    Looking back at the last decade, the mobile phone has been greatly developed from only voice call and text message to a multi-purpose device, including camera, music player, games, and even small computer. The development of internet features in mobile phones has also continuously and extensively changed from providing only limited internet browsing in the early 2000s to watching high quality video on demand nowadays. The speed of internet is also significantly increased since the introduction of smartphones. After the implementation of 3G networks in the last decade and recently the LTE networks of 4G technology in the last few years, the transmission speed of mobile internet supports the use of mobile phones to be able to provide high-speed internet services which is called mobile broadband. Furthermore, recent studies have also suggested that mobile broadband positively affect economic outputs (see Thompson Jr. and Garbacz, 2011) as well as reduce the digital divide problem, especially in the rural where fixed broadband infrastructure is limited or not available (see Srinuan, C. et al., 2012 and Prieger, 2013). With a number of possible benefits from mobile internet/broadband, it is interesting to analyse how mobile internet adoption has developed in the last decade and what factors are currently determining mobile broadband adoption in this current stage where smartphones are highly developed and transmission speed is much improved. To understand an adoption and a usage of one service, the case study of one country is more suitable than a cross-country analysis. In this paper, Sweden is selected as a case study for representing a developed country with well-developed mobile and broadband services. The method of this paper is applying bivariate probit with sample selection since the dataset consist of two sets of binary outcomes (adoption and usage). The data used in this paper is mainly based on the annual questionnaire conducted by the Swedish Post and Telecom Authority (PTS) in 2013.

    This article reviews the effectiveness of Colombia’s social telecommunications policy in terms of promoting fixed broadband. With a trajectory of almost a decade with subsidies for residential fixed voice, the government changed its policy in the late 1990s moving towards community access for voice and Internet. In 2010, the social telecommunications plan raised the possibility of granting subsidies to fixed broadband to lower income homes throughout the country. Academic research, carried out mainly for the case of the United States, concluded that domiciliary subsidies were not effective and inefficiencies appeared when applied through incumbent operators. The only academic study available for Colombia pointed in the same direction. This work presents an overview of the situation of subsidies for local voice and its evolution towards subsidies for fixed broadband in Colombia. Using a simple econometric exercise, this paper tries to prove that despite the existing evidence against subsidies to the demand, results have been positive in Colombia. This analysis has two main limitations: i) available information is on a quarterly basis; and ii) additional refinements to the econometric model should be introduced to verify the impact of variables such as years of education and degree of urbanization of the population. Facing these constraints, results indicate that subsidies to the demand for fixed broadband applied in Colombia have positively contributed to increase broadband penetration and have not introduced competitive distortions.

    Because fourth-generation(4G) mobile communications services are rooted in heterogeneous multibands, a unified managementregime fails toaccommodate spectral heterogeneity. This study examined an adequate regimein the 4G era that maximizes spectrum efficiency. A conjoint analysis was conducted to assert the policy preferences of Taiwan's mobileoperators, including second generation(2G), third generation(3G), andwireless broadband access(WBA) operators. The results of the conjoint analysis indicated that the WBA operators were highly supportive of spectrum usage rights,such as technologyand service neutrality and secondary trading. The 3G-only operators prioritize no granted tender period after license expiration, whereas the 2G incumbents mostly emphasize refarming on their bands. Regulatorsareencouraged tocreate a differentiated spectrum management regime that tailor individual firms' needs and increase their willingnessto efficiently use spectra. First, the WBA operatorsshould be allowed for secondary trading in their underusedspectrum. Second, the 2G and 3G operatorsshould be able to perform refarming. Finally, the recall of the 2G bands should be mandated once the 2G incumbents fail to satisfy the set efficiency criteria to avoid hoarding behaviors. Thus, the differentiated spectrum management regime could neutralize the propagation characteristics of different bands to maximize long-term use efficiency.

    Although it is clear that the evolution of fixed access networks requires the installation of Fiber-to-the-Home (FTTH) to all households, the business case for deploying such networks is very uncertain. It requires significant upfront investment, while not being assured of sufficient timely revenues to cover for it. Although many studies focus on modeling the costs and forecasting the revenues, limited research deals with how both sides can impact the overall business case. This paper compares different deployment strategies used in current FTTH network rollouts, and examines their impact on the overall business case. Deployment strategies are defined as ways to plan the installation of the network and uptake over time, influenced by a variety of situation-dependent characteristics. By studying the different parameters that allow characterizing and grouping ongoing FTTH projects worldwide, we can analyze what drove the choice for the deployment strategy, and how the latter impacts both cost and revenue side of the business case. The paper concludes that deployments driven by demand are less risky and therefore more sustainable. On the other hand, publicly funded or initiated projects obey to different goals than demand and can be unsustainable if they are not able to engage the planned penetration rates.

    In this study, we compare and contrast the U.S. and Korea in the context of network neutrality, focusing on debates among stakeholders and regulatory approaches. Interesting similarities and differences are highlighted by comparisons within the broadband ecosystem framework: government functions, histories, people's perceptions, regulatory approaches, legislative initiatives, and implementation. In Korea, there is an existing regulatory framework with suggestive guidelines that can be used to address net neutrality in a case-by-case fashion. The U.S. follows a regulatory approach by creating enforceable non-discrimination rules. Our findings suggest that the issue is not only complicated, but also as complex and vague as the parties' diverse interests are. We conclude that a careful combination of government coordination and market forces is an effective way to govern net neutrality.

    The electricity sector in West Africa provides power supply to only about 30% of the population (WAPP, Business Plan 2012 - 2015, 2012). The West African electricity dilemma refers to poor access to electricity due to an amalgamation of constraints primarily emanating from the regulatory environment and the demand and supply side of the electricity sector. This paper reviews the pertinent literatures in order to identify and communicate constraints upon access to electricity in the region, considered low by world standard. In order to alleviate West Africa's electricity dilemma, this paper suggests the pursuit of smart grid opportunities such as off-grid small-scale renewable energy technologies (RETs), smart meters, power line communication, metered-based tariffs and prepayments via mobile phones. The conceptual framework used in this paper integrates interrelated socio/economic aspects, regulatory aspects, financial aspects, and technical aspects deemed fundamental to successfully deploy smart grid technologies in West Africa, with Côte d'Ivoire as a case study. Telecommunications will play a key role in leveraging benefits of smart grid. The next step in this research will be to conduct interviews with stakeholders of the West African electricity sector as a mean to verify the extent to which smart grid opportunities are realizable in the region and enrich what can be learned through secondary research with what can only be learned from those active on the ground.

    One of the main concepts of the international spectrum management regime is allocating the spectrum to the different radiocommunication services. Service allocation is also one of the main elements of national spectrum policy and determines the use of the spectrum. If national service allocation is not in conformity with the international Radio Regulations (RR), no protection against interference can be claimed unless this allocation is included in a footnote to the RR. In addition, countries can register their frequency assignments in the Master International Frequency Register (MIFR) or through a priori planning conference to claim international protection against interference. This paper points out that the RR are perceived more as a framework for harmonisation while not constraining countries' flexibility. Besides, flexibility is incorporated to a certain extent in a priori planning conferences. However, they cannot anticipate development in technologies. Furthermore, the international decision making procedures are argued not to restrict flexibility as they were able to accommodate technology developments. Nevertheless, countries can block particular service allocation of other countries just to protect their national interests. Moreover, footnotes are a double edged sword as they are relatively adequate tool to introduce flexibility but they may also restrict spectrum use to neighbouring countries. While the radiocommunication services definitions were found not to be mutually exclusive, some of the definitions do not correspond to reality. Furthermore, using MIFR was found to be related to international recognition of the used spectrum rather than flexibility. However, MIFR could be misused to restrict others flexibility even if there is no actual use. In addition, the three regions system gives some flexibility to the different regions in terms of service allocation but it is also considered as a restriction to countries on the borders between the regions.

    Lately, the mobile data market has moved into a growth stage triggered by two facts: affordability of mobile broadband, and availability of data‐friendly devices. At this stage, market growth is no longer dependent on push strategies from suppliers; on the contrary, demand is now driving the market. However, it will not be easy for mobile operating companies to cope up with the demand to come in the near future. The infrastructure that is needed to support corresponding demand is far from completion. Operators are forced to make heavy investments to upgrade and expand their networks. To decide how to handle the present and upcoming demand, they need to identify and understand the characteristics of the scenarios they face. This is precisely the aim of this article, which provides figures on the consequences for mobile infrastructures of a generalised mobile media uptake. Data from the Spanish mobile deployment case have been used to arrive at practical figures and illustration of results, but the conclusions are easily extended to other countries and regions.

    This paper offers a baseline for understanding the mobile Internet market in Myanmar before widespread adoption occurs. The purpose of the paper is to explore consumers' initial demand for existing and future mobile services; the behaviour of mobile users and mobile Internet usage in such a greenfield market where mobile phone services are still emerging. The results of this study are aimed to gain insight into the current dynamics that may become more important when mobile networks and services are in place in near future. The results show that communications is the primary motive for both mobile phone users and non-users. Unexpectedly, gaining help in an urgent situation is the most vital motivation for mobile owners in Myanmar. It is surprising to see that social networking services were highly ranked compared to other mobile services available today. Respondents predict that the future services they will be most willing to use include access to community information and healthcare services. Interestingly, the mobile Internet is the most frequently used Internet services in Myanmar. In addition, demographic factors have a significant effect on mobile Internet usage. Lastly, the study contributes some thoughts for future research.

    Radio spectrum represents a scarce resource assigned to operators by national regulatory authorities through auctions, beauty contests or other mechanisms, aimed at introducing sufficient incentives for an optimal use of such a resource. A prerequisite for designing efficient assignment methods is that regulatory agencies, which typically rely on incomplete and asymmetric information, clearly identify the expected value of the spectrum, to be used to set auction bases, prices in beauty contests and administered incentive prices. Those considerations are particularly actual since the transition to digital television transmission opened the space for reallocating parts of the spectrum, to increase its efficiency. The paper aims at refining a techno-analytical approach to estimate the value of spectrum portions, with a methodology based on opportunity-cost evaluation and at comparing the results with the outcomes of the recent LTE spectrum auctions. Research results could be used by regulatory agencies and by operators to better shape their approach to spectrum valuation.

    The purpose is to introduce policy proposals for universal access to broadband, assessing the hypothetical implementation of instruments suggested by the sectoral literature to Brazil. The methodology is based on the analysis of the literature on policies for universal access and broadband plans in the context of Latin America and the Organization for Economic Cooperation and Development (OECD) and the discussion of its effects on related sectoral indicators. Then, the impact of the application of three approaches to universal access policies on indicators of broadband access is estimated: (i) incentive to service offers through allocation of funds for infrastructure deployment in underserved areas, (ii) demand-side stimulus using direct subsidies and (iii) service tax relief. Finally, the expected effects of each policy are compared and a hybrid model to maximize the social benefit of each approach is suggested.

    The traditional mobile industry expresses worries for the future due to converging technologies and new actors. Standards are the foundation for convergence, and have been central in all current subsectors of the mobile industry. However, subsectors have developed different technological knowledge, routines and path dependencies in their standardisation processes and can be understood as different technology trajectories within the same technology paradigm. The research question in this comparative case study is: What are characteristics, differences and similarities of important standardisation processes in the mobile telecommunication ecosystem? The systematic comparison suggests that the technology trajectories 3GPP and ETSI neither are able to spur necessary innovation in the wider ecosystem, nor to ensure satisfying profit. IETF and 3WC spur innovation through an extensive accessibility to standards, but appropriability conditions are challenging. It is private platforms such as Google and Apple that seem handle both aspects: to enable innovation and adoption by making technology elements public through extension markets, and simultaneously ensure profit by keeping technology private. This research contributes by clarifying how the tension between private and public goods is played out in major technology trajectories in the mobile telecommunication sector; especially helpful is the distinction between standard openness and extension markets as different means for making technology public. The four concepts developed for assessing the status of standardization processes can be used for structuring discussions on the issue, and for future analyses of technology innovations in the telecommunication sector.

    This paper provides an empirical analysis how tariff diversity aspects fixed-line broad-band uptake, utilizing a new data set with 1497 fixed-line and 2158 mobile broad-band tariffs from 91 countries across the globe. An instrumental variable approach is applied to estimate demand, controlling for various industry and socio-economic factors. The empirical results indicate that, firstly, lower prices, more tariff diver-sity and higher income increase broadband penetration. Secondly, inter-platform competition and mobile broadband prices are not found to have a significant effect on fixed-line broadband penetration. This suggests that low prices and the diver-sity of broadband offerings are more important drivers of fixed broadband adoption than competition between various technologies (cable networks, fixed-line telephone networks, mobile networks).

    During the last years, a surge in values related to the New Economy has occurred. This phenomenon is similar to the 2000 Dotcom bubble, even if in those years the value growth was fuelled by other firms and entrepreneurs. What both "bubbles" have in common is that, in both cases, they are based on activities that rely or have need of telecommunication infrastructures. According to economic theory, the value of downstream goods is driven by the value given by individuals to end goods. Because of this, the value of the telecommunications infrastructure should somehow reflect the value of Dotcom services, as telecommunication networks are needed for the production of Dotcom services. This paper explores the relative evolution of telecommunications value in Europe with respect to the Dotcom services during the Dotcom 2000 Bubble and the recent re-surge of the Dotcom sector. In both periods, the value of European telecommunication operators should have followed the increase in value of Dotcom services. However, this was not the case. In order to explain the phenomenon, we consider the evolution of the factors that induce value in the free market (utility, availability) and its interaction with the evolution of telecommunication regulation in Europe.

    The emergence of smart TV device encourages the reconsideration of the customer’s subscription on the pay TV so that the phenomenon of cord-cutting evokes the other dimension of MVPD (Multi-Channel Video Programming Distribution) industry itself. Two major paths to adopt the new platform in MVPD market cover the switching cost and effect for the new platform such as smart TV and restrain the discount price by bundling triple-play which is one provision over a single broadband connection of two bandwidth-intensive services such as high-speed Internet access and television, and the latency-sensitive telephone. The research question over this simultaneous equation model exhibits that rate of customer subscription affects with more attention from demand-pull phenomenon by the high switching cost versus bundling price for multiple play service in behavioral economics way. Behavioral economics can explain the way of consumer’s choice by providing it with more realistic psychological foundations. The hypothesis investigates the incentive mechanism has positive effect from the discount rate by tying the product bundling within MVPD service provision. Shapiro and Varian (1998) examine some of the business strategy implications of switching costs at a lay reader level. The switching cost results in the lock-in effect and takes scale economies of demand side. Farrell and Shapiro (1989) mention that once they are locked in, they can be a substantial source of profit whether it is substation or not. Also customer left the current service due to that cost. The prerequisite for switching cost investigate the product complexity (Gatignon and Robertson, 1992; Klemperer, 1995), heterogeneity of supplier in market (Schmalensee, 1982), the product diversity from the supplier side (Blattberg and Deighton, 1996; Klemperer, 1995; Ram and Jung, 1990), the level of modification in consideration of customer demand (Bhardawaj et al., 1993), the experience of alternatives (Bhattachary et al., 1995), the experience of switching choice (Bhattacharya et al.,1995; Nilssen, 1992), and time limitation of selection pressure or individual characteristic of risk aversion could be the factor to reorganization of switching cost by customer. Previous literature tries to explore the path and find out the factors which effect on the customer's switching behavior.

    Vertical separation of upstream network operations from downstream retail activities, as the most extreme form of access regulation, has long been considered a legitimate regulatory remedy against use of market power in upstream infrastructure markets to engage in price- and non-price discrimination to foreclose competition in downstream retail markets. However, the remedy is increasingly being mandated for new networks, sometimes before any investment has been made. This paper uses theories of General Purpose Technologies and regulatory economics to consider how vertical separation - compared to both access regulation and no regulation - poses challenges to the ability to maximise scale economies at the early stage of a network life-cycle. This suggests greater caution in its use at this stage compared to middle and mature phases of the life-cycle. The theories are examined via case studies of two markets where vertical separation has been mandated for Fibre-to-the-Home networks - Australia and New Zealand - and one where it has not - the Netherlands. The case studies suggest that mandatory separation imposes additional constraints on the network owner's ability to achieve scale economies arising from rapid uptake of a new network relative to access regulation when it fails to replicate amongst any retailers the vertically-integrated operator's incentives to engage in aggressive early-stage marketing. Analysis also suggests that contractual limitations may have greater effect on the ability to achieve scale economies than structural impositions and ownership limitations.

    In recent years, the preference for purely private funding and ownership of telecommunications networks has given way to a 'new wisdom' that some form of public funding is now necessary if faster and more capacious Next Generation Networks (NGNs) are to be constructed in a timely fashion. The relevant question for policymakers is how that public investment will take place. The preferred approach in most cases appears to be to by way of Public-Private Partnerships (PPPs) where public and private actors collaborate in NGN investment, construction and operation. However, the body of analysis of NGN PPPs to guide policy-makers is scant. This paper addresses the gap by applying the learnings from classic, more mature PPPs (e.g. roading) and applying them to the NGN context. We use a case study of New Zealand's Ultrafast Broadband Initiative PPPs - one of the first nationwide partnerships undertaken - to illustrate the relevance of the insights. We find that NGN PPPs reverse the typical direction of financing and ownership observed in roading PPPs. The bundling of design, financing construction and operation of classic PPPs is 'undone' in NGN PPPs, as financing and asset ownership are separated, increasing the potential for misalignment of incentives and the likelihood that the public party can hold up the private party once existing network assets are sunk in the partnership by altering regulatory settings. Whilst the government instigating the PPP may not be inclined to act opportunistically, a successive government facing different political priorities does not face the same incentives. To the extent that the private party can anticipate this risk, it should endeavour to include terms in the initial agreement ensuring that the public party is penalised if such an event occurs (i.e. an automatic right to favourable renegotiation or payment of compensation) so that such opportunism is discouraged and the project benefits from time-consistent alignment of incentives and objectives. Had such provisions been in place in the New Zealand PPPs, costly consequences of regulatory change threatening the completion of the NGN would have been avoided.

    Social media such as SNS, Twitter, and the blogs has been spreading all over the world, and a large number of firms recognize social media as new communication tools for obtaining information on consumer needs and market for developing new goods and services and promoting marketing. In spite of increasing its use in the reality, academic research on whether or how social media contributes to promoting product innovation is not enough yet. This study thus attempts to analyze empirically how social media use enhances product innovation based on the survey data to Japanese firms using statistical method such as ordered probit analysis. This study finds that consumers' cooperation via social media is indispensable for effective social media use of firms. All of three managerial orientations such as prototyping, corporate initiatives, and cooperation with consumers are effective to using social media for innovation. Firms use social media effectively for communicating tools not only outside but also inside the firm. Social media is found to support firms to obtain the market trend, and consumer needs and reputation of existing products, and to promote product innovation.
