    For climate change mitigation a rapid phase-out of fossil fuels such as coal is necessary. This has far-reaching gender-specific consequences. This paper presents a systematic map of the literature that examines the impact of historical coal phase-out processes on women and their role in these processes. The search process consists of screening 2,816 abstracts and reading 247 full-text studies. The analysis of the 73 publications ultimately included in the systematic map shows that past coal phase-outs meant, both opportunities (e.g. increased labour market participation) as well as burdens for women (e.g. double burden of job and household). It becomes clear that agency within coal transitions was also gendered. For example, it was difficult for women to gain access to union structures, which led them to organise themselves into grassroots movements. Our research shows that policies aiming for a just sustainability transition should always be explicitly gender-responsive. However, the impact of sustainability transitions on women's lives remains largely under-researched. Therefore, we propose a research agenda based on our findings containing six key issues that need to be addressed scientifically.

    Der Anfang Juli 2020 vom Bundestag beschlossene Kohleausstieg könnte eine größere Rolle für Erdgas im deutschen Energiesystem bedeuten. Doch tatsächlich ist Erdgas nicht klimafreundlicher als Kohle. Vor allem aber droht Europa bei den Erdgasimporten zum Spielfeld des Konflikts zwischen Russland und den USA zu werden. Eine Spirale aus Sanktionen und Gegensanktionen hat sich rund um den Bau der Ostseepipeline Nordstream 2 in Gang gesetzt. Die USA machen mit Flüssiggas den russischen Erdgaslieferungen in Europa Konkurrenz. Während die deutsche und die europäische Politik nunmehr angemessene Reaktionen auf die sich zuspitzende US-Sanktionspolitik diskutieren, stellt sich die Frage, welche Rolle US-Flüssiggas überhaupt im europäischen Erdgasmarkt spielen kann. Modellrechnungen des DIW Berlin liefern darauf erste Antworten. Darüber hinaus muss die Debatte um die kurzfristige Versorgung mit Erdgasimporten in den langfristigen Zusammenhang der Energiewende eingebettet werden, die mit einem Ausstieg aus fossilem Erdgas in den nächsten Jahrzehnten wird einhergehen müssen.

    Natural gas could play an increasing role in the German energy system following the coal exit decided in July 2020 by the German parliament. However, natural gas has no climate benefit compared to coal. What is more, Europe risks to become a battle-ground for the conflict between Russia and the United States. The construction of the Baltic Sea pipeline Nordstream 2 has set in motion a downward spiral of sanc-tions and counter-sanctions. US liquefied natural gas (LNG) exports compete with Russian gas exports to Europe. While German and European policy makers debate about an appropriate reaction to the US sanctions, we ask which role will US LNG be able to play in the European natural gas market. Model results by DIW Berlin pro-vide first answers. In the long run, however, the European climate policy commit-ments will lead to a phase-out of fossil natural gas in the wake of the energy transi-tion in the next decades.

    This paper discusses the potential role of fossil natural gas (and other gases) in the process of the energy transformation in Europe on its way to complete decarbonization. Mainstream conventional wisdom has it that natural gas, perhaps in combination with other gases, should maintain an important role in the energy mix, first, as a "bridge fuel", and then through a gradual transition toward decarbonized gases. This is most comprehensively rolled out in three consecutive discussion papers by Jonathan Stern from the Oxford Institute for Energy Studies (2017b, 2017a, 2019). Based on an in- depth assessment of the ambitious climate targets of the EU and the subsequent need for far-reaching decarbonization, as well as on results from energy system modeling, a contrasting result emerges, where the disappearance of fossil natural gas and its corresponding infrastructure is the next logical step of the transformation process in Europe. The lack of an economic perspective for nuclear power and the absence of a plausible deployment of large-scale carbon-dioxide removal technologies (CDR) imply that natural gas has no "sweet spot" any longer in the decarbonization process. In other words: Fossil natural gas is no longer part of the solution to the challenge of climate change, but has become part of the problem. Over the last years, the phasing out of natural gas in Europe has already started, and will continue until its complete phase-out, most likely in the 2040s, i.e. only two decades from now. The decline of natural gas in Europe has implications for the short- and longer-term aggregate and sectoral energy mix, but also for the future of the lumpy infrastructure, that has been developed over the last decades for a growing market. Today, investments into natural gas infrastructure are likely to produce stranded assets, as we show in three concrete cases: The € 10 bn. investment into the North Stream 2 pipeline are not necessary to assure European supply security, nor to make a return on investment; projects of new LNG terminals on the shore of the German North Sea (Brunsbuettel, Stade, Wilhelmshaven) lack a business case; and new natural gas power plants are likely to be unprofitable. The paper proposes to replace the dominant narrative ("natural gas in decarbonizing European energy markets") with what we consider a more coherent narrative in the context of decarbonization: Fossil natural gas exit.

    In current power markets, the bulk of electricity is sold wholesale and transported to consumers via long-distance transmission lines. Recently, decentralized local power markets have evolved, often as isolated networks based on solar generation. We analyze strategic pricing, investment, and welfare in local power markets. We show that local power markets with peer-to-peer trading are competitive and provide efficient investment incentives, even for a small number of participating households. We identify positive network externalities that make larger markets more attractive but lead to inefficiencies where networks compete. Collectively, our results present a set of positive efficiency results for peer-to-peer electricity markets.

    This paper applies a microeconomic-based stylized model to identify the optimal modal split of water supply infrastructure in regions of the Global South against the background of the Sustainable Development Goal (SDG) No. 6. We assume a linear city, with some plausible assumptions on income and willingness-to-pay, and then calculate the optimal tap density, leading in turn to an optimal modal split between piped and unconnected water consumption. From an economic perspective, not all water users need to be connected to a centralized, pipeline infrastructure, and the non-connected households should be served by non-mobile or mobile vendors. The analysis is firstly made for the case of totally inelastic demand functions for simplification reasons and afterwards the analysis becomes more complicated and realistic by addressing elastic demand functions which are based on a simplified version of the Stone-Geary utility function. In terms of policy implications, the paper suggests a role for decentral, offgrid solutions to generalized water supply, with a certain role for water vendors.

    Gegenwärtig sind die verschiedenen Energieträger in Deutschland unterschiedlich stark mit Abgaben und Umlagen belastet. Um die energie- und klimapolitischen Ziele der Bundesregierung zu erreichen, müssen fossile Heiz- und Kraftstoffe stärker bepreist werden (Kemfert et al. 2019; Dertinger und Schill 2019, SRU 2019). Zugleich herrscht in der energiepolitischen Debatte Uneinigkeit über die die Ausgestaltung einer CO2-Bepreisung. Eine Möglichkeit besteht darin, den EU-Emissionshandels (EUETS) auf die bislang nicht abgedeckten Sektoren Verkehr und Wärme europaweit, für eine Gruppe von EU-Mitgliedstaaten oder national auszuweiten. Eine weitere Option ist ein separates nationales Emissionshandelssystem für diese Sektoren einzuführen und eine dritte die Besteuerung zu reformieren, indem eine CO2-basierte Komponente in der Energiesteuer eingeführt wird. Der Sachverständigenrat zur Begutachtung der gesamtwirtschaftlichen Entwicklung (SVR) empfiehlt, den EU-ETS europaweit bis zum Jahr 2030 auf die Sektoren Verkehr und Gebäude auszuweiten sowie einen nationalen Emissionshandel oder eine CO2-Steuer als Übergangslösung zu etablieren (SVR 2019). Auch der Wissenschaftliche Beirat des Bundesministeriums für Wirtschaft und Energie (BMWi) spricht sich dafür aus, den Zertifikatehandel auszuweiten: Die Preiskorridore für die verschiedenen Sektoren sollen sich zunächst unterscheiden und mittelfristig in einem einheitlichen europäischen Emissionsmarkt zusammengeführt werden (BMWi 2019). Mit folgendem Beitrag werden unterschiedliche Optionen für eine CO2-Bepreisung beschrieben und bewertet. Dabei werden neben der ökonomischen Perspektive (statische und dynamische Effizienz sowie ökologische Effektivität) auch die juristische und politische Durchsetzbarkeit berücksichtigt.

    This paper analyzes the nature of democratic development in a nation on the process of introducing nuclear power over the period 1960 - 2017 for an unbalanced panel of 171 countries. Given the involved political process of introducing nuclear power and its political importance, as well as the current tendency of about 30 countries to "go nuclear", this question is both of historic and current interest. We apply a multinomial logistic regression approach that relates the likelihood of a country to introduce nuclear power to its level of democratic quality and nuclear warhead possession. The model results suggest that countries with lower levels of democratic development are more likely to introduce nuclear power. Our results moreover indicate that countries which possess at least one nuclear warhead are more likely to continue to use nuclear power instead of not using nuclear power at all. We discuss these results in the context of the public policy debate on nuclear power, yet beyond energy and environmental issues addressing international relations, conflict, and security issues connected to nuclear energy.

    We develop a game-theoretic electricity market model that allows analyzing strategic electricity storage in an imperfect market setting. We apply the model to Germany and examine different cases of strategic and non-strategic pumped hydro storage operation. We find that introducing storage generally smoothes conventional generation patterns and market prices and increases consumer rent and overall welfare. In contrast, electricity producers generally suffer from storage. We also find that the utilization of storage capacities depends on their operator's ability to exert market power both regarding storage and conventional generation. In particular, strategic operators tend to under-utilize their storage capacities, which in turn has welfare implications. The distribution of storage among players also matters. Accordingly, economic regulation of existing and future storage capacities may be necessary.

Eine Möglichkeit besteht darin, den EU-Emissionshandel (EU-ETS) auf Verkehr und Gebäude auszuweiten. Dies würde politisch und juristisch aber nur schwer durchsetzbar sein und das Erreichen der Klimaziele deutlich verzögern. Eine weitere Option ist, die Besteuerung zu reformieren, indem eine CO2-basierte Komponente in der Energiesteuer eingeführt wird. Sie wäre schneller umsetzbar, ist auch ökologisch und ökonomisch effizient und daher aus heutiger Sicht eindeutig die überlegene Option.

    Der Jemen ist seit 2014 in einem Bürgerkrieg mit ausländischer militärischer Intervention verwickelt. Im Zuge des Konfliktes wurde die Mehrheit der Bevölkerung von der (zuvor zumindest teilweise vorhandenen) Elektrizitätsversorgung des öffentlichen Netzes abgeschnitten. Alternativlosigkeit hat das Land allerdings in einen beispiellosen Ausbau dezentraler Solarenergie geführt, welche zu Energieversorgung und Wohlstandsgewinnung beiträgt. Dieser Bericht dokumentiert die jemenitische Solarrevolution mithilfe von eigenen Berechnungen, neuen Haushaltsbefragungen und umfassender Literaturrecherche. Der Bericht identifiziert die Geschehnisse, identifiziert aber auch Barrieren für den Solarstrom: Engpässe in verschiedenen Bereichen des Solarsektors behindern eine weitere Verbreitung der Solarenergie. Der Artikel schließt mit differenzierten Handlungsempfehlungen für internationale sowie lokale Akteure, und zeigt wie durch gezielte Förderungen und Projekte gleichzeitig die Weichen für nachhaltige Armutsbekämpfung, Energiezugang und Klimaschutz gestellt werden können.

    Yemen has been involved in a civil war with foreign military intervention since 2014. Throughout the conflict, the majority of the population have been cut off from the public electricity grid. However, as alternatives have been unavailable, the country has turned to decentralised solar energy, giving rise to an unprecedented deployment of solar (home) systems. This report uses own calculations, new household surveys, and extensive literature research to document Yemen's solar revolution. While the report identifies central drivers for the diffusion of solar energy, it also discovers critical barriers: Since 2017, growth in the solar sector has been stagnating, since bottlenecks in the sector hamper a further diffusion. The article concludes with a set of recommendations for both international and local actors, and it shows how targeted funding and projects can set the course for sustainable development, energy access, and climate change mitigation simultaneously.
