For this we merge survey data of long-term unemployed individuals, containing indicators of reciprocity as a personality trait, to a unique set of register data on all unemployed coached by the same team of caseworkers and their treatments. We find that the combination of a higher negative reciprocity and a stricter regime have a negative interaction effect on search effort exerted by the unemployed. The results are stronger for males than for females. Stricter regimes may therefore drive long-term unemployed males with certain types of social preferences further away from the labor market.

    This paper studies the effects of day care exposure on behavioral problems and mental health as well as on various aspects of physical health, at various ages during childhood. We draw on a unique set of comprehensive individual-level out-patient and inpatient health care register data from Sweden over the period 1999-2008 merged with other population register data. By exploiting variation in daycare exposure by age generated by a major day care policy reform, we estimate cumulative and instantaneous effects on child health at different ages. We find beneficial cumulative impacts on behavioral and mental health at primary school ages, and substitution of the incidence of infections from primary school ages to low ages. The evidence suggests that the behavioral effects are mostly driven by children from low socio-economic households. Day care usage affects health care utilization and leads to a moderate reduction in health care costs.

An example concerns the effect of training on earnings in subsequent employment. Any evaluation needs to take into account that some of those who are not trained at a certain time in unemployment will leave unemployment before training while others will be trained later. We are interested in effects of the treatment at a certain elapsed duration compared to "no treatment at any subsequent duration". We prove identification under unconfoundedness and propose inverse probability weighting estimators. A key feature is that weights given to outcome observations of non-treated depend on the remaining time in the initial state. We study earnings effects of WIA training in the US and long-run effects of a training program for unemployed workers in Sweden. Estimates are positive and sizeable, exceeding those obtained by using common static methods, and suggesting a reappraisal of training.

    We compare estimates of the effects of education on health and health behaviour using two different instrumental variables in the UK Biobank data. One is based on a conventional natural experiment while the other, known as Mendelian randomization (MR), is based on genetic variants. The natural experiment exploits a compulsory schooling reform in the UK in 1972 which involved raising the minimum school leaving age (RoSLA). MR exploits perturbations of germline genetic variation associated with educational attainment, which occur at conception. It has been widely used in epidemiology and clinical sciences. Under monotonicity, each IV identifies a LATE, with potentially different sets of compliers. The RoSLA affected the amount of education for those at the lower end of the ability distribution whereas MR affects individuals across the entire distribution. We find that estimates using each approach are remarkably congruent for a wide range of health outcomes. Effect sizes of additional years of education thus seem to be similar across the education distribution. Our study corroborates the usefulness of MR as a source of instrumental variation in education.

    Labor market policy tools such as training and sanctions are commonly used to help bring workers back to work. By analogy to medical treatments, the individual exposure to these tools may have side effects. We study effects on health using individual-level population registers on labor market events outcomes, drug prescriptions and sickness absence, comparing outcomes before and after exposure to training and sanctions. We find that training improves cardiovascular and mental health and lowers sickness absence. The results suggest that this is not due to improved employment prospects but rather to instantaneous features of participation such as, perhaps, the adoption of a more rigorous daily routine. Unemployment benefits sanctions cause a short-run deterioration of mental health, possibly due higher stress levels, but this tapers out quickly.

    Comprehensive evidence has shown that unemployment can have adverse effects on an individuals' mental and physical health condition. However little is known about the side effects of governmental policies that aim to promote the unemployed's reintegration into the labor market on the health status of participants. On the one hand, these interventions could have positive health effects if they increase the chances of finding new employment, however, on the other hand, they might also have unintended consequences as participation per se might be stressful. We analyze the consequences of two policies: 1) training programs that represent a group of supportive measures (carrots) and 2) sanctions as a very restrictive intervention (sticks) for on an in ow sample into unemployment in 2006/2007 and utilize a combination of Swedish administrative data on labor market and prescription drug records. We apply a dynamic difference-in-difference approach accounting for detailed information on socio-demographics, employment biographies and the individual prescription drug history to estimate the impact on three common types of health problems that can be assumed to show up and to be diagnosed quickly after a potential intervention: cardiovascular problems, mental health issues and infections. Our results show positive health effects for training programs, but no effect for sanctions.

    This paper builds on the Empirical Monte Carlo simulation approach developed by Huber et al. (2013) to study the estimation of Timing-of-Events (ToE) models. We exploit rich Swedish data of unemployed job-seekers with information on participation in a training program to simulate placebo treatment durations. We first use these simulations to examine which covariates are key confounders to be included inselection models. The joint inclusion of specific short-term employment history indicators (notably, the share of time spent in employment), together with baseline socio-economic characteristics, regional and inflow timing information,is important to deal with selection bias. Next, we omit subsets of explanatory variables and estimate ToE models with discrete distributions for the ensuing systematic unobserved heterogeneity. In many cases the ToE approach provides accurate effect estimates, especially if time-varying variation in the unemployment rate of the local labor market is taken into account. However, assuming too many or too few support points for unobserved heterogeneity may lead to large biases. Information criteria, in particular those penalizing parameter abundance, are useful to select the number of support points.

    This paper studies the effects of the high-speed internet expansion on the match quality of new hires. They combine data on internet availability at the local level with German individual register and vacancy data. Results show that internet availability has no major impact on the stability of new matches and their wages. The authors confirm these findings using vacancy data, by explicitly comparing match outcomes of online and non-online recruits. Further results show that online recruiting not only raises the number of applicants and the share of unsuitable candidates per vacancy, but also induces employers to post more vacancies.

Hierzu werden Daten zur regionalen Internetverfügbarkeit mit administrativen Individualdaten und Vakanzdaten für den deutschen Arbeitsmarkt kombiniert. Die Ergebnisse zeigen, dass eine Ausweitung der Breitbandinternet-Verfügbarkeit keinen größeren Einfluss auf die Stabilität und Entlohnung neu begonnener Beschäftigungsverhältnisse hat. Diese Resultate werden auf Basis von Analysen mit Vakanzdaten bestätigt. Diese Daten erlauben einen expliziten Vergleich der Matchqualität von Personen, die online rekrutiert wurden, mit der Matchqualität von Personen, die über andere Rekrutierungskanäle eingestellt wurden. Weiterhin zeigen die Ergebnisse, dass Online-Rekrutierung nicht nur die Anzahl der Bewerbungen und den Anteil ungeeigneter Bewerbungen erhöht, sondern ebenfalls zu einer höheren Anzahl von Vakanzen führt.

    We analyze a labor market program that subsidizes skill-upgrading occupational training for work-ers employed in small and medium sized enterprises. The program covers a substantial share of training costs. Nonetheless, take-up has been low. In an experimental setup, we mailed 10,000 brochures to potentially eligible workers, informing them about the importance of skill-upgrading occupational training in general and about the subsidy program in particular. Using combined survey and register data, we analyze the impact of receiving the brochure on workers' knowledge of the program, on take-up of subsidized and unsubsidized training, and on job characteristics. The survey data reveal that the brochure more than doubled workers' awareness of the program. We do not find effects on program take-up or short-run labor market outcomes in the register data. However, the information treatment positively affected participation in other (unsubsidized) training among employees under 45 years. Wir untersuchen ein Arbeitsmarktprogramm, das Weiterbildung für Beschäftigte in kleinen und mittleren Unternehmen fördert. Im Rahmen des Programms übernimmt die Bundesagentur für Arbeit einen substanziellen Anteil der Weiterbildungskosten. Die Zugangszahlen in das Weiterbildungsprogramm sind dennoch gering. Im Rahmen eines experimentellen Ansatzes verschickten wir 10 000 Broschüren an potenziell förderberechtigte Beschäftigte und informierten diese über die Bedeutung von Weiterbildung allgemein sowie über das Förderprogramm im Besonderen. Mithilfe verknüpfter Befragungs- und Registerdaten analysieren wir den Einfluss der Info-Broschüre auf die Bekanntheit des Förderprogramms unter Beschäftigten, auf die Aufnahme einer geförderten oder ungeförderten Weiterbildung und auf Merkmale der Beschäftigung. Die Befragungsdaten zeigen, dass die Broschüre die Bekanntheit des Programms unter den Beschäftigten mehr als verdoppelte. Wir finden weder Effekte auf die Wahrscheinlichkeit eine geförderte Weiterbildung aufzunehmen noch auf kurzfristige Arbeitsmarkterfolgsindikatoren aus den Registerdaten. Das Info-Treatment beeinflusste jedoch die Teilnahme an ungeförderten Weiterbildungen bei Beschäftigten unter 45 Jahren.

    This paper studies the effects of the high-speed internet expansion on the match quality of new hires. We combine data on internet availability at the local level with German individual register and vacancy data. Results show that internet availability has no major impact on the stability of new matches and their wages. We confirm these findings using vacancy data, by explicitly comparing match outcomes of online and non-online recruits. Further results show that online recruiting not only raises the number of applicants and the share of unsuitable candidates per vacancy, but also induces employers to post more vacancies.

    We combine micro and macro unemployment duration data to study the effects of the business cycle on the outflow from unemployment. We allow the cycle to affect individual exit probabilities of unemployed workers as well as the composition of the total inflow into unemployment. We estimate the model using (micro) survey data and (macro) administrative data from France. The distribution of the inflow composition is estimated along with the other parameters. The estimation method deals with differences between the micro and macro unemployment definitions. The results also show to what extent the unemployment duration distributions corresponding to the two definitions can be described by the same model.

    We estimate average causal effects of early-life hunger on late-life health by applying instrumental variable estimation, using data with self-reported periods of hunger earlier in life, with famines as instruments. The data contain samples from European countries and include birth cohorts exposed to various famines in the 20th century. We use two-sample IV estimation to deal with imperfect recollection of conditions at very early stages of life. The estimated average causal effects may exceed famine effects by at least a factor three.
