Motivated by school admissions in Turkey and Sweden, we investigate a sequential twostage admission system with public and private schools. A sequential notion of truthfulness, called straightforwardness, is introduced. Contrary to one-stage systems, sequentiality leads to a trade-off between the existence of a straightforward equilibrium and non-wastefulness. We identify the unique set of rules for two-stage systems that guarantees the existence of a straightforward equilibrium and reduces waste. Existing admission systems are analyzed within our general framework.

We show that the anticipation of COVID-19 vaccines reduces voluntary social distancing. In a large-scale preregistered survey experiment with a representative sample, we study whether providing information about the safety, effectiveness, and availability of COVID-19 vaccines affects compliance with public health guidelines. We find that vaccine information reduces peoples' voluntary social distancing, adherence to hygiene guidelines, and their willingness to stay at home. Vaccine information induces people to believe in a swifter return to normal life and puts their vigilance at ease. The results indicate an important behavioral drawback of the successful vaccine development: An increased focus on vaccines can lead to bad health behaviors and accelerate the spread of the virus. The results imply that, as vaccinations start and the end of the pandemic feels closer, existing policies aimed at increasing social distancing will be less effective and stricter policies might be required.

Recent experimental evidence suggests that noisy behavior correlates strongly with personal characteristics. Since decision noise leads to bias in most elicitation tasks, there is a risk of falsely interpreting noise-driven relationships as preference driven. This puts previous studies that found a negative relation between personality measures and risk aversion into perspective and in particular raises the question of how to achieve robust inference in this domain. This paper shows, by way of an economic experiment with subjects from all walks of life, that using structural estimation that models heterogeneity of noise in combination with a balanced design allows us to mitigate the bias problem. Our estimations show that cognitive ability is related to noisy behavior rather than risk preferences. We also find age and education to be strongly related to noise, but the personality characteristics obtained using the Big Five inventory are less related to noise and more robustly correlated to risk preferences.

School districts in the US and around the world are increasingly moving away from traditional neighborhood school assignment, in which pupils attend closest schools to their homes. Instead, they allow families to choose from schools within district boundaries. This creates a market with parental demand over publicly-supplied school seats. More frequently than ever, this market for school seats is cleared via market design solutions grounded in recent advances in matching and mechanism design theory. The literature on school choice is reviewed with emphasis placed on the trade-offs among policy objectives and best practices in the design of admissions processes. It is concluded with a brief discussion about how data generated by assignment algorithms can be used to answer contemporary empirical questions about school effectiveness and policy interventions

This paper reports the results of a choice experiment designed to estimate the private welfare costs of stay-at-home policies during the COVID-19 pandemic. The study is conducted on a large and representative sample of the Swedish population. The results suggest that the welfare cost of a one-month stay-at-home policy, restricting non-working hours away from home, amounts to 9.1 percent of Sweden's monthly GDP. The cost can be interpreted as 29,600 quality-adjusted life years (QALYs), which roughly corresponds to between 3,700 and 8,000 COVID-19 fatalities. Moreover, we find that stricter and longer lockdowns are disproportionately more costly than more lenient ones. This result indicates that strict stay-at-home policies are likely to be cost-effective only if they slow the spread of the disease much more than more lenient ones.

In most real-life binary referendums, there are several alternatives that potentially can challenge the status quo alternative. Depending on which alternative that is selected, the voters are also differently likely to caste their vote on it. The fact that there are several potential challenger alternatives also means that there may exist Condorcet cycles that only can be identified by taking into account the alternatives that not are listed on the ballot. We analyse such "hidden" cycles in a simple theoretical framework where Condorcet cycles cannot exist, but may emerge when taking into account that voters often experience a reluctance to abandon the status quo alternative. Necessary and sufficient conditions for the existence of hidden Condorcet cycles are derived and a Monte Carlo simulation finds (in different scenarios) that the probability is roughly one percent.

A time bank is a group of individuals and/or organizations in a local community that set up a common platform to trade services among themselves. There are several well-known problems associated with this type of banking, e.g., high overhead costs for record keeping and difficulties to identify feasible trades. This paper demonstrates that these problems can be solved by organizing time banks as a centralized matching market and, more specifically, by organizing trades based on a non-manipulable mechanism that selects an individually rational and time-balanced allocation which maximizes exchanges among the members of the time bank (and those allocations are efficient). Such a mechanism does not exist on the general preference domain but on a smaller yet natural domain where agents classify services as unacceptable and acceptable (and for those services agents have specific upper quotas representing their maximum needs). On the general preference domain, it is demonstrated that the proposed mechanism at least can prevent some groups of agents from manipulating the mechanism without dispensing individual rationality, efficiency, or time-balance.

4207 In a recent paper, Fack et al. (2019, American Economic Review) convincingly argue and theoretically demonstrate that there may be strong incentives for students to play non-truth-telling strategies when reporting preferences over schools, even when the celebrated deferred acceptance algorithm is employed. Their statistical test also rejects the (weak) truth-telling assumption in favour of another assumption, called stability, using a single data set on school choice in Paris. This paper uses Swedish school choice data and replicates their empirical finding in 52 of the 58 investigated data sets (P-value threshold 0.05).
