    Structural transformation can spur economic growth and development if it increases overall productivity growth. A labor market environment that enables workers and enterprises to transition smoothly across sectors and into more productive economic pursuits can enhance the effect of structural transformation on economic growth. This study examines Ghana’s recent record of structural transformation and labor market performance. Based on the findings, the study proposes ways to further transform the country’s economy, in a way that stimulates stronger, sustained growth and produces gainful, productive, and inclusive private employment. The COVID-19 (coronavirus) pandemic and associated global economic crisis have posed a substantial setback to Ghana’s economic progress and plans, but these challenges also underscore the need for structural transformation that can both strengthen economic performance and improve labor conditions and outcomes

    This paper assesses the performance of government spending on social protection programs in reducing poverty and inequality in Lesotho, applying benefit incidence and microsimulation methods to 2017-2018 household survey data. The paper investigates the distributional effects of actual spending on social protection programs as well as those of a hypothetical alternative in which the spending is targeted through a proxy means test (PMT) formula used by the government for some programs. In addition, the paper explores the responsiveness of social protection programs to adverse shocks commonly reported by households in Lesotho, where recent natural shocks have had substantial economic effects

    The movement of workers from the farm sector to a more productive nonfarm sector has failed to generate significant gains in labor productivity in recent decades in many developing countries. This paper offers a new perspective into the barriers to growth-enhancing structural transformation, combining structural modeling with enterprise census data from Ghana. We argue that subnational differences in the intersectoral productivity gap between the nonfarm informal and formal sectors constrain the productivity gain from structural transformation. In Ghana, intersectoral productivity gaps among the richer regions are on average three times larger than among the poorer regions. We model the disparity in regional intersectoral productivity gaps as reflecting the disparity in the regional misallocation of labor between the informal and formal sectors and identify misallocation as the output wedge between the informal and formal sectors. Simulations suggest that a more productive nonfarm informal sector reduces the disparity in regional intersectoral productivity gaps and, in turn, increases national productivity and the contribution of structural transformation to national productivity. For example, a 90-percent reduction in the disparity in regional intersectoral productivity gaps raises Ghana's national aggregate productivity by 11.9 percent and the contribution of structural transformation to productivity by 19.7 percent.

    Intersectoral linkages can act as shock propagation channels and shape the pattern of structural transformation. To our knowledge, no research has examined how subnational differences in intersectoral linkages impact such spillover effects. We hypothesize that regional differences in local economic shocks diversify intersectoral linkages, and, consequently, produce divergent patterns of structural transformation across regions. Using novel regional input-output tables and existing enterprise censuses for Ghana, we test and find support for four predictions related to this hypothesis: (1) a recent, positive mining output shock that occurred in the south of Ghana leads to growing differences in intersectoral linkages between the north and the south of the country, (2) the effect of the mining output shock on output and productivity growth in other sectors differs across regions in line with changes in the patterns of intersectoral linkages, (3) the elasticity of employment in other sectors with respect to the change in employment in mining closely follows the regional patterns of intersectoral linkages, and (4) variation in the mining output shock across time and space explains the variation in the rate of firm entry and average firm-level employment in sectors (such as heavy manufacturing) that largely depend on mining for intermediate inputs.

    While most evaluations of education programs in developing countries examine effects one or two years after a program has been introduced, this study does so over an extended duration of a program. Administered in Punjab, Pakistan, the program offers cash benefits to households conditional on girls' regular attendance in secondary grades in government schools. The study evaluates the evolution of the program's effects on girls' secondary school enrollment numbers over roughly a decade of its existence. The program was targeted to districts with low adult literacy rates, a targeting mechanism that provides an observed, numerical program assignment variable and results in a cutoff value. Recent advances in regression discontinuity designs allow the study to appropriately fit key features of the data. The study finds that the program had positive effects on girls' secondary school enrollment numbers throughout the period and that these effects were stable. This pattern is observed despite a loss of more than 60 percent in the real value of the cash benefit over the period. The findings are consistent with potential behavioral explanations, such as the program making girls' education salient to households or catalyzing a shift in social norms around girls' education

    Through a review of the literature, this paper examines the links of food and agriculture with nutrition in South Asia, a region characterized by a high level of malnutrition. The review finds that the level and stability of food prices play a critical part in food consumption, with rising prices affecting poor households the most. Although public food transfer programs are aimed at addressing this, most are too small to have a marked effect in protecting or promoting nutrition. Several supply-side food and agricultural interventions suggest promise in improving nutrition, although their effects have yet to be well identified. These include the cultivation of home gardens, animal farming, and use of biofortification and post-harvest fortification. All these efforts will be futile, however, without parallel efforts to mitigate the effects of climate change

    Unexpected adverse events that affect areas or populations widely (covariate shocks) can have major consequences for the welfare of a society. Although the negative effects on households, especially among the poor, are well established in the economics literature, fewer studies have focused on how natural, economic, and social covariate shocks affect individual welfare and particularly child nutrition status. This paper reviews the evidence on the effect of covariate shocks on child nutrition status in low- and middle-income countries, the pathways through which the effect operates, and the relationship between the timing of a child's exposure to a covariate shock and the effect on child nutrition status. The paper also examines whether public interventions can help to mitigate any negative effect and whether the effect of covariate shocks can persist in the long term. Based on findings from the synthesis of evidence, the paper presents considerations and options for public policy and future research

    Structural transformation can spur economic growth and development if it increases overall productivity growth. A labor market environment that enables workers and enterprises to transition smoothly across sectors and into more productive economic pursuits can enhance the effect of structural transformation on economic growth. This study examines Ghana’s recent record of structural transformation and labor market performance. Based on the findings, the study proposes ways to further transform the country’s economy, in a way that stimulates stronger, sustained growth and produces gainful, productive, and inclusive private employment. The COVID-19 (coronavirus) pandemic and associated global economic crisis have posed a substantial setback to Ghana’s economic progress and plans, but these challenges also underscore the need for structural transformation that can both strengthen economic performance and improve labor conditions and outcomes

    This paper assesses the performance of government spending on social protection programs in reducing poverty and inequality in Lesotho, applying benefit incidence and microsimulation methods to 2017-2018 household survey data. The paper investigates the distributional effects of actual spending on social protection programs as well as those of a hypothetical alternative in which the spending is targeted through a proxy means test (PMT) formula used by the government for some programs. In addition, the paper explores the responsiveness of social protection programs to adverse shocks commonly reported by households in Lesotho, where recent natural shocks have had substantial economic effects

    While most evaluations of education programs in developing countries examine effects one or two years after a program has been introduced, this study does so over an extended duration of a program. Administered in Punjab, Pakistan, the program offers cash benefits to households conditional on girls' regular attendance in secondary grades in government schools. The study evaluates the evolution of the program's effects on girls' secondary school enrollment numbers over roughly a decade of its existence. The program was targeted to districts with low adult literacy rates, a targeting mechanism that provides an observed, numerical program assignment variable and results in a cutoff value. Recent advances in regression discontinuity designs allow the study to appropriately fit key features of the data. The study finds that the program had positive effects on girls' secondary school enrollment numbers throughout the period and that these effects were stable. This pattern is observed despite a loss of more than 60 percent in the real value of the cash benefit over the period. The findings are consistent with potential behavioral explanations, such as the program making girls' education salient to households or catalyzing a shift in social norms around girls' education

    Through a review of the literature, this paper examines the links of food and agriculture with nutrition in South Asia, a region characterized by a high level of malnutrition. The review finds that the level and stability of food prices play a critical part in food consumption, with rising prices affecting poor households the most. Although public food transfer programs are aimed at addressing this, most are too small to have a marked effect in protecting or promoting nutrition. Several supply-side food and agricultural interventions suggest promise in improving nutrition, although their effects have yet to be well identified. These include the cultivation of home gardens, animal farming, and use of biofortification and post-harvest fortification. All these efforts will be futile, however, without parallel efforts to mitigate the effects of climate change

    This paper examines the nonlinear propagation of sectoral productivity shocks in a general equilibrium framework with intersectoral linkages characterized by allowing elasticities of substitution in sectoral outputs and sectoral productivities to vary across sector pairs. Evidence based on a sample of 38 countries and 35 sectors shows stronger roles of certain sectors in the aggregate propagation of sectoral productivity shocks with variable elasticities than with constant elasticities. The results of sectoral productivity shocks on cross-country income convergence between 2005 and 2011 are robust across the two types of elasticities in terms of the direction of change, but not the magnitude.

    This study examines the effects of mining productivity shocks on the formal-informal duality in manufacturing and services. Using firm census data from 2014 for Ghana, we measure the rates of informality along extensive (unregistered firms) and intensive (registered firms hiring labourers 'off the books') margins. We find that the changes in the rates of informality along both margins across sectors following mining shocks are heterogeneous. We also find that the lack of duality between informal and formal firms across the development phases of mining is driven by increasing heterogeneity in productivity and skilled employment within informal and formal firms, and less by the incidence of firms sorting into the formal and informal sectors. The lack of duality was most noticeable among heavy manufacturing firms established after the start of oil and gas production in 2010, driven by more-productive newly established unregistered firms with lower labour and energy cost shares than newly established registered firms.

    Ghana has managed to consistently keep its poverty rate lower than the regional average over the past 25 years, but this positive trend slowed down recently. We investigate the dynamics of overall, moderate, and extreme poverty in Ghana during 2005/06-2016/17, addressing the lack of actual panel data by constructing synthetic panel data from repeated cross-sectional data. While we find considerable conditional chronic (extreme) poverty rates hovering around 50-60 percent, there is more upward mobility than downward mobility. Poor households are also more likely to have enjoyed stronger consumption expenditure growth. Our findings suggest that factors such as education attainment, female household headship, urban residence, and non-agricultural work are positively correlated with poverty reduction. Compared to all other correlates, education attainment appears to be most effective in pushing households out of poverty and keeping them from falling into poverty.
