    The purpose of this paper is to review what has been learnt about Irish migration from the work of social scientists, largely economists. For most of its modern history, Ireland has experienced large net outflows. I discuss how the outflow was made up of lower skilled people up until the 1980s but how more recent outflows have contained more highly skilled people. Over time, the outflow has also shown shifts in its gender make-up and in the destinations of those leaving. I review the work that has been done exploring the causes of the outflow. Generally, the low level of economic development in Ireland has been responsible; however, year to year fluctuations in the size of the outflows are associated with relative changes in Irish and British labour market conditions. Finally, I consider the work that has examined the effect of the large-scale outflows. While some have argued that the low level of development was partly a consequence of emigration, other work has shown that emigration helped to improve Irish living standards. I end with the observation that the research agenda is now changing as development, and net inflows, have emerged.

    A feature of employment at older ages that has been observed in many countries, including Ireland, is the higher share of self-employment among older labour force participants. This pattern of higher self-employment rates at the end of the labour market career may reflect lower rates of retirement among the self-employed compared to employees, as well as transitions into self-employment at older ages. In this paper, we use data from four waves of the Irish Longitudinal Study on Ageing (TILDA), spanning the period 2010-2016, to examine both the characteristics of the older self-employed in Ireland and the determinants of transitions in employment states at older age. We find that the higher proportion of self-employed people at older ages in Ireland results from lower retirement rates among the self-employed and not from transitions from employment to self-employment. This is in contrast to other countries such as the US where transitions into self-employment are more prevalent. We find that the self-employed are older, more likely to be male, and significantly less likely to have any form of supplementary pension cover than the employed. These lower retirement rates and lower degrees of pension cover suggest that standard approaches to pension provision may be less effective in proving attractive to the self-employed in Ireland.

    Extending working lives is often proposed as one route through which the costs associated with population ageing can be managed. In that context, understanding who currently works for longer can help policymakers to design policies to facilitate longer working. In particular, it is important to know if longer working is a choice or a necessity, where necessity arises from a lack of pension income. In this paper, we use data from the first four waves of the Irish Longitudinal Study of Ageing (TILDA), covering the period 2010-2016, to examine patterns of labour force participation among men and women aged 65+. We find that a lack of pension income is an important determinant of later-life working and that this applies for both men and women. Although older women are significantly less likely to work than older men, we find few differences in the pattern of determinants of longer working among older men and women. However, while women are significantly less likely to work than men, this effect is stronger among married women compared to single women. This suggests that older women without immediate access to family-provided financial support may need to work to support themselves. This adds to the picture of later life work being a necessity as opposed to a choice. However, an alternative explanation is that older married women may also have caring responsibilities that reduce their labour force participation.

    Longitudinal data are used to estimate retirement income replacement rates of employees in Ireland who transition into retirement over the period 2010 to 2014. The median replacement rate is estimated at 50 per cent, with the mean at 78 per cent. The mean estimate seems high relative to stated policy goals but further analysis shows that the estimate results in part from very high replacement rates at the lower end of the income distribution. This in turn results from the flat-rate nature of social welfare pensions in Ireland. More broadly, Ireland's pension system is shown to produce a more equal distribution of replacement rates compared to pre-retirement income. However, this leads to a question as to whether policy goals in the areas of pension adequacy should be set with respect to income or consumption levels as opposed to replacement rates.

    Increasing earnings inequality has been an important feature of the US and UK labour markets in recent years. The increase appears to be related to an increased demand for skilled labour and an increase in the returns to education. In this paper we examine what has happened to earnings inequality and the returns to education in Ireland between 1987 and 1997. We find that while both increased between 1987 and 1994, the increases slowed dramatically between 1994 and 1997. This is somewhat surprising as the exceptional growth in the Irish economy occurred from 1994 on. We look to immigration as being a contributing factor to this pattern because a large group of skilled workers flowed into the Irish labour market between 1994 and 1997. We develop a model of the Irish labour market and use it to simulate the impact of an increase in skilled labour. The simulation suggests that immigration did indeed reduce earnings inequality. This result is an interesting corollary to work from the US that shows the immigration of unskilled workers increasing earnings inequality.

    Higher rates of economic growth in recent years have led Ireland from being a country characterised by emigration to one where population inflows have become an important issue. This paper contains an analysis of one element of the current inflow. Drawing on data collected in 1998 on over 800 Irish individuals who had graduated from Irish colleges in 1992, we compare the wages of returned migrants with the wages of those who stayed in Ireland. In a recent paper, it has been argued that returned migrants accumulate skills and competencies while away that are rewarded on return to the home country. We find support for this argument for men. On average, returning males earn 10 percent more than men who stayed in Ireland, controlling for a range of factors. However, men who say that they originally migrated for labour-related reasons earn 15 percent more. No wage premium is found for female returning migrants relative to female stayers.

    This paper applies the familiar theoretical distinction between general and specific training to the empirical task of estimating the returns to in-company training. Using a firm-level dataset which distinguishes between general and specific training, we test for the relative effects of the two types of training on productivity growth. We find that although general training has a statistically positive effect on productivity growth, no such effect is observable for specific training. This positive effect of general training remains when we control for factors such as changes in work organisation and corporate re-structuring, firm size and the initial level of human capital in the enterprise. Moreover, the impact of general training varies positively with the level of capital investment.

    The purpose of this paper is to review what has been learnt about Irish migration from the work of social scientists, largely economists. For most of its modern history, Ireland has experienced large net outflows. I discuss how the outflow was made up of lower skilled people up until the 1980s but how more recent outflows have contained more highly skilled people. Over time, the outflow has also shown shifts in its gender make-up and in the destinations of those leaving. I review the work that has been done exploring the causes of the outflow. Generally, the low level of economic development in Ireland has been responsible; however, year to year fluctuations in the size of the outflows are associated with relative changes in Irish and British labour market conditions. Finally, I consider the work that has examined the effect of the large-scale outflows. While some have argued that the low level of development was partly a consequence of emigration, other work has shown that emigration helped to improve Irish living standards. I end with the observation that the research agenda is now changing as development, and net inflows, have emerged.

    The economic crisis of 2008/9 was felt more acutely in Ireland relative to elsewhere and culminated in the international bailout in 2010. Given the economic collapse, Ireland provides an ideal case-study of the link between wealth collapses and movements in variables such as health and well-being. Using nationally-representative samples of older people collected before and during the crisis, we show that mean net assets fell by 45 percent between 2006/7 and 2012/13. In spite of this massive fall in wealth, measures of health and well-being remained broadly unchanged. However, expectations about future living standards became less optimistic. The results tend to support the findings of other recent studies that recessions do not have widespread negative effects on health and well-being.

    Between 2009 and 2011, fieldwork was undertaken for the first wave of the Irish Longitudinal Study on Ageing (TILDA). Extension information was collected on about 8,500 people aged 50 and over and living in Ireland, covering topics such as economic circumstances and health. One of the features of Ireland's older population is the remarkably high proportion of returned migrants, that is, former emigrants who have returned to live in Ireland. According to the TILDA data over 20 per cent of Ireland's over 50s are returned migrants. This group represents a sub-population who is likely to have faced specific challenges over the life-course and who may now have specific circumstances and needs. The group also provides an opportunity to explore the impacts of migration through the generally under-utilised approach of comparing stayers and returners. In this paper, the authors report on work which has been undertaken on return migrants using the TILDA data. This work has revealed higher rates of childhood abuse victimhood among the returned migrants, higher rates of alcohol problems among some of them and higher rates of social isolation. The work can inform the design of social policy within Ireland.
