    Previous research has expressed concerns about firms engaging less in basic research. We contribute to this debate by studying trends in the scientific publishing activities of firms located in Germany. Our results do not confirm a declining trend in raw numbers with numbers indicating that firms’ aggregate volume of scientific publications stayed constant between 2008 and 2016. However, the number of publishing firms declined, in particular in high-tech and knowledge-intensive industries. Beyond that, we observe positive trends in publishing in basic research journals compared to journals focused on applied research, and publishing in collaboration with academic partners compared to publishing alone. Thus, our results paint an ambiguous picture. While they do not confirm a decrease in firms’ basic research engagement in the aggregate, the figures document a concentration of publishing activities on fewer firms. We argue that this concentration of basic research activities in firms may pose a threat to the longer term innovativeness of the German economy.

    In recent years, global technology-based competition has not only intensified, but become increasingly linked to a more comprehensive type of competition between different political and value systems. Against this background, the notion of technology sovereignty has gained prominence in national and international debates as an additional rationale for innovation policy, cutting across the established perspectives or paradigms of economic competitiveness and socio-technical transformation. In this paper, we propose and justify a concise yet nuanced concept of technology sovereignty to contribute to and clarify this debate. We offer a balanced perspective of a nation's legitimate interest in ascertaining the availability of and access to technologies on the one hand, and the dangers posed by autarky and protectionism on the other hand, which are detrimental to global trade and eventually welfare. In contrast to much of the initial policy discourse, we derive our concept from economic and sociological theories. In particular, we argue that technology sovereignty should be conceived as state-level agency within the international system, i.e. as sovereignty of governmental action, rather than (territorial) sovereignty over something. Against this background, we define technological sovereignty not as an end in itself, but as a means to achieve the central objectives of innovation policy - sustaining national competitiveness and building capacities for transformative policies. Based on this motivation, future policies will have to aim at establishing a stable, albeit dynamic, equilibrium between sovereignty and openness. To accomplish this, we propose three types of policies. First, new forms of strategic intelligence and foresight will be essential to understand the need for action to secure technology sovereignty and how to achieve it. Second, we propose to mobilise a set of traditional STI policies that have specific importance in the context of technology sovereignty, such as investing in research and the development of competences and high-level infrastructure as well as supporting entrepreneurial activities in emerging technologies, demand-side policies to establish technological lead markets, and international scientific and technological cooperation. Third, we propose a set of policies specifically targeted at securing technology sovereignty, such as international standardisation, strong regulatory frameworks, complementary competition, trade and investment policies and strengthening international institutions to safeguard rule-based trade and competition. We conclude by highlighting a number of challenges stemming from the political economy dynamics that are to be expected should technology sovereignty become a leading rationale for innovation policy.

    Diese Studie analysiert die Bedeutung von Schlüsseltechnologien für die wirtschaftlich-gesellschaftliche Entwicklung in Deutschland. Sie erläutert die Entwicklung und Zielsetzung des Begriffs und entwickelt eine Heuristik zur Bestimmung von Technologien, die in diesem Sinne aktuell relevant sind. Ihre Analysen bestätigen das Primat der digitalen Transformation, unterstreichen gleichzeitig aber auch die Bedeutung weiterer Technologien als unverzichtbare Grundlage erfolgreichen Wirtschaftens. Im globalen Vergleich dokumentiert sie, dass Deutschland international weiterhin gut aufgestellt ist, seine vormals überproportional führende Rolle aber in wichtigen Bereichen verloren hat. Insbesondere im Bereich der IT-Standardisierung bringen sich deutsche Akteure international zurzeit nicht mehr hinreichend ein. Vor dem Hintergrund der erheblichen und konzertierten politischen Investitionen die vor allem China und die Vereinigten Staaten im Bereich der Schlüsseltechnologien vornehmen, ergibt sich für Deutschland weiterhin großer Handlungsbedarf. Herausforderungen und Chancen im Bereich der technologischen Souveränität kann dabei am besten im Rahmen europäischer Zusammenarbeit begegnet werden, um Deutschland für die Zukunft gut aufzustellen.

    In May 2018, a new regulation by the European Commission on data protection came into force, the General Data Protection Regulation (GDPR). It requires many firms to update their data protection strategy. It may also complicate different types of data usage, particularly related to data on individuals. In the literature, there is little evidence and no consensus on whether this new privacy regulation is beneficial or detrimental to innovation. This study provides empirical evidence on the impact of the GDPR on innovation activities in firms. Exploiting panel data from the German innovation survey, a difference-in-difference analysis shows that the GDPR stimulated additional innovation activity while shifting the focus of innovation away from radical and towards more incremental innovation. This holds for both firms that report that the GDPR complicated their innovation efforts, and for the much smaller group of firms that report that the GDPR facilitated their innovation activities. Finally, larger and older firms experience higher increases in their turnover with incremental innovation compared to smaller and younger firms.

    Firms use a variety of practices to disclose the knowledge generated by their R&D activities, including, but not limited to, publishing findings in scientific journals, patenting new technologies, and contributing to developing standards. While the individual effects of engaging in the listed practices on firm innovation are well-understood, the existing literature has not considered their interrelation. Therefore, our study examines if the three practices are complements, substitutes, or unrelated in terms of firms’ performance with product innovations new to the market. Our analysis builds on a sample of innovation-active firms from the German Community Innovation Survey, which includes information on the development of standards, enhanced with information on firms' engagement in patenting and publishing. We find that 26% of innovation-active firms engage in at least one of the three practices, and 22% of engaging firms combine them. Using supermodularity tests, we show that publishing and patenting as well as patenting and developing standards are substitutes. Publishing and developing standards are not significantly linked. Based on our findings, we derive implications for innovation management and policy.
