The purpose of this paper is to understand long-term shifts in the level of unemployment in Turkey and to explain why long-term shifts in the level of unemployment is different from other countries. After reviewing the determining unemployment factors and identifying them as the affecting factors, the recent evidences of these factors will be shown and the political results will be discussed.
