    Social innovation plays an important role in addressing societal challenges. We map Digital Social Innovation (DSI) in terms of the international research efforts and investments made in Europe over the last decade. DSI aims to promote innovation and social change based on the network effect: meaning internet connections, web collaborative tools, sharing of open data and a process of bottom-up peer-supported activities and applications). Examples are given on the novel use of information platforms, data from sensor networks and community use of mobile phones. The impact measurement of the DSI initiative at social, economic and environmental level is presented. Our data comes from the EU activities and R&D grants awarded up to 2014. We describe the concept, the context, and the type of investments made by the European Union in this field. The final part of the paper concerns DSI impact evaluation and proposes a methodological framework for assessing specific results in a qualitative and quantitative way.

    Because fourth-generation(4G) mobile communications services are rooted in heterogeneous multibands, a unified managementregime fails toaccommodate spectral heterogeneity. This study examined an adequate regimein the 4G era that maximizes spectrum efficiency. A conjoint analysis was conducted to assert the policy preferences of Taiwan's mobileoperators, including second generation(2G), third generation(3G), andwireless broadband access(WBA) operators. The results of the conjoint analysis indicated that the WBA operators were highly supportive of spectrum usage rights,such as technologyand service neutrality and secondary trading. The 3G-only operators prioritize no granted tender period after license expiration, whereas the 2G incumbents mostly emphasize refarming on their bands. Regulatorsareencouraged tocreate a differentiated spectrum management regime that tailor individual firms' needs and increase their willingnessto efficiently use spectra. First, the WBA operatorsshould be allowed for secondary trading in their underusedspectrum. Second, the 2G and 3G operatorsshould be able to perform refarming. Finally, the recall of the 2G bands should be mandated once the 2G incumbents fail to satisfy the set efficiency criteria to avoid hoarding behaviors. Thus, the differentiated spectrum management regime could neutralize the propagation characteristics of different bands to maximize long-term use efficiency.

    This study presents a case application of a socio-technical framework to assess and predict the development of the Internet of Things (IoT) in Korea. Applying a socio-technical system approach to the IoT, this paper seeks a clear understanding of how the IoT will evolve and stabilize in a smart environment. It investigates the complex interaction between social and technical aspects of the IoT, by highlighting the co-evolution, interaction, and interface, which constitute the next generation network environment. It describes the challenges in designing, deploying, and sustaining the diverse components of the IoT, and provides a snapshot of Korea's current approach to meeting this challenge. Finally, the findings of this study provide insights into these challenges and opportunities, by offering a socio-technical analysis of IoT development. The insights help to conceptualize how the IoT can be designed and situated within human-centered contexts.

In English Language market we can refer authoritative report like OECD (2012) or working papers like Johnson. They are focusing on trading contract or structure of e-book market in U.S.A., U.K., Australia, Canada, etc.. In Japan and maybe some developed European continental countries the assortment of e-book is limited and distributor cannot expand its sales like as England although according to JAGAT (2010) Japanese e-book market ($574 million)was third times as that of the U.S.($169 Million) in 2009.

    The debate on network neutrality over the past decade has evolved (in the academic sphere but not so much in public) to include sophisticated considerations of the welfare enhancing or reducing effects of mandating network neutrality. For example, in a model by Economides and Hermalin (2012) it can be shown mathematically that among what they term the \feasible discrimination schemes," it will be the case that network neutrality is welfare enhancing. Other authors, often by looking at the European market, have argued against ex ante regulation of network neutrality Crocioni (2011) and have pointed out other dangers inherent in the mandating of network neutrality Yoo (2005). The issue is in the public eye and has, at the time of writing, lead to occasional (\Save our Internet!") street protests in various places. Similarly to Bauer and Obar (2014), this paper suggests a mix of policies and interventions might be the most appropriate way of addressing the concerns raised by activists and industry analysts in the discussion of discrimination on the last-mile network. Our preference is for an approach that can be easily understood by consumers; allows for relatively simple welfare and competition enhancing regulation and allows for the greatest possible degree of freedom for service providers to invest and to pursue their commercial interests.

    The traditional mobile industry expresses worries for the future due to converging technologies and new actors. Standards are the foundation for convergence, and have been central in all current subsectors of the mobile industry. However, subsectors have developed different technological knowledge, routines and path dependencies in their standardisation processes and can be understood as different technology trajectories within the same technology paradigm. The research question in this comparative case study is: What are characteristics, differences and similarities of important standardisation processes in the mobile telecommunication ecosystem? The systematic comparison suggests that the technology trajectories 3GPP and ETSI neither are able to spur necessary innovation in the wider ecosystem, nor to ensure satisfying profit. IETF and 3WC spur innovation through an extensive accessibility to standards, but appropriability conditions are challenging. It is private platforms such as Google and Apple that seem handle both aspects: to enable innovation and adoption by making technology elements public through extension markets, and simultaneously ensure profit by keeping technology private. This research contributes by clarifying how the tension between private and public goods is played out in major technology trajectories in the mobile telecommunication sector; especially helpful is the distinction between standard openness and extension markets as different means for making technology public. The four concepts developed for assessing the status of standardization processes can be used for structuring discussions on the issue, and for future analyses of technology innovations in the telecommunication sector.

    The emergence of smart TV device encourages the reconsideration of the customer’s subscription on the pay TV so that the phenomenon of cord-cutting evokes the other dimension of MVPD (Multi-Channel Video Programming Distribution) industry itself. Two major paths to adopt the new platform in MVPD market cover the switching cost and effect for the new platform such as smart TV and restrain the discount price by bundling triple-play which is one provision over a single broadband connection of two bandwidth-intensive services such as high-speed Internet access and television, and the latency-sensitive telephone. The research question over this simultaneous equation model exhibits that rate of customer subscription affects with more attention from demand-pull phenomenon by the high switching cost versus bundling price for multiple play service in behavioral economics way. Behavioral economics can explain the way of consumer’s choice by providing it with more realistic psychological foundations. The hypothesis investigates the incentive mechanism has positive effect from the discount rate by tying the product bundling within MVPD service provision. Shapiro and Varian (1998) examine some of the business strategy implications of switching costs at a lay reader level. The switching cost results in the lock-in effect and takes scale economies of demand side. Farrell and Shapiro (1989) mention that once they are locked in, they can be a substantial source of profit whether it is substation or not. Also customer left the current service due to that cost. The prerequisite for switching cost investigate the product complexity (Gatignon and Robertson, 1992; Klemperer, 1995), heterogeneity of supplier in market (Schmalensee, 1982), the product diversity from the supplier side (Blattberg and Deighton, 1996; Klemperer, 1995; Ram and Jung, 1990), the level of modification in consideration of customer demand (Bhardawaj et al., 1993), the experience of alternatives (Bhattachary et al., 1995), the experience of switching choice (Bhattacharya et al.,1995; Nilssen, 1992), and time limitation of selection pressure or individual characteristic of risk aversion could be the factor to reorganization of switching cost by customer. Previous literature tries to explore the path and find out the factors which effect on the customer's switching behavior.

    In recent years, the preference for purely private funding and ownership of telecommunications networks has given way to a 'new wisdom' that some form of public funding is now necessary if faster and more capacious Next Generation Networks (NGNs) are to be constructed in a timely fashion. The relevant question for policymakers is how that public investment will take place. The preferred approach in most cases appears to be to by way of Public-Private Partnerships (PPPs) where public and private actors collaborate in NGN investment, construction and operation. However, the body of analysis of NGN PPPs to guide policy-makers is scant. This paper addresses the gap by applying the learnings from classic, more mature PPPs (e.g. roading) and applying them to the NGN context. We use a case study of New Zealand's Ultrafast Broadband Initiative PPPs - one of the first nationwide partnerships undertaken - to illustrate the relevance of the insights. We find that NGN PPPs reverse the typical direction of financing and ownership observed in roading PPPs. The bundling of design, financing construction and operation of classic PPPs is 'undone' in NGN PPPs, as financing and asset ownership are separated, increasing the potential for misalignment of incentives and the likelihood that the public party can hold up the private party once existing network assets are sunk in the partnership by altering regulatory settings. Whilst the government instigating the PPP may not be inclined to act opportunistically, a successive government facing different political priorities does not face the same incentives. To the extent that the private party can anticipate this risk, it should endeavour to include terms in the initial agreement ensuring that the public party is penalised if such an event occurs (i.e. an automatic right to favourable renegotiation or payment of compensation) so that such opportunism is discouraged and the project benefits from time-consistent alignment of incentives and objectives. Had such provisions been in place in the New Zealand PPPs, costly consequences of regulatory change threatening the completion of the NGN would have been avoided.

    We analyze firms incentives to bundle and tie in the telecommunications industry. As a first step, we develop a discrete-choice demand model where firms sell products that may combine several services in bundles, and consumers choose assortments of different types of products available from various vendors. Our approach extends standard discrete-choice demand models of differentiated product to allow for both flexible substitution patterns and to map demand for each choice alternative onto the demand for each service or bundle that a firm may sell. We exploit these properties to examine bundling behavior when firms choose: (i) prices, and (ii) which products to sell. Using consumer-level data and survey data from the Portuguese telecommunications industry, we estimate our demand model and identify firm incentives to bundle and tie in this industry. We use the model to perform several policy related conterfactuals and evaluate their impact on prices and product provision.

    Bundling under monopoly tends to increase demand and market efficiency, but likely at the expense of transferring consumers' surplus to firms. Public utilities can use this increase in demand to reduce the monthly fee per consumer. To demonstrate it, I conduct a numerical analysis of the effects of bundling under breakeven price regulation for the Japan Broadcasting Corporation. I estimate the willingness-to-pay for broadcasting services and simulate consumer choices under pure bundling and a-la-carte pricing with breakeven price regulation. Comparing pure bundling and a-la-carte pricing of terrestrial television and satellite television, the increase in demand caused by bundling is very slight due to the strong positive correlation of WTPs. However, compared with a-la-carte pricing, consumer welfare increases by 1.7% with bundling of channels and by 28.2% with bundling of genres.

    In this paper a study of SMS messages in a large US based cellular carrier utilizing both customer reported SMS spam and network Call Detail Records (CDRs) is conducted to develop a comprehensive understanding of SMS spam in order to develop strategies and approaches to detect and control SMS spam activity. The analysis provides insights into content classification of spam campaigns as well as spam characteristics based on sending patterns, tenure and geolocation.

    During the last years, a surge in values related to the New Economy has occurred. This phenomenon is similar to the 2000 Dotcom bubble, even if in those years the value growth was fuelled by other firms and entrepreneurs. What both "bubbles" have in common is that, in both cases, they are based on activities that rely or have need of telecommunication infrastructures. According to economic theory, the value of downstream goods is driven by the value given by individuals to end goods. Because of this, the value of the telecommunications infrastructure should somehow reflect the value of Dotcom services, as telecommunication networks are needed for the production of Dotcom services. This paper explores the relative evolution of telecommunications value in Europe with respect to the Dotcom services during the Dotcom 2000 Bubble and the recent re-surge of the Dotcom sector. In both periods, the value of European telecommunication operators should have followed the increase in value of Dotcom services. However, this was not the case. In order to explain the phenomenon, we consider the evolution of the factors that induce value in the free market (utility, availability) and its interaction with the evolution of telecommunication regulation in Europe.

    This paper will examine legal and marketing implications of certain Internet technological developments impacting competition and consumer protection in cyberspace. The paper will explore to what extent antitrust and consumer protection laws are adequate to deal with the challenges to a competitive marketplace and consumer privacy posed by the development of cyberspace technologies and markets, for example, Internet search engines, social networks and wearable devices. The paper concludes that legal tools for protecting a competitive cyberspace marketplace are fairly robust, while the legal tools to protect consumers from being tracked and profiled by marketers and from the potential intrusions of individual privacy made possible by even more advanced Internet connected sensor and related data-based technologies are still a work in progress. At the same time, the extent of further government regulation in this area must be carefully balanced so as not to unduly restrict data dependent innovation.

    Fixed telephony has long been a fundamentally important market for European telecommunications operators. The liberalisation and the introduction of regulation in the end of the 1990s, however, allowed new entrants to compete with incumbents at the retail level. A rapid price decline and a decline in revenues followed. Increased retail competition eventually led a number of national regulators to deregulate this market. In 2013, however, many European countries (including Switzerland) continued to have partially binding retail price regulation in this market. More than a decade after liberalisation and the introduction of wholesale and retail price regulation, sufficient data is available to empirically measure the success of regulation and assess its continued necessity. This paper develops a market model based on a generalised version of the traditional dominant firm - competitive fringe model allowing for the incumbent a more competitive conduct than that of a dominant firm. A system of simultaneous equations is developed and direct estimation of the incumbent's residual demand function is performed by instrumenting the market price by incumbent-specific cost shifting variables as well as other variables. Unlike earlier papers that assess market power in this market, this paper also adjusts the market model to ensure a sufficient level of cointegration and avoid spurious regression results. This necessitates the introduction of intertemporal effects. While the incumbent's conduct cannot be directly estimated using this framework, the concrete estimates show that its residual demand is inelastic (long run price elasticity of residual demand of -0.12). Such a level of elasticity is shown to be only compatible with a profit maximising incumbent in the case of largely competitive conduct (conduct parameter below 0.12 and therefore close to zero). It is consequently found that the Swiss incumbent acted rather competitively in the fixed telephony retail market in the period under review (2004-2012) and that the (partial) retail price caps in place can no longer be justified on the basis of a lack of competition.

    Under the two broad concepts of net neutrality and IP interconnection, it is not easy to distinguish the paid prioritization and paid peering. The prioritized service may be prohibited under a strict net neutrality rule while the paid peering may be a normal arrangement of commercial interconnection. For better service quality, the paid peering replaces the "best efforts" with "better than best efforts" which fits customers' desire. In fact, prioritized delivery options for content providers may satisfy specialized requirements in much the same ways as CDNs offer higher QoS and delivery guarantees. In many cases, large content providers build their own CDNs that may also act themselves as normal ISPs by offering terms and conditions that seem equivalent to peering arrangements. The paper also discusses the case of Taiwan authority amending rules to "regulate" the IP interconnection in order to balance the market power of existing monopolistic operator. Though the measures of reform stop in the consideration whether the rulemaking is adequate or not, the government should carefully review every step it takes to deal with problems of the entire fixed-network market. In conclusion, the paper argues that governments should defer to commercially driven interconnection arrangements and should still be ready to resolve the disputes that become harmful to consumers.

    This paper offers a baseline for understanding the mobile Internet market in Myanmar before widespread adoption occurs. The purpose of the paper is to explore consumers' initial demand for existing and future mobile services; the behaviour of mobile users and mobile Internet usage in such a greenfield market where mobile phone services are still emerging. The results of this study are aimed to gain insight into the current dynamics that may become more important when mobile networks and services are in place in near future. The results show that communications is the primary motive for both mobile phone users and non-users. Unexpectedly, gaining help in an urgent situation is the most vital motivation for mobile owners in Myanmar. It is surprising to see that social networking services were highly ranked compared to other mobile services available today. Respondents predict that the future services they will be most willing to use include access to community information and healthcare services. Interestingly, the mobile Internet is the most frequently used Internet services in Myanmar. In addition, demographic factors have a significant effect on mobile Internet usage. Lastly, the study contributes some thoughts for future research.

    In W.A. Mozart's opera Così Fan Tutte the protagonists are put through a social experiment to move from a state of innocence to one of experience. The goal is to understand that the idealized characterization of a perfect mate is unrealistic. We must accept the weaknesses of others as well as the setbacks that occur in the real world even though the lessons can be bitter. In this article we use secondary research and logical argumentation to show that the dissemination of personal information through public and private databases as well as social media is gradually educating humanity of the enlightened lessons that Mozart and his librettist Lorenzo da Ponte identified: humans are weak; everyone misbehaves; and we should accept public knowledge of the imperfections of ourselves and others. In the presence of so much information about people, how can society best protect us from potential harm? As we learn more about others through self-disclosed or other means we are noticing that while some people make egregious mistakes, most of us are moving toward a more realistic expectation of human behavior. We thus argue that the European Union directive on "the right to be forgotten" is misguided and unrealistic and suggest instead a series of principles that can protect us from the potentially harmful publication of private information.

    Although it is clear that the evolution of fixed access networks requires the installation of Fiber-to-the-Home (FTTH) to all households, the business case for deploying such networks is very uncertain. It requires significant upfront investment, while not being assured of sufficient timely revenues to cover for it. Although many studies focus on modeling the costs and forecasting the revenues, limited research deals with how both sides can impact the overall business case. This paper compares different deployment strategies used in current FTTH network rollouts, and examines their impact on the overall business case. Deployment strategies are defined as ways to plan the installation of the network and uptake over time, influenced by a variety of situation-dependent characteristics. By studying the different parameters that allow characterizing and grouping ongoing FTTH projects worldwide, we can analyze what drove the choice for the deployment strategy, and how the latter impacts both cost and revenue side of the business case. The paper concludes that deployments driven by demand are less risky and therefore more sustainable. On the other hand, publicly funded or initiated projects obey to different goals than demand and can be unsustainable if they are not able to engage the planned penetration rates.

    This paper analyzes the relationship between the traditional fixed-line, mobile and Voice over IP (VoIP) telephony in the EU. In doing so, it aims at filling the gap in the empirical literature on the substitution patterns between these technologies in a comprehensive way. It relies on demand estimation for fixed-line telephony using a unique data set comprising 25 EU member states for the 2006:Q2 - 2011:Q4 period. Employing instrumental variable approach, demand-side substitution for VoIP as well as mobile telephony services is found to be prevalent. Estimated short-run own- and cross-price elasticities are in the inelastic range, however, in the long run demand is clearly elastic. Hence, our results underpin the Europeans Commission's current decision to lift the ex ante regulation on the fixed-line telephony market.

    The benefits of advanced information and communication services are increasingly dependent on the quality of the available connectivity. This paper examines the factors that influence the quality of fixed and mobile broadband access in OECD countries. Drawing on institutional economics, the study provides an integrated conceptual framework that allows analyzing the interaction of supply, demand, policy, and contextual factors. We explore the drivers of broadband access and quality and potential interdependencies between them. Our focus is on the role of public policy decisions as a determinant of quality and quality upgrades of fixed and mobile access networks. We also find evidence that regulatory interventions such as unbundling or open access provision do have a positive contribution in markets with limited competition. However, the findings also provide evidence that the best policy approach is dependent on the specific context of a country so that no single best practice model emerges from the observations.
