    We use the supply tables that underlie WIOT data to explore the provision of services by manufacturing sectors. The value-added shares generated by services differ substantially across countries and sectors, while they remain largely stable over time. A Bayesian classification assigns broadly defined manufacturing sectors to economy-wide growth models. It differentiates between service- and manufacturing driven models in catching up and developed economies. Servitization increase with labour productivity. The service intensities in the sectoral production mix are lower in countries with higher manufacturing shares. This holds for both catching up and developed economies. However, servitization is largely unrelated to productivity and employment growth. Hence, we argue that the degree of servitization is contingent on and an attribute of the respective economic model in which a sector operates.

    Als Reaktion auf die ökonomischen Verwerfungen durch die COVID-19-Pandemie hat die Bundesregierung in ihrer Regierungsklausur Mitte Juni 2020 zusätzlich zu bereits zuvor beschlossenen Hilfsmaßnahmen weitere Unterstützungen für die kommenden Jahre vorgeschlagen. Die in Zusammenarbeit von WIFO, IHS und EcoAustria erstellte Studie untersucht wesentliche Teile des dabei vorgestellten Paketes von Rettungs-, Stützungs- und Konjunkturbelebungsmaßnahmen, mit einem Budgetvolumen von 10,3 Mrd. €. Die ermittelten Wertschöpfungseffekte betragen 2020 +0,7% und 2021 +0,8%, die Arbeitslosenquote wird um 0,4 (2020) bzw. 0,7 Prozentpunkte (2021) gesenkt. Aufgrund der besonderen Umstände sind bestehende Verhaltensunsicherheiten in der Analyse nur schwer zu erfassen. Ohne diese und zahlreiche weitere Maßnahmen hätten sich aber zweifellos zahlreiche Unternehmensinsolvenzen und ein noch stärkerer Anstieg der Arbeitslosigkeit eingestellt. Die genannten Wertschöpfungseffekte wären damit ohne die Maßnahmen nicht bei Null, sondern jedenfalls stark negativ.

    In dieser Studie wird eine große Zahl hochfrequenter Indikatoren gesammelt und hinsichtlich ihres Informationsgehaltes im Hinblick auf die Aktivität der österreichischen Volkswirtschaft analysiert. Dies geschieht anhand von Kreuzkorrelationen dieser und anderer häufig verwendeter Indikatoren für verschiedene Referenzreihen, u. a. für das BIP, das verarbeitende Gewerbe, den Bausektor, Teile des Dienstleistungssektors, Investitionen, Konsum, Importe und Exporte. Auf Basis dieser Erkenntnisse werden dynamische Faktormodelle (DFM) für die Referenzreihen spezifiziert. Dies ermöglicht eine Echtzeiteinschätzung und eine Prognose des BIP sowohl durch einen direkten (wöchentlicher WIFO-Wirtschaftsindex - WWWI) als auch durch einen indirekten Ansatz (Cluster dynamischer Faktormodelle – CDFM). Eine Auswahl an hochfrequenten Indikatoren ist auch über den IHS Economic High-Frequency Monitor abrufbar.

    Als Reaktion auf die COVID-19-Krise hat die Regierung ein Paket an Maßnahmen zur Unterstützung der Wirtschaft zusammengestellt. Dieser Bericht analysiert anhand von drei Sonderbefragungen des WIFO-Konjunkturtests die Inanspruchnahme und Einschätzung der Wirksamkeit der eingesetzten Instrumente auf Unternehmensebene. Die Mehrzahl der österreichischen Unternehmen ist demnach erheblich von der Krise betroffen. Die Hilfen werden insgesamt weitgehend als hilfreich eingeschätzt, wobei sich die Beurteilung zwischen den Unternehmen unterscheidet. Jene Unternehmen, die die Unterstützung als nicht ausreichend bezeichnen, melden überwiegend geringe Liquiditätsreserven und sind tendenziell stärker insolvenzgefährdet. Auf Basis der vorliegenden Evidenz werden mögliche Mitnahme- und Missbrauchseffekte diskutiert.

    With the UN Sustainable Development Goals (SDGs) launched and the Agenda 2030 set out in 2015, awareness for sustainable development was raised on a global and national level. Taking actions towards these goals needs measures that allow a timely assessment not only of the past but also of the present developments and provide an indication if the path towards goal achievement is on track. Using the EU SDG indicator set and data for Austria, we build dynamic factor models for key indicators of most SDGs to nowcast the indicator values up to the year 2019. Based on these estimates, we provide an up-to-date monitoring of sustainable development in Austria, which follows the methodology of Eurostat.

    We revisit the impact of rising imports from China on within firm labour productivity growth in the EU. The period analysed is 2003 through 2016 and thus covers the recent increase of technology-intensive imports from China. We find that higher fractions of Chinese imports in aggregate imports slow down labour productivity growth of domestic firms in Europe. The adverse effect becomes more pronounced at higher growth rates. Multinationals are able to partly compensate the negative effects of import competition and benefit from Chinese imports at higher productivity growth intensities. The effects are strongest for local firms and firms in low tech industries. No effects were found for firms in high-tech industries.

    Austria is a small open economy that in the last decades underwent two different waves of increasing trade integration: one with Eastern Europe and one with China. This paper studies the effects of increases in trade with China and Eastern Europe on labour market dynamics in Austrian NUTS-4 regions for two ten-year periods between 1995 and 2015. Given the limited data available, the current analysis could not identify significant effects on aggregate labour dynamics neither for rising imports from Eastern Europe or China, nor for rising exports to Eastern Europe. However, there is weak evidence that exports to China have facilitated employment growth, especially in high quality segments. Overall, these results add a cautious perspective to the discussion of import competition.

    We study the strategic positioning of Austrian manufacturing firms that face competition from emerging markets as opposed to firms that do not. Using a unique sample of large Austrian manufacturing, we find that emerging market competitors are not always a force majeure, but the result of the firms' international activity. Existing strengths and weaknesses are more pronounced when firms face competitors from emerging markets. Emerging market competition is associated with a broader product portfolio and triggers portfolio adjustments. Yet, a larger share of the companies facing emerging market competitors neither adjusts the product portfolio nor plans to develop new competences.

    Die wirtschaftliche Entwicklung und der Wohlstand der Gesellschaft sind eng mit dem Handel und Außenhandel verknüpft. Dies trifft auf ein kleines Land wie Österreich in besonderem Maße zu. Wie wichtig der Außenhandel für die österreichische Wirtschaft, für die Schaffung von Arbeitsplätzen und für die Teilhabe weiter Teile der Gesellschaft an Wohlstand und Lebensqualität ist, wird in diesem Bericht vorgestellt. Die daran geknüpften Herausforderungen werden ebenfalls benannt und leiten über zu den Themen, die in der Mainstream-Ökonomie wenig beachtet werden, viele Menschen aber stark bewegen. Dazu zählen Fragen wie, ob Handel nicht per Saldo mehr Arbeitsplätze vernichtet oder zur Senkung von Standards der Qualität der Arbeitsplätze, der Lebensmittel oder der Umwelt beiträgt. Der Güterhandel ist über weite Strecken mit negativen Umwelteffekten verbunden. Wie hoch sie sind, ist zwar nicht allgemein bekannt, wird in der ökonomischen Literatur aber breit diskutiert. In der vorliegenden Arbeit werden die Befunde der Literatur zu diesen Themen zusammengetragen, gesichtet und im Hinblick auf eine Außenhandelsstrategie hin bewertet.

    This paper explores the structural determinants of high-growth firm shares in Austrian regions. The regional level of analysis allows to uncover regularities which are not detectable in firm-level studies. We find that lower mobility barriers, firm exits and technological opportunities, measured by digitalisation intensities, and, to a lesser extent, agglomeration effects are associated with a larger share of high-growth firms. The results suggest that comparisons of shares of high-growth firms across countries and regions should consider differences in the industrial structures together with the often-emphasised differences in policies and regulations.

    This paper studies the interplay of integration into EU value chains and industrial development measured by labour productivity. Our integration indicator measures value chain trade within the Single Market relative to global value chain networks. Using a simultaneous equation model, we find an overall positive effect of integration on labour productivity, which is driven by upstream integration. Highly productive industries rather seek global value chain trade than regional integration, though. Better domestic institutions facilitate EU integration, although they favour industries with less complex product portfolios and lower levels of knowledge cumulativeness.

    The import competition literature suggests that Chinese industrial policies and technological trends have altered the nature of competition with China so that it does not take place on a level playing field anymore. Empirical evidence about firms' reactions in developed economies to competition with China is inconclusive, however. This paper studies how small, highly internationalised and specialised firms react to the growing penetration of Chinese exporters on their markets. We use a sample of Austrian manufacturing companies to explore the impact of increasing competition on changes in corporate strategy. We propose a novel indicator capturing import competition that highly internationalised companies face. We examine how firms adapt their search strategies related to technological capabilities and markets. While the exposure to Chinese competition has been on average relatively low, its impact on diversification choices has been significant. Companies exposed to growing Chinese competition are more likely to diversify their geographic markets, but less likely to diversify their product portfolio or broaden their competence base. These patterns are also reflected by changes in trade data.

    We examine the role of intangible capital as a production factor using Austrian firm-level register data. Descriptive statistics show that intangible investment has increased over time. The intensive and extensive margins of firms' investments are highly skewed. They differ across sectors. A series of sample splits show that the components of intangible capital play different roles as inputs in the production function. Software and especially licenses are important for SMEs and exporters. Research and development play an important role in production in all specifications. For firms that continuously invest in intangible capital, all components of intangible capital gain importance in the production functions. These patterns differ from those found in previous studies and have implications for the strategic orientation of industrial and innovation policy.
