    In this paper we aim to analyze how sensible is the informal worker profile to distinct classification procedures, as well as to analyze the sensibility of the link between informality and welfare to the same procedures. A disaggregated analysis by employers and employees is one contribution of the paper, which also innovates using information on being included in an official tax payer administrative file (CNPJ) to one of the classification procedures employed to the employers. Two out of three procedures share very similar results in terms of informal worker profile and the link between informality and welfare. These are the procedure based on social security contribution, and the one based on CNPJ for employers and based on legal labor contracts for employees.

    This paper aims to evaluate the introduction of Brazilian regional and occupational wage floors on labor market performance. We focus on two out of five states that implemented such policy intervention, which are Paraná and São Paulo. In each region, we have analyzed data for three distinct occupational categories. Our results point that one occupational group in each region seems to be affected by the introduction of a wage floor. In both cases, the wage floor tends to lower the share of employees with wages below the floor, without producing side effect neither on employment nor on informality. In particular, employment appears to have reacted positively. It was found no significant effect of the legislation in the other occupational groups. We innovate on methodological grounds by using the synthetic control method due to Abadie, Diamond and Hainmueller (2010).

    We investigate both theoretically and empirically the relationship between economic expansion and the degree of formalization of the Brazilian labor market in the recent period. Based on search models, we present a theoretical framework that attempts to explain the recent increase in the share of formal employment through the dynamics of hiring strategies of firms during the period of expansion of economic activity. The main predictions of this framework are that the share of formal employment rises as the unemployment rate falls and that the wage gap between formal and informal workers increases, at least at the beginning of the economic expansion. In the empirical part, we make use of data from the Pesquisa Mensal de Emprego (PME)/Instituto Brasileiro de Geografia e Estatística (IBGE) to check whether these two predictions are confirmed. To a large extent our results corroborate both predictions.

    This paper aims to evaluate the impact of a tax incentive program targeted to small business (SIMPLES) on employment growth. The evaluation is conducted for two distinct periods, namely 1997 when the program was first implemented and 1999 when the eligibility rule was modified in order to accomplish a broader eligible group of firms. The evaluation takes into account two distinct channels through which the effects may operate. The first is the employment variation in firms that became eligible, while the second is the change in the survival probability experienced by the same group of firms. Moreover, each of these channels can be activated either by the tax reduction dimension of the program or the red tape simplification dimension. Our results points to positive effects on employment growth only for the red tape simplification dimension in the 1997 sample.
