    A minority of applicants for asylum in Europe gain some form of recognition as refugees, and this has been a controversial issue. From the early 2000s the EU introduced a series of directives to prevent a race to the bottom in asylum policies and to harmonise policy between destination countries but the results have not been fully assessed. In this paper I examine the determinants of recognition rates for asylum applicants from 65 origin countries to 20 European destinations from 2003 to 2017. The outcomes of the EU directives have been mixed, but taken together they are associated with increased recognition rates. These made a modest contribution to the trend increase in recognition rates most of which is due to increased political terror and human rights repression in origin countries. But differences between European countries remain large, even after accounting origin country composition and for differences in the adoption of EU directives. Some of this may be accounted for by differences in bureaucratic frameworks through which policy is administered.

    The migration crisis of 2015-2016 threw the European asylum system into disarray. The arrival of more than two million unauthorized migrants stretched the system to its breaking point and created a public opinion backlash. The existing system is one in which migrants risk life and limb to gain (often unauthorized) entry to the EU in order to lodge claims for asylum, more than half of which are rejected. Reforms introduced during the crisis only partially address the system's glaring weaknesses. In particular, they shift the balance only slightly away from a regime of spontaneous asylum-seeking to one of refugee resettlement.

    This paper explores the changing trend of adult height in China for cohorts born in 1950-90. We use information on the household structure and local economic conditions during the individual's childhood to explain the trend. We find that during the 40-year period, the growth rate of adult height increased, with the most substantial increase occurring in the 1980s. One important contributing factor to the growth of adult height is the continued increase in government per capita spending on health and education. The impressive growth in the 1980s was mainly due to the introduction of market-oriented economic reforms, rather than the advent of the One-Child Policy. We find that the positive effect of economic reforms was larger for urban dwellers than for their rural counterparts and within the rural areas the benefit was far greater for men than for women.

    The Immigration Act of 1965 marked a dramatic shift in policy and one with major long term consequences for the volume and composition of immigration to the United States. Here we explore the political economy of a reform that has been overshadowed by the Civil Rights and Great Society programs. We find that public opinion was against expanding immigration, but it was more favorable to abolishing the old country of origin quota system. Votes in the House of Representatives and the Senate were more closely linked to opinion on abolishing the country of origin quotas than to public opinion on the volume of immigration. Support for immigration reform initially followed in the slipstream of civil rights legislation both among members of Congress and their constituents. The final House vote, on a more restrictive version of the bill, was instead more detached from state-level public opinion on civil rights and gained more support from those whose constituents wanted to see immigration decreased.

    We study the health effects of the spread of democratic institutions and the extension of voting rights in 15 European countries since the middle of the nineteenth century. We employ both cross country and cohort variation in heights and employ a new instrument for democracy and the extension of the franchise, the effect of decolonisation on democracy in the colonising country's democratisation to identify the causal effect of democracy on heights. We find robust evidence of a link between democratic quality and human stature. The results indicate that the transition to democracy increased average male heights by 0.7 to 1 cm, equivalent to a one-decade average increase in stature across cohorts. Including the extension of the franchise to women increases the effect on average stature to about 1.7cm. The effect is driven by both to political participation and contestation in reducing inequality and expanding health insurance coverage.
