Nesta investigação pretende-se verificar o funcionamento da imagem através do conceito ‘pictorial turn’ em três dos mais recentes livros da autora, a saber, “As Longas Tardes de Chuva em Nova Orleães” (2013), “Neverness” (2015) e “Karen” (2016) tendo como objectivo pôr em evidência como a visualidade representa, para a autora, um verdadeiro mecanismo de reactivação e transformação da memória em limiar do visível. A leitura crítica proposta, à luz da perspectiva de abordagem seguida, leva à consideração de uma Teoria do Autor pereiriano, nesta obra definida como Teoria del terzo incomodo.

    The population projections elaborated in this work sought to fulfi ll the objective of producing quantitative inputs that help in the analysis and simulations of the macroeconomic impacts of different proposals for reforming the social security system in Brazil. Hence the need to consider, in these projections, the period from 2010 to 2100, a longer time limit than is normally used in exercises of this nature. Furthermore, the variables sex and age groups were considered for fi ve years, in order to obtain the structure and composition of the Brazilian population in the medium and long term, and thus verify the demographic impact on the social security system. It is known that projection exercises involve complex tasks, mainly because human populations are very dynamic and their dynamism is affected by conjunctural effects that are often not foreseen in the projections. However, it is possible to obtain very reasonable population projections with the elaboration of coherent hypotheses and with the application of techniques and the use of appropriate data. The offi cial population projections carried out by the Brazilian Institute of Geography and Statistics (IBGE) were taken as a reference base for the development of the exercise presented here, as they are recognized, notably, for the methodological rigor applied. Population projections for Brazil were prepared considering three distinct scenarios: IBGE/Ipea scenario, population shock scenario and constant fertility scenario. In each of these scenarios, specifi c hypotheses were adopted and their own techniques were applied. This resulted in three possible population projections that differed in terms of composition by sex and age groups and that could have different effects on the social security system.

Non causality and non fundamentalness are econometric problems that are specially relevant in fiscal studies, as they are relate to fiscal foresight, a natural phenomenon in fiscal studies. Fiscal foresight is the ability, by market participants, to forecast and preview government expenditures before they effectively happen. This happens because of the legal bureaucracy that commands fiscal expenditures and tax collection. The present paper fulfills part of this gap by presenting and discussing those issues and by treating such a problem reported in Brazilian data. We estimate a non causal VAR with Brazilian typical data and compare its forecasts to a regular causal VAR, using the same data found to be non-fundamental by Vonbun and Lima (2020). The results suggest that expectations may have a role in the determination of the effects fiscal policy, as the non causal VAR has shown substantially better predictive ability than the regular causal VAR for that dataset.

    This study investigates the potential and effective remote work in Brazil in 2020. Using information from the Continuous PNAD and methodology developed in the international literature and adapted for the country, the potential of occupations that can be carried out remotely is estimated. Added to this, based on the PNAD Covid-19 for different months, a portrait of the profile of the person effectively exercising their labor activity is constructed remotely due to the covid-19 pandemic in Brazil. Furthermore, a model is estimated identifying the main components correlated to home office. The results show that although about a fifth of the workers are in occupations that can be performed remotely, just over 10% actually worked remotely. Finally, the study points out that education is the individual variable most correlated with the probability of remote work in the country.

    This study aims to present microsimulations of the future of non-contributory social transfers in Brazil, discussing trade-offs of benefit designs, estimating costs and impacts on poverty and inequality and assessing operational and budgetary issues. We simulate the adoption of three different non-contributory benefit models: a targeted model, paid to the poorest; a universal model, paid indistinctly to all Brazilians; and a hybrid model, combining a universal child benefit with a targeted benefit paid to adults. Each of these models are simulated under three budgetary scenarios: BRL 58 billion a year, BRL 120 billion a year and BRL 180 billion a year. In all nine model/budget combinations, there is a substantial increase in the coverage, compared to the coverage currently observed for the Bolsa Familia Programme. Our simulations suggest the models that are strongly progressive (the targeted and the hybrid models) are more efficient to reduce poverty and inequality than universal transfers. The hybrid model presents results close to those estimated for the targeted model and has the advantage of providing coverage to a public that is frequently at risk of poverty (children and adolescents). This study also assesses the operational issues that would need to be faced to increase the coverage, vis-à-vis the Bolsa Família Programme, as well as the difficulties to finance this expansion from a budgetary perspective, even in our lowest budgetary scenario. More generous budgetary scenarios could be financed through the creation of a modern Value-Added Tax (VAT), such as proposed by the Tax Reform in exam by the Congress, and occasional increase in effective tax rates of the income tax paid by the rich.

    This paper investigates the price elasticity of Brazilian residential electricity demand for 2012-2016. The estimations use random and fixed effects panel data and impulse response function in a VAR/VECM model for time series analysis. Furthermore, we analyze the consumers in two categories, Low Income consumer and B1 consumer (household electricity average consumer). The most relevant contribution of this research is the analysis of the different kinds of consumers and the impact of change in electric power prices on these consumers. The results of the panel estimation are lower than the unity and have a negative relation on the consumption for positive changes in prices. The results show that, for the average consumer, the response of price change is less relevant than to lower income consumers. In the impulse response function, we can see the lower income consumers respond faster than the average consumers. Moreover in impulse response function, for electricity price change the response is more drastically negative. We can infer from these results, that the impact of a price change in elasticity is more sensitive in consumers that have a lower income and lower electricity consumption. However, an average consumer, which has a higher electricity demand, the relation between changes in prices and changes in consumption is more inelastic. This occurs, we suppose, because electricity is a most necessary good and also a smaller share of the consumption basket for the average consumer. The study also presents an estimate for the income elasticity of demand for electricity in Brazil, which, although it does not differentiate consumers by income brackets, shows a positive, inelastic relationship with a high correlation between the wages of families and their consumption of energy, which can be used for the formulation and evaluation of sectoral policies.

    This study investigates recent changes in the Benefício de Prestação Continuada (BPC) policy and discusses its advances and limitations in guaranteeing and promoting rights. In addition to briefly analyzing the trajectory of changes in the BPC eligibility criteria between 1996 and 2016, the work focuses on initiatives to modernize the management of BPC, such as mandatory registration in CadÚnico, INSS Digital implantation, and new procedures for revising and updating beneficiary registration. The study also discusses the changes resulting from Law no 13.982/2020, approved by the National Congress at the beginning of the Covid-19 pandemic, as well as new administrative and regulatory measures presented by the Executive Power in the context of the pandemic public policy response. Finally, the authors point to the need for a balance between strategies for policy improving, increasing state efficiency and guaranteeing the BPC’s primary function of offering protection to a population in a situation of great vulnerability.

    Technical assistance as a support tool and source of information for rural producers has undergone several transformations over the years. After brief attempts to introduce the service, ATER gained strength in the period of agricultural technification in the 1960s. Agricultural credit provided resources for producers to introduce the technological package to crops, which was disseminated through technical assistance among agricultural establishments. Some decades passed after the creation, and even dismantling, of the main institutions and entities in the sector, but technical assistance remains an indispensable service to improve the performance of the productive activity, in addition to the possibility of reducing costs and increasing profitability. Furthermore, the role of extension workers is essential to collaborate with social issues in the field, such as productive organization, associations, among others. Despite the proven importance, only 20% of Brazilian agricultural establishments have some type of technical guidance in the 2017 Agricultural Census. The public ATER, which has great capillarity throughout Brazil and qualified human capital, showed a reduction in performance among the 2006 Agricultural Census and 2017. In opposite, other sources of technical guidance have shown significant growth, such as self-orientation and cooperatives. The greater use of other sources is welcome, mainly due to the specificities of each region and the type of agriculture practiced, however many establishments, mainly in the North and Northeast of Brazil, do not have the resources and scale to hire their own employees or in the region there is no culture cooperatives, which prevents the production of many small establishments.

    The uncertainties and economic effects after the outbreak of Covid-19 raised major concerns about the business conditions of the Brazilian automotive sector. This study contributes to this debate in course and analyzes the demand and supply of automobiles and light commercial vehicles in the Brazilian conjuncture, preceding the pandemic crisis, and then points out how this type of productive activity would react to unexpected shocks in the initial period of the outbreak of Covid-19 in the country. To accomplish this tasks, we applied a vector auto-regressive (VAR) model with functions of impulse response and decomposition of the variance of the forecast errors. The main findings suggest that credit, income, price and tax influence the business conditions of the sector in the short term. Nevertheless, the fluctuations generated by demand or supply shocks are momentary and the sector typically returns to a stationary trend over a period of five months. In this variant, the analysis suggests that the automotive activity has a capacity for quick recovery for the trend even in the face of an eventual adverse shock of the business cycle such as that of the pandemic period of Covid-19. This convergence time can be shortened by credit and tax reduction policies, as well as the new automation and electrification technologies in the automotive industry.

    A flor de cuerpo reúne ensayos sobre las representaciones del género y de las disidencias sexo-genéricas en Latinoamérica en el campo cultural (literatura, cine, cómic, teatro, música, fanzines, artes y artivismos) y los movimientos sociales. Pretende hacerse desde el Sur y para el Sur, a la vez que alimenta los también necesarios diálogos Sur-Norte y Norte-Sur. Las investigaciones abordan el trabajo de artistas y activistas latinoamericanxs queer, feministas y/o antirracistas como una comunidad transnacional y heterogénea. El libro, con un enfoque interseccional, pretende visibilizar las condiciones concretas en las que viven las mujeres y la disidencia sexo-genérica en Latinoamérica, discutir sus múltiples estrategias de resistencia y sus contradiscursos para eludir los mecanismos de opresión específicos de la región, resultantes de una mezcla de fuerzas allí presentes: el efecto prolongado de la colonialidad (del poder, del saber y del género) y el racismo subyacente, estructuras patriarcales locales, antiguas o inventadas, o aun las diversas mezclas culturales que, a lo largo del tiempo, produjeron dinámicas propias irrepetibles en otras partes del mundo.     This paper assesses the Brazilian National Defense Policy considering the objectives established by the National Defense Policy (PDN), the National Defense Strategy (END) and the National Defense White Paper (LBDN). It seeks to clarify whether the goals listed in such documents have been achieved, especially with regard to technological autonomy and the strengthening of the Industrial Defense Base (IDB) in Brazil. To this end, we analyzed the sector's budget allocation as provided by the 2016-2019 Pluriannual Plan (PPA), relating actions, objectives and targets to the Ministry of Defense (MD) Strategic Programs. It is concluded that, despite the adverse economic situation registered in the country over the period, there was a growth in investments in projects with relatively high technological content. However, the research also showed that the same trend did not occur in areas equally important for National Defense, such as the nuclear and space sectors.

    In this study we examine how the use of private and public transport has changed since the early 2000s in Brazilian cities. We analyzed data on the changing patterns of consumption of transportation goods and services by Brazilian families over the last 20 years. We also analyzed how urban transportation costs, the demand for public transport, and the country's vehicle fl eet have evolved in that period. All the analyses conducted pointed to a gradual and persistent trend of households moving away from public transportation towards individual modes of transport, mainly among the middle and lower classes in medium and small cities. These changing patterns caused a continuous deterioration of mobility conditions in Brazilian cities, signifi cantly increasing the time people tend to spend in traffi c. Furthermore, we demonstrate how people are unequally affected by poor mobility conditions according to their socioeconomic status, gender, and color. Finally, we show how the economic and public health crisis generated by the Covid-19 pandemic has had a profound impact on urban mobility patterns, causing a sharp decline in the numbers of daily public transport passengers across the country. Those fi ndings indicate that the Covid-19 pandemic will likely deepen the vicious cycle of passenger loss and increasing public transport fares, thus accelerating the historical trend of modal shifts from public transportation to individual modes of transport in Brazilian cities. At the end of the study we point to a few urban and transport policies that could help mitigate this trend.
