    This paper deals with the innovation behavior and the R&D activities at the firm level in East Germany. The theoretical and empirical analyses lead to the conclusion that the relatively low level of the R&D intensity in East Germany is a reflex of the relatively weak economy, especially the disadvantages due to the industry structure and the average firm size. However, taken these 'disadvantages' on the aggregate level into account a great number of east german companies engage more often in and devote more ressources to R&D than firms in West Germany do. In total, there is no empirical evidence for an innovation and R&D lack at the firm level.

    In the paper we analyze the convergence process of the West German Laender from 1970 to 1995 using descriptive tools as well as panel estimation methods. Although there have been some winners in this process, the main finding is that convergence was insufficient in the sense that no gains have been achieved with respect to a stronger harmonization of the economic performances in the Laender. Some of them proofed to be unable to respond adequately to structural changes, whereas others successfully overcame those challenges. Panel estimates of production functions of the Laender reveal no significant differences in the production technology across Laender.

    Dieser Beitrag untersucht die Innovationsstrategien und Forschungs- und Entwicklungsaktivitäten (FuE) ostdeutscher Unternehmen sowie mögliche Innovationsdefizite in diesem Zusammenhang. Als Hinweis auf die zu geringen Innovationsaktivitäten ostdeutscher Unternehmen werden häufig die niedrigen FuE-Aufwendungen der Wirtschaft in den neuen Bundesländern angesehen. Doch die geringe FuE-Intensität auf aggregierter Ebene spiegelt lediglich die nachteilige ostdeutsche Wirtschafts- und Unternehmensgrößenstruktur wider. Eine Untersuchung des Innovations- und FuEVerhaltens deutscher Unternehmen auf der Basis des Mannheimer Innovationspanels zeigt, daß bei Berücksichtigung der ostdeutschen Wirtschaftsund Unternehmensgrößenstrukturen die Unternehmen im Verarbeitenden Gewerbe Ostdeutschlands häufiger und mit einer höheren Intensität FuE durchführen als (vergleichbare) westdeutsche Unternehmen. Auch bei anderen Innovationsindikatoren, wie z.B. dem Anteil der Unternehmen mit Basis- oder Verbesserungsinnovationen oder der Höhe der über FuE hinausgehenden Innovationsaufwendungen, läßt sich auf der Unternehmensebene kein Rückstand der ostdeutschen Unternehmen feststellen. Die Arbeit untersucht, ob im Zeitraum von 1970 bis 1996 eine Konvergenz im wirtschaftlichen Wachstum der westlichen Bundesländer stattgefunden hat. Die Ergebnisse zeigen, daß insbesondere die südlichen Bundesländer ihre relative Position verbessern konnten. Jene Bundesländer, die schon 1970 als "strukturschwach" galten, schafften es nicht, den Abstand zu verringern. Der Strukturwandel wurde von den einzelnen Bundesländern mit unterschiedlichem Erfolg bewältigt. Eine Länder vermochten daraus Vorteile für ihre Entwicklung zu ziehen, während andere nur unzureichend auf diese Herausforderung reagierten. Insgesamt kann im Untersuchungszeitraum weder von einer Konvergenz noch von einer Divergenz der wirtschaftlichen Entwicklung in den Ländern gesprochen werden. Dem widerspricht nicht, daß einige Ländern (Hessen und Bayern) insgesamt erfolgreicher in ihrer Entwicklung waren als die übrigen Bundesländer.

    New firm set ups, especially in High Tech industries, can give important impulses for the technological development and the catch up process in the Neuen Bundes1aender. The paper at hand gives an overview about the formation behaviour considering the preconditions of the former German Democratic Repub1ic (GDR) and the transformation process until reunification. Hereby it is necessary to make a distinction between genuine firm formations and firmations influenced by the privatisation process and the restructuring of former GDR-Kombinate, illustrated by the Kombinat Robotron. Less surprising, it becomes evident that there's a decline in the number of new firms from 1990 to 1993 in High Tech industries, heaviliy differing between the individual Bundeslaender. These differences also occur in the location behaviour of the firms. Regional clusters of formations in technology intensive industries can especially be found in the southern regions of East-Germany, whereas there are only less in the North and West of the Neuen Bundeslaender.

    R&D expenditures of firms varies vastly between and within industries. In recent years a lot of theoretical and empirical studies attempted to explain the distribution of R&D expenditures. Four main factors repeatedly appeared in this literature: Firm size, market power, appropriability and technological opportunity. The present paper tests the empirical content of the hypotheses raised in this literature. It employs the data of the first wave of the Mannheim Innovation Panel conducted in 1993. Our study divers from the literature in several aspects: (1) The data covers firms from all size classes. The questionaire was designed to minimize the undercounting problem of R&D in small firms. (2) Besides a traditional definition of R&D we also used the concept of total innovation expenditures to capture the importance of non R& D innovation activities which are especially important for small firms. (3) We give reliable estimates on the occurrence of R&D and innovation activities in small and medium sized enterprises in Germany. (4) Our data base includes R&D performers as well as non-R&D performers. (5) We distinguish between the decision to perform R&D or not and the decision on the amount invested in R&D. We show that there are several differences with respect to both stages. As our survey collects information on several R&D enhancing characteristics of firm and market we are able to employ a more extended set of variables explaining R&D performance than most previous studies. The main results can be summarized as follows: (1) Once small firms have decided to invest in innovation activities, the amount they invest as a percentage of sales is larger than the innovation intensity of big firms. On the other hand, the probability that a firm is engaged in R&D increases strongly with firm size. The large and small firms differential in intensity can even be more pronounced if we use total innovation expenditures instead of the narrowly defined R&D expenditures only. (2) Evidence of a positive relationship between seller concentration and innovation input is rather weak. (3) Stronger appropriability conditions and higher technological opportunities enhance firms spending on investment in innovation activities and/or in R&D. (4) Certain other firm characteristics (exporting firm, financial constraints) play a role in determining innovation expenditures and R&D expenditures.
