    This paper focus on aspects of metropolitan governance of the United States and Canada highlighting strategies of cooperation and criteria used in their experiences of management and institutionalization. Thus, it describes both the governance experiences implemented voluntarily or compulsorily, their financing mechanisms and the resulting ability to offer public services. Besides, aiming at further deepening the understanding of the strategies adopted, this paper depicts the processes of conurbation, urban sprawl and densification in metropolitan areas. Therefore, the objective of this paper is to analyze the institutional processes of metropolitan governance and its fostering of public policies and programs. Institutional guidelines, challenges and observed limitations are considered for the cases at hand. In order to develop the paper, specific literature produced by the institutions as well as their analysis was consulted. The analyses indicate that there are different governance structures in Canada and in the United States concerning both political attachment and concentration or fragmentation of decision-making processes although delimitation criteria of metropolitan areas are similar. There is a diversity of models for offering public services. However, some limitations can still be observed in terms of articulating policies among different sectors. Disagreements persist among public and private economic actors.

    The objective of this paper is to make available information - precisely and spatially detailed - about families' vulnerabilities derived from questionnaires' answers of census data for 2000 and 2010. In doing so this paper fulfills the task of providing reference data - occasionally complex - accessible to public authorities and researchers so that inferences can be made from the micro data of the census sample interviews. The methodology used is by and large detailed in the literature. The actual construction of the indicators is based on the analysis of presence or absence of vulnerabilities within families across six different dimensions, detailed for the country, states, municipalities and intraurban detail. Results indicate that Brazilian families' vulnerability reduced by nearly 20% in the period on average. This behavior, however, is heterogeneous among the dimensions analyzed, the indicators or the regions and states of the country. It is exactly the analysis of this perceived heterogeneity in the decade that makes the core of the contribution of this paper. -- indices ; vulnerability ; families ; census ; spatial analysis

    This paper analysis two central influences on real estate urban market: i) neighborhood as cognitively-perceived identity units; and ii) heterogeneity of preferences of households. In doing so, two methodological changes are applied. Firstly, a neighborhood spatial matrix is proposed and compared to regularly used matrices and, secondly, a spatialquantile regression is tested. The results highlight the fact that spatial influence brought to regression models through weight matrix should be carefully used, and that the matrix's choice might carry unobserved and unwanted effects into the estimation. Results also demonstrated that using information of neighborhood identity can optimize the understanding of city's complex influence on real estate markets. Finally, the quantile estimation should always be tested against in real estate estimation, as preferences of households seem to differ significantly for different levels of prices

    The paper discusses the city and the region aiming at unfolding a synthetic panorama of the various ways of thinking and acting upon the spatial issue. We argue that a better understanding of how the different scientific disciplines with interfaces on the territory view and work with space allows more adequate public policy designing. The paper assumes that socioeconomic activity holds a continuum and interpedently connected influence upon urban and regional areas. Further, a second objective of the paper is to referee the reader from different backgrounds to central references on the disciplines he or she is not familiar with. The closing discussion delineates at what extent there are consensus, disputes and possibilities of policing among the varied approaches presented.

    The objective of this paper is to review the richness of regional and urban modeling literature and case studies with an emphasis on cellular automata. It aims at demonstrating its usefulness for real public policy use. This work is aimed at those with a practical approach at public policies who wish to have more scientific basis. In order to achieve this hands-on approach basic definitions are posed followed by a discussion of advantages and criticisms. A public policy focus in Brazil closes the paper.

    This paper details the characterization of metropolis capitals and their peripheral municipalities using recent data made available by Brazilian Statistical Foundation (IBGE). The text also investigates the distribution of revenue among municipalities and their financial availability to provide public services. The emphasis of the analysis on the metropolitan area is based on the premise that their density and scale are responsible for their competitiveness and innovative attributes. However, the distribution of revenues among the metropolitan municipalities is hampered by the central metropolis which is also the most efficient. The results show that income on the borders of the metropolitan area is significantly lower, although the peripheral areas present better quality of life indicators when compared to non-metropolitan regions. Land tenure and inadequacy of neighborhoods along with expensive rents are more common problems of the core city. Non-metropolitan areas are poorer, but do not experience the same extent high cost of renting, high house density and land tenure problems. The Peripheral metropolitan areas benefit from services such as health and education as a result of its proximity to the metropolis. Public policies comments end the paper.
