    This paper discusses the university-enterprise interactions in the Brazilian innovation system by focusing on the characteristics of the research infrastructure which affects its propensity to interact with the industrial sector. Logistic regressions have been used to identify, in a wide set of explanatory variables, the characteristics of the research infrastructure which increase its probability of supplying technological services to firms. Besides the primary data collected from a survey carried out in a sample of institutions related to the Brazilian Ministry of Science, Technology and Innovation (MCTI), data concerning the scientific and technological production of the researchers affiliated to each laboratory have also been used in the regressions. The choice of the explanatory variables was based in a brief literature review on the role of the research infrastructure in the national innovation systems. Aiming at supporting the discussion of the results of the regressions, this review also included a brief report of the recent interactions between the research infrastructure and the industrial sector in Brazil. The main findings of the logistic regressions are i) the size of the laboratory (as measured by the number of affiliated researchers) and of the qualification of its research team positively and significantly affects its propensity to interact with the industrial sector; ii) multidisciplinary laboratories tend to interact more with the industrial sector than laboratories focused on a single field of expertise; iii) there seems to be a tradeoff between scientific publications and market oriented research, since the number of papers published by the affiliated researchers is negatively correlated to the probability of supplying technological services to firms.

    In this paper it is shown that the wide acknowledgement of the association between innovation and economic and social development as well as of the relevance of innovation policies formed a kind of "misty consensus" hardly contested in Brazil. However, the innovation policies adopted in the country lack an institutional framework to support their implementation marking what is called in this paper a "messy dissensus". It is argued that the obstacles to the science, technology and innovation (ST&I) policies to contribute more effectively to Brazil increase its technological efforts have less to do with the innovation policies themselves and more to do with their detachment from the institutional framework used to implement them. It is shown that this institutional framework i) is barely adherent to the perception of a systemic nature of the innovation process; ii) does not create incentives to the bureaucrats and public institutions to allocate resources in the industrial sector; iii) encourages the pulverization of resources and the consequent loss of focus which may reduce the efficiency of the adopted policies; and iv) encourages the adoption of models and priorities established to contexts which are different from the Brazilian reality.

    The aim of this paper is to analyze the factors that explain the market leadership of a Brazilian bus bodywork manufacturer (Marcopolo). From a methodological point of view, the paper is a case study based on a bibliographic review and in-depth interviews.The underlying hypothesis is that some idiosyncratic factors regarding Brazilian market led the multinationals to give up contesting Brazilian incumbents in the bus bodywork segment. As compared to the automobile industry as whole, bus bodywork manufacturing is a relatively labor-intensive, smaller and less R&D-intensive industry, as innovation tends to be incremental. As a result, Brazilian companies managed to grow hand-in-hand with the local automotive market and dictated the customer-supplier relationship patterns. In order to become a relevant completely knocked down (CKD) vehicle exporter, Marcopolo had to develop technological capabilities related to stock management and lean production principles of modularity and product platforms or families. The firm relied basically on intramural research and development (R&D) and on vertical integration as a technology strategy to develop these capabilities. There seems not to be a relevant cooperative culture between Marcopolo and universities, research centers and other bus bodywork companies. However, there is cooperation between Marcopolo and companies outside the bus bodywork segment. Recently, Marcopolo found its own way to internationalization, especially towards developing countries, through acquisition of existing plants, joint-ventures and involvement of local suppliers. These movements, however, were not intended to be a source of new technologies. In short, Marcopolo’s strategies and decisions have been ahead of the public policy rhetoric and of the market trends in Brazil. These strategies were clearly riskier, but, once succeeded, help to understand Marcopolo’s leading position.

    The aim of this paper is to analyze the recent path followed by the innovation indicators in Brazil based on the data available in the four editions of the Brazilian Innovation Survey (PINTEC) issued by the Brazilian Institute of Geography and Statistics (IBGE). Based on the aggregation of the 32 sectors that compose the manufacturing industry into four groups according to their technological intensity (high, medium-high, medium-low and low technology), we also analyze the reasons that explain Brazil's relatively low performance as regards the ratio between R&D expenditures and turnover. The paper is based upon a theoretical discussion on the potentials and constraints of innovation indicators and, in particular, of innovation surveys. From a methodological point of view, the paper is based upon the systematization and analysis of the main descriptive statistics of innovation indicators in Brazil. The main conclusions of this paper are i) the percentage of innovative firms in the industrial sector grew in a systematic way throughout the four editions of the PINTEC, raising from 31.52%, in the period 1998-2000, to 38.11%, in the period 2005-2008; ii) the ratio between private R&D expenditures and GDP reached 0.53% in 2008 (against 0.49% in 2005); iii) there was a significant growth of the relationship between internal and external R&D expenditures and turnover of the industrial sector, which went from 0.65% in 2005 to 0.73% in 2008 - or 0.75% if the analysis is limited to the manufacturing industry; iv) the growth of the technological intensity and the reduction of the number of industrial firms which had R&D expenditures suggest a concentration of R&D activities in a number proportionally smaller of firms; v) mediumhigh technology sectors are those that contribute more for the total R&D expenditures of the manufacturing industry in Brazil (0.37% in 0.75%); and vi) low technology sectors, on the other hand, even though they represent a little less than one third of the turnover of the whole set, contributed with only 0.08 p.p. for the average of the manufacturing industry. After this analysis, we interpose alternatives to increase the ratio between R&D expenditures and turnover in Brazil based on i) the expansion of the technological efforts of the companies that operate in Brazil, especially in the sectors of high and medium-high technological intensity; and ii) changes in the structure of the Brazilian industry.

    The aim of this paper is to analyze the path followed by the regional inequality indicators of science, technology, and innovation (ST&I) during the last decade. The literature review i) reasserts the association between ST&I and the economic and social development; and ii) indicates a high level of ST&I inequalities in Brazil. The analysis is based upon i) descriptive statistics of regionalized indicators of ST&I; and ii) interregional and intra-regional inequality indicators of ST&I. It is shown that i) there was a slow convergence process of the scientific basis from 2000 onwards; ii) this processes can not be credited to the regional allocation of resources by the local science foundations, which basically followed the preexisting scientific basis of the Brazilian states; and iii) in the same period, regional inequalities of technological efforts by industrial firms deepened. As a result, the convergence process of the scientific infrastructure has not yet been capable of fostering a convergence process of the technological efforts in the country. Less developed regions not only count on a smaller scientific infrastructure but also on less effective transmission mechanisms from science to technology. Considering the increasing relevance of the ST&I policies at the national level, this issue can not be neglected in the formulation of regional development policies in Brazil.
