    This book is about possibilities for, challenges for and knowledge about local cultural work among young people. It describes cultural work at a municipal level but shows also how this work is aiming to reach goals that it has in common with national cultural policy: quality, participation, inclusion, diversity and democracy. Using the municipality and town of Drammen as a vantage point, the book investigates how different parameters effect local cultural work, and how cultural policy at a municipal level is, by necessity, pragmatic, practical and sometimes prosaic. This topic is dealt with through a combination of qualitative and quantitative analysis. The empirical data presented and discussed in the book is a combination of qualitative case studies and quantitative survey data. The survey data shows variations and patterns in the cultural consumption of an age cohort in the municipality, and the case studies show different ways of effectuating and organizing cultural work at this level. Finally, the book discusses the complex interplay between means and ends when a municipality is working to make culture matter for young people. Denne boken handler om muligheter, utfordringer og kunnskap i lokalt kulturarbeid blant barn og unge. Den beskriver kulturarbeid på kommunalt nivå, men viser også hvordan dette arbeidet tar sikte på å nå nasjonale kulturpolitiske mål som kvalitet, deltakelse, inkludering, mangfold og demokrati. Med Drammen som et utsiktspunkt, undersøker boken hvordan ulike faktorer påvirker lokalt kulturarbeid, og hvordan kulturpolitikken på kommunalt nivå nødvendigvis er både pragmatisk og prinsipiell, praktisk og prosaisk. De empiriske dataene som presenteres og diskuteres i boken er en kombinasjon av kvalitative casestudier og kvantitative surveydata. Surveydataene viser variasjoner og mønstre i det kulturelle forbruket blant en hel aldersgruppe, og case-studiene viser ulike måter å gjennomføre og organisere kulturarbeid på dette området. Boken drøfter også det komplekse samspillet mellom midler og mål som er involvert når en kommune arbeider for å gjøre kultur betydningsfullt for unge mennesker.

The composite indicator of systemic stress (CISS) measures the overall stress level in the financial system and has proved to be a good early warning indicator of a systemic banking crisis in real time or in the near future. It may therefore be a useful indicator to include in the decision basis for the countercyclical capital buffer. The levels of the CISS for Norway have been particularly high during international crises.

    Housing affordability can have an impact on housing demand. We analyse housing affordability by measuring the distribution of selling prices in the housing market against the distribution of household capacity to debt-finance a home. The latter is calculated based on household debt-servicing income, banks' residential mortgage rates, principal payments and debt-servicing capacity requirements. When calculating debt-servicing income, ordinary consumption expenditure is withdrawn. Household wealth and equity are not included. For large groups of households, affordability has remained stable over time, in spite of higher house prices. Housing affordability varies with interest rate changes and with income growth and house price in ation. In Oslo, developments in affordability have been relatively weak in recent years compared with other cities and Norway as a whole.

    The Ministry of Finance has proposed a temporary capital requirement (risk weight floor) for commercial real estate (CRE) exposures in Norway, applicable to the largest banks. CRE is the sector where banks have historically incurred the largest losses during crises. Since CRE loan losses are low in normal times, capital requirements for CRE loans should be based on losses incurred during crises. My calculations suggest that the level of capital required with the proposed risk weight floor is high enough to cover banks' CRE loan losses[1] during the downturn in 2002-03, but lower than the CRE loan losses incurred during the banking crisis of 1988-93. This also applies if I assume that the profit generated by CRE loans cover some of the losses. On the other hand, risk weight floors should not be set to a level that weakens banks' incentives to provide low-risk loans, implying that such minimum requirements should not be set too high. This will be of particular importance for lending segments where credit risk varies widely, such as the CRE market. All in all, this suggests that the proposed minimum requirement is at a reasonable level.

    An objective of Norges Bank Government Debt Management is to meet the government’s borrowing requirement at the lowest possible cost. At the same time, Government Debt Management shall seek to maintain a yield curve out to 10 years. Market liquidity is of importance for both objectives. This article investigates liquidity developments in the Norwegian government bond market since 2010 with the aid of four indicators that comprise a composite liquidity index. I also examine whether Norwegian banks’ funding costs have affected government bond market liquidity in the period 2010–2018, but find no clear correlation.

    IFRS 9 has changed the way banks recognise credit losses. Under IFRS 9, credit impairment shall be based on more forward-looking assessments by including recognition of expected credit losses. The purpose of this memo is to analyse how IFRS 9 affects the path of Norwegian banks' credit losses in bad times. We analyse the effects of IFRS 9 by calculating and comparing the paths of banks' credit losses under IAS 39 and IFRS 9 in the period 2001-2017. Our results suggest that IFRS 9 may increase impairment losses both immediately prior to and during bad times with increased credit risk.
