    Zusammenfassung: Rivalry between the United States and China has become a paradigm of international relations over the past two years. It shapes both strategic debates and real political, military and economic dynamics. The dimensions of Sino-American competition over power and status include growing threat perceptions and an increasingly important political/ ideological component. The US-China trade conflict is politically instrumental and closely bound up with the development of the world order. The crux of the technological dimension is not who sets the standards, but geopolitical power projection through "technopolitical spheres of influence". The development and use of technologies thus become part of a systemic competition. Through their respective leadership styles, Presidents Trump and Xi foment bilateral conflicts and - each in their own way - damage international rules and institutions. The Sino-American rivalry also undermines multilateral institutions such as the World Trade Organisation. While Washington has withdrawn from a number of multilateral institutions, Beijing is expanding its influence in contexts like the United Nations. Europe needs to escape the bipolar logic that demands it choose between the American and Chinese economic/technological spheres. The European Union must develop a China policy for its drive towards sovereignty (stra­tegic autonomy). That requires a "supranational geopolitics"

To demonstrate their commitment to principles of responsible state behaviour and due diligence, the EU and its member states have a duty to establish the normative foun­dations for the use of active cyber defence measures ahead of their deployment, while carefully managing the risk of a gradual militarisation of the cyber and information domain

    Given the strong economic interdependencies between the United States (US) and Europe as well as the shared commitment to safeguard civil liberties online and combat disinformation and unfair market practices, European Union (EU) cooperation with the US on digital markets is crucial. Thus, the EU-initiated transatlantic Trade and Technology Council (TTC) was established to navigate European and American understandings of "digital sovereignty" and the resulting market regulations. The first TTC meeting took place in September 2021 and demonstrated both a shared commitment to building an alliance on "democratic technology" and diverging ideas on how to best regulate the digital market and its biggest players. As the COVID-19 pandemic has revealed vulnerabilities of international supply chains and accelerated digitalisation, European policymakers are well-advised to continue pursuing their digital foreign policy strategy of advancing digital sovereignty by leveraging the "Brussels effect", which also fosters the further integration of EU digital policy and contributes to the deepening of the transatlantic digital market.

    The political debate over implementing qualified majority voting (QMV) into the Common Foreign and Security Policy (CFSP) is of high political relevance, especially given the shifting geopolitical landscape in Europe, including Russia’s aggression against Ukraine and uncertainties regarding the US’s engagement post-2024 elections. Germany, along with a group of other EU member states, is leading efforts to integrate a "sovereignty safety net" within the CFSP framework. This initiative is designed to ease the concerns of reluctant member states, by providing enhanced veto options for matters affecting national interests. Moreover, mechanisms like constructive absten­tion and the "passerelle clause" could be further exploited to facilitate common CFSP actions without requiring treaty reforms. Nonetheless, it is crucial that all measures designed to build political consensus for expanding the use of QMV within the CFSP, strike the right balance between national interests and European solidarity. This balance is essential for strengthening the EU’s resilience and operational capability. Cyber foreign and security policy, with its transnational nature and need for swift and unified responses, presents a favorable testing ground for this approach.
