    Since the mid 1960s the Netherlands has an immigration surplus, mainly because of manpower recruitment from Turkey and Morocco and because of immigration from the former Dutch colony of Surinam. Immigrant workers have a weak labour market position, which is mainly related to their educational level and language skills. Children and grandchildren of immigrants are expected to have better chances to integrate into Dutch society. Nevertheless, specific policy measures are needed to avoid social exclusion of current immigrant workers.

    In the past decades unemployment in the Netherlands has gone down substantially. The main suspects responsible for this decline are the growth of part-time labor, the reform of the benefit system and wage moderation. Nevertheless, in 2002 the unemployment rate in the Netherlands has increased somewhat. However, since the huge decline in unemployment was due to structural improvements in the functioning of the labor market there is not a lot of reason to worry about the recent rise in unemployment. The current structure of the labor market is a lot 'healthier' than it was in the early 1980s. Therefore, the upward movement of the unemployment rate is bound to be a mild one.

    Intergenerational immigrant integration is central to the economic growth and social development of many countries whose populations comprise a substantial share of the children and grandchildren of immigrants. In addition to basic demographics, relevant economic theories and institutional features are surveyed to assist in understanding these phenomena. Building on this foundation, educational and labor market success across the immigrant generations are reviewed, and then studies on the evolution of social outcomes across those same generations are discussed. Overall, substantial cross-national heterogeneity in outcomes is observed as various sources of immigration interact with distinct national labor markets and educational/social contexts that have diverse approaches to integrating immigrants.

    This paper studies collective contests with endogenous cost sharing, general effort costs and intra-group heterogeneity of prize-valuation. Our objective is to clarify the relationship between cost sharing, intra-group heterogeneity within the competing groups and the elasticity of the marginal cost of effort incurred by the individual contestants. We also wish to stress the significance of intra-group heterogeneity in comparing the performance of cost sharing relative to prize sharing as a means of resolution of the collective action problem faced by the competing groups and present preliminary results for such comparisons. Our main results ascertain that unequal valuations of the contested prize within a group tend to result in a low degree of cost sharing. That is, intra-group heterogeneity prevents the group from establishing strong cost-sharing selective incentives.

Our analysis has two special features. First, apart from the two labour market states - employment and unemployment - we consider a third state - out of the labour force. Second, we study net rather than gross flows, where net refers to the balance of flows between any two labour market states. Distinguishing a third state is important because the labour market flows to and from that state are quantitatively important. Focussing on net flows simplifies the complexity of interactions between the flows and allows us to perform a dynamic analysis in a structural vector-autoregression framework. We find that a shock to the net flow from unemployment to employment drive the unemployment rate and the participation rate in opposite directions while a shock to the net flow from not in the labour force to unemployment drives the rates in the same direction.
