First, even in the absence of repeated interaction, direct contact or communication, free-riding among alliance members is far less pronounced than what would be expected from non-cooperative theory. Second, this possible solidarity among "brothers in arms" when fighting against an outside enemy may rapidly deteriorate or disappear as soon as the outside enemy disappears. Third, when fighting an outside enemy, "brothers in arms" may already anticipate future internal conflict about dividing the spoils of winning; however, this subsequent internal conflict does not discourage alliance members from expending much effort in the contest against the external enemy. -- alliance ; conflict ; contest ; free-riding ; hold-up problem ; solidarity

Selbst ohne wiederholte Interaktion, direkten Kontakt oder Kommunikation zwischen den Teilnehmern ist das "Trittbrettfahren" der Mitglieder der Allianz viel weniger stark ausgeprägt, als es die nicht-kooperative Theorie erwarten lassen würde. Diese Solidarität zwischen den "Kampfgefährten", die im Wettbewerb mit einem Außenstehenden zu beobachten ist, nimmt jedoch rapide ab, sobald der Gegner verschwunden ist. Im Kampf mit dem externen Gegner können die "Kampfgefährten" bereits damit rechnen, dass es zu einem internen Konflikt über die Aufteilung der Kriegsbeute kommen wird; dieser folgende interne Verteilungskonflikt hält die Mitglieder der Allianz jedoch nicht davon ab, einen hohen Einsatz im Kampf mit dem externen Gegner zu leisten.

    Considering several main types of dynamic contests (the race, the tug-of-war, elimination contests and iterated incumbency fights) we identify a common pattern: the discouragement effect. This effect explains why the sum of rentseeking efforts often falls considerably short of the prize that is at stake. It may cause violent conflict in early rounds, but may also lead to long periods of peaceful interaction. Unter Berücksichtigung verschiedener Haupttypen dynamischer Wettbewerbe (das Wettrennen, das Tauziehen, Ausscheidungskämpfe und wiederholte Kämpfe um Amtszeiten) identifizieren die Autoren ein gemeinsames Muster: den Entmutigungseffekt. Dieser Effekt erklärt, wieso die Rent-seeking-Bemühungen in Summe oft deutlich nicht an den auf dem Spiel stehenden Preis heranreichen. Der Effekt kann heftige Kämpfe in den ersten Runden des Wettbewerbs auslösen, aber auch zu langen Perioden friedlichen Zusammenspiels führen.

    Countries differ in their governmental architectures and in the rules that describe the allocation of tasks, rights and duties across the various levels of government. In this paper, we present a short and selective survey of the development of the theory of optimal allocation of rights and duties along the vertical dimension in federations. We thereby first discuss the multiple trade-offs brought forward in the literature; these make that an ideal allocation of actual tasks across levels of government may be difficult, if not impossible, to attain. Then we turn to the consequences of a sub-optimal allocation of tasks and discuss spillover effects, strategic interactions between jurisdictions and intergovernmental competition. Throughout the review, we highlight paths in need of further research such that, in time, we will have a more solid ground for policy advice. Staaten unterscheiden sich hinsichtlich ihres Regierungsaufbaus und ihren Verteilungsregeln von Aufgaben, Rechten und Pflichten über die verschiedenen Regierungsebenen hinweg. In diesem Artikel stellen wir eine kurze und selektive Übersicht über die Entwicklung der Theorie der optimalen Allokation von Rechten und Pflichten entlang der vertikalen Dimension in Staatenbünden vor. Wir diskutieren dabei zuerst die vielfachen, in der Literatur beschriebenen, Trade-offs. Diese führen dazu, dass eine ideale Verteilung der tatsächlichen Aufgaben schwierig, wenn nicht unmöglich zu erzielen ist. Als nächstes wenden wir uns den Konsequenzen der sub-optimalen Aufgabenverteilung zu und diskutieren externe Effekte, strategische Interaktionen zwischen den verschiedenen Gebietskörperschaften und zwischenstaatlichen Wettbewerb. Im gesamten Überblicksartikel stellen wir mögliche Pfade für notwendige weitere Forschung heraus, mit der für die Zukunft eine solide Grundlage für Politikberatung gelegt werden kann.

    This paper develops a competition theory framework that evaluates an important aspect of the OECD's Harmful Tax Practices Initiative against tax havens. We show that the sequential nature of the process is harmful and more costly than a "big bang" multilateral agreement. The sequentiality may even prevent the process from being completed successfully. Closing down a subset of tax havens reduces competition among the havens that remain active. This makes their "tax haven business" more profitable and shifts a larger share of rents to these remaining tax havens, making them more reluctant to give up their "tax haven business". Moreover, the outcome of this process, reducing the number of tax havens, but not eliminating them altogether, may reduce welfare in the OECD. -- tax haven ; harmful tax practices ; bidding for haven inactivation

    We study the role of information exchange through alliances in a framework with contestants who have binding budget limits and know their own budget limit but are incompletely informed about other contestants' budget limits. First, we solve for the Bayesian Nash equilibrium. Then we consider the role of information exchange through alliances. Contestants learn the budget limits of all players who are within the same alliance, and then decide independently about their own contest efforts. This type of alliance formation is beneficial for alliance members and neutral for players who do not belong to the alliance. Also, a merger between alliances is beneficial for their members. Such effort is called inverse campaigning. The inverse campaigning equilibria are described for the case where the two parties can simultaneously reveal information publicly to uninformed voters. Inverse campaigning dissipates the parties' rents and causes some inefficiency in expectation. Inverse campaigning also influences policy design. Successful policy proposals hurt small groups of voters who lose much and do not benefit small groups of voters who win much.

    We study the equilibrium effects of mergers between firms with brand portfolios and brand loyal customers for pricing and profitability. We find that the "merger paradox" (Salant, Switzer and Reynolds 1983) is absent in these markets. The acquisition of brand portfolios can be profit enhancing for the merging firms and payoff neutral for the firms not involved in the merger. This may explain the emergence of brand conglomerates such as Richemont, PPR or LVMH. -- Brand portfolios ; merger profitability ; customer loyalty Wir untersuchen die Gleichgewichtseffekte von Fusionen, zwischen Firmen mit Marken-Portfolios und markenloyalen Kunden, im Hinblick auf Preisbildung und Rentabilität. Wir können dabei feststellen, dass das "merger paradox" (Salant, Switzer und Reynolds 1983) in diesen Märkten fehlt. Die Akquisition von Marken-Portfolios kann für die fusionierenden Firmen Gewinn steigernd und auszahlungsneutral für die nicht an der Fusion beteiligten Firmen sein. Dies könnte die Entstehung von Marken-Konglomeraten wie Richemont, PPR oder LVMH erklären.
