs and their families in the Philippines. While remittances support loved ones, being miles away from loved ones can cause psychic pains. Findings from interviews with OFWs and their families also suggest that young OFWs dream of retiring early but may not be provided systematic support for financial literacy. The paper calls for strengthening reinforcement of legal frameworks, enhancing the labor market, improving social protection programs for OFWs and their families. equipping them with necessary skills to achieve financial sustainability, and regularly monitoring OFW conditions for evidence-informed policymaking.

    The Global Goal on ensuring inclusive and equitable quality education and promoting lifelong learning opportunities for all promotes equality in access to quality learning, supports economic development, improves health outcomes, empowers women and girls, and fosters global citizenship and peace. By reducing inequities in education, both in terms of access and quality, we can help to build a more equitable, prosperous, and sustainable world. This study provides a detailed examination of the progress of the Philippines in achieving Sustainable Development Goal 4 (SDG4) on quality education and lifelong learning opportunities for all. It sets the stage by outlining the Philippine educational policy landscape, including its legal and institutional frameworks. The analysis then progresses to a target-bytarget review of SDG 4, highlighting the nation's accomplishments and ongoing challenges. Notable achievements include nearly universal primary education enrollment and increased secondary education participation. However, issues like high dropout rates and subpar learning outcomes remain. The Philippines has also seen growth in early childhood development (ECD) and pre-primary education enrollments, yet access for disadvantaged children is still limited. The country has policies to enhance access to affordable technical, vocational, and higher education, but the quality of these programs and their alignment with future skills needs improvement. Inclusive education initiatives exist, such as programs for learners with disabilities and indigenous communities, but challenges in ensuring universal quality education persist. A shift in education outcomes in favor of girls is observed, with boys now more likely to drop out than girls across various educational levels, and with girls doing better than boys in learning. While literacy rates appear high, the need to redefine literacy measurements, considering issues like digital skills, is evident. Progress in school infrastructure development is significant, especially with the K-12 rollout, but enhancing learning environments, including using technology for learning, remains crucial. The Philippines boasts a large teaching workforce, yet there is a pressing need to elevate teacher training quality and align it with future skill requirements. The study pinpoints critical improvement areas, including addressing learning deficits' root causes, implementing an open data policy, and refining teacher training and workload. Concluding with a call to action, the study underscores the necessity of a comprehensive strategy to tackle educational challenges holistically, with integrated planning among the three main government agencies tasked to manage the sector. It suggests developing specific targets for inclusive quality education. This comprehensive review offers valuable insights and practical recommendations for stakeholders, aiming to ensure the Philippines fulfills its commitment to quality education for all by 2030.

    The Oslo Manual, following ideas of Schumpeter, defines innovation as "the implementation of a new or significantly improved product (good or service), or process, a new marketing method, or a new organizational method in business practices, workplace organization or external relations". With the advent of the Fourth Industrial Revolution (FIRe), governments have become even more cognizant of innovation as a major driver of economic performance, from output, to productivity, and to competitiveness. The Philippine government acknowledges its role in establishing and maintaining a conducive policy environment to encourage innovation and support the country's innovation ecosystem. Examining innovation and its relation to economic growth, the study involves the conduct and analysis of the 2021 PIDS Survey of Innovation Activities (PSIA). Unlike the first PSIA undertaken in 2015, and a pilot of the survey conducted in 2009, the 2021 PSIA provides a nationally representative reading of the entire Philippine business and industry. The survey suggests that as of 2021, a third (33.6%) of firms are innovation active, with innovation practiced more among medium and large establishments than micro- and small ones. Further, innovation is much more prevalent in Mindanao among major islands, and in ICT firms (and least in Agriculture). Aside from information on innovation activities, data on the use of digital platforms by Philippine businesses was also gathered in the 2021 PSA, in recognition of the expanding markets arising from rising digitalization and more rapid use of internet, even by micro, small and medium enterprises (MSMEs). The survey results of the 2021 PSIA are expected to be inputs on how government can be more successful in mainstreaming innovation in the country.
