    This paper reveals a noticeable difference between a high degree of progressivity of incomerelated local property tax relief versus the proportional or regressive incidence of recognition tax relief. Recognition tax relief is tax relief given to specified social sectors which recognizes either their contributions to society or their identity-related suffering. Social groups that are characterized by political power and positive image following social construction process are expected to receive more favorable tax treatment regardless of their material needs. This study advances our understanding by showing that the degree of progressiveness of a tax system is shaped by social construction which implies a more complex trade-off between equality, efficiency and social construction in designing the tax system.

    This paper examines a small random liquidity shock to reveal the effect of liquidity constraints on late payment behavior. In Jerusalem, water bill due dates are randomly determined and therefore may occur just before or after social security paydays. We compared the likelihood of late payments by low-income households when they receive their social benefits a day after the water bill due date to the likelihood of late payment by the same households when they receive their benefits a day or more before the water bill due date. Using a large administrative data set, we found that a small random liquidity shock leads to a substantial increase in late payments of more than 10 percentage points among income support recipients and around 6 percentage points for old-age pension recipients with supplementary income. The mismatch between utility payment due dates and paydays may result in reduced psychological well-being, as well as interest charges and high late fees, contributing to the poverty penalty.

    The goal of this research is to explore whether actual lottery revenues are sensitive to scarcity, as measured by intra-monthly variation in financial resources. Exogenous paydays of social security benefits are employed to generate the intra-monthly variation in financial resources. Using two million observations on daily lottery revenues that cover more than 2,500 lottery outlets in Israel for two years (2015-2016), I find that gambling revenue spikes at social security paydays. The estimation results imply that on Income Support payday aggregate lottery revenues are higher by 5 percent after controlling for outlet, weekday, holidays, month and year fixed effects. However, the calculated aggregate response of lottery revenues on Income Support payday is quite small and equal 0.5 percent of the total monthly payments deposited to the bank account of Income Support recipients. In addition, the other social security and salary paydays induce a trivial impact relative to total monthly payments deposited to the bank account of the respective recipients. These results survive a list of sensitivity analyses and pass a placebo test.

    This paper offers a complementary empirical approach that might be better suited to identify the extent of political favoritism in a multi-decision-maker institution than the standard identification strategy. The typical diff-in-diff identification strategy to estimate political favoritism, which rests on a comparison of two decision makers that allocate public funds to two groups, seems inadequate in a multi-player setting due to the multiple and conflicting political interests and social affiliations. To illustrate how our approach uncovers the degree of political favoritism, we use a policy change in allocating state lottery revenues to Israeli municipalities from discretion-based allocation to rules-based allocation. We find significant political favoritism under the old regime relative to the new one toward Jewish (versus Arab) and affluent (versus less affluent) municipalities. Our results suggest that adopting rules-based allocation might be effective in coping with political favoritism.

    This paper focuses on whether households facing economic scarcity tend to change consumption priorities as measured by the share of spending on necessity goods relative to luxury goods in a large national supermarket chain in Israel for the years 2011-2018. Based on detailed weekly revenue data from that supermarket chain, we found that in weeks of economic scarcity (i.e., weeks without payments of social security allowances or salary), the spending on necessity goods, which are regulated products, is down by 4.8%, but the cut in spending on luxury goods is even more pronounced at 8%, and the difference between these two types of goods is up significantly by 3.2%. Within the luxury category, we observe a 10% or more decline in feast-related goods, indicating a "feast and famine" consumption strategy. Nevertheless, spending on food with label claims such as gluten-free and omega-3 eggs, is smaller (6%) than the overall spending on luxury goods in scarcity week but more than the overall spending on necessities.

    Using a sample of OECD countries, this paper finds that while fiscal rules succeeded in reducing total government expenditures and budget deficits in the medium term, they significantly affected the composition of government expenditure: the ratio of social transfers to government consumption declined. In contrast, we do not find a stable effect of fiscal rules on public investment. It is shown that the compositional shift against social transfers is beyond "from welfare to work" policies, which have been adopted by many OECD countries during the nineties. Our empirical examination reveals that the reduction of social transfers relative to government consumption did not occur in countries with strong legal protection to social rights. -- fiscal rules ; government deficit ; government expenditure ; expenditures composition

    This paper examines whether policymakers, economists at the Israeli Finance Ministry, act in their personal pension decisions in accordance with the rational behaviour assumptions underlying the pension policies they advance. We find that while economists' decisions regarding three other important decisions such as buying an apartment, a car and a large appliance, are largely in line with rational models, pension decisions deviate significantly from these models. A large share of these policymakers hardly search for relevant information regarding their chosen pension fund, do not know the most necessary information and consider only one option before choosing the preferred pension fund. A significant difference was found between specialized policymakers (economists in the Pension Division) and general policymakers (economists in all other Divisions) showing that specialized policymakers are significantly less biased. -- policymaking ; pension decisions ; expert ; rational choice

    This study examines the voting patterns of Mizrahi and Ashkenazi in ten general elections held since the early 2000s in rural and urban areas in Israel, utilizing a new classification method of origin of immigrants and their descendants based on surnames alongside the traditional classification by continent of birth. The study reveals relatively sharp fluctuations across elections in the size of origin gap in voting for right-wing party bloc between Mizrahi and Ashkenazi. According to the empirical analysis, the origin voting gap in the general elections held in 2022 was five times the gap found in the elections held in 2006, and more than twice that of the elections held in 2009. Sharp fluctuations in the voting gap undermine the protest vote hypothesis that discrimination against immigrants of Mizrahi origin in the past is the main factor behind their current political behavior. In all ten elections examined, the gap in voting for the right-wing party bloc between Mizrahi and Ashkenazi voters disappears or decreases considerably when differences in the level of education and degree of religiosity are neutralized. This study also reveals an interesting trend in the political behavior of voters with high education level. They are more likely to vote for the center-left bloc in recent elections, in contrast to their similar support for both blocs recorded in previous elections.

    Do budget institutions play a role in explaining why government effectiveness is higher in some advanced countries than in others? Employing an original panel dataset that spans four different years (1991, 2003, 2007 and 2012) we find that budget centralization has a negative and significant effect on government effectiveness in OECD countries after accounting for a list of control variables such as GDP per capita and government expenditure in addition to country and year fixed effects. We show that less centralized countries display significant better performance in health and infrastructure but similar effectiveness in tax collections. The negative impact of budget centralization seems to bite especially at the execution stage of the budgeting process, while it is not significant at the formulation and legislation stages. These results survive a list of sensitivity tests.

The policy change we use to examine the effect of biased policy (a negative message) on political behavior is the removal of elected mayors that were replaced by an appointed committee in a large number of Arab and Jewish municipalities in Israel which was skewed significantly towards Arab municipalities. We show that Arab voters in intervened municipalities are more likely to show up in the ballot boxes in national elections and they tend to vote more for Arab parties. In contrast, the political participation of Jewish citizens is lower in municipalities with an appointed council without noticeable effect on vote choice.

    The paper proposes a simple and innovative methodology for measuring the incidence of gambling expenditure in countries for which household survey data is unavailable or unreliable. A first application of this methodology is presented by merging data on the geographical location of gambling outlets, together with residents' socio-economic and demographic characteristics around that location across all of the 1,600 statistical areas in Israel. It was found that the Israel National Lottery (Lotto) and Toto tend to set up significantly more sales points in disadvantaged neighborhoods after controlling for standard list of factors such as population size and composition. The Suit Index is calculated based on the spatial estimation results and yields a measure of -0.42, which implies that the implicit tax associated with gambling is highly regressive.

    The level of disposable income inequality in Israel has increased noticeably since the mid-1980s and today it is above most developed countries. In contrast, market income inequality, which hit a record level in 2002, has reversed its course since then and has shown a sharp decline in subsequent years, and it is now below the OECD average. This paper offers tentative explanations for the inverted U-shape evolution of market income inequality in Israel in the last 25 years, which is distinctive in view of most developed countries' experience. In addition, this article addresses the unique combination of income inequality in Israel which has one of the highest levels of disposable income inequality but is ranked below the OECD average measure of market income inequality.
