    The reform process in the energy sector in Organisation for Economic Co-operation and Development (OECD) and in emerging countries started in the 1990s, aimed at reducing the role of the state as a shareholder, but not in its function as coordinator, regulator and planner. Also, it should be stressed that the transition to a low carbon economy in the 21th century has enlarged the state's agenda, in particular towards reaching the Sustainable Development Goals (SDG) 7: Acessible and clean energy. The state remains an important actor in the energy sector, in the search for energy security, efficiency and sustainability. As a first step, this study attempts at defining the rationality, the participation and the diversity associated with the state in the energy sector, at the same time suggesting the beneficial effects of the state-private sector partnership. In a second instance, the PMR OECD database is analysed for the energy sector, in the light of the reforms and governance structures for selected countries, at the same time establishing a parallel with Brazil's performance in terms of state ownership, regulatory aspects and liberalization degree.

    The last three decades have witnessed important changes in transportation, communication and data processing, with effects over productive processes, trade flows and the international movement of capital. From the viewpoint of developing economies this led to the recommendation of adhering to this process as a tool to foster economic and social development. As for the Brazilian economy, its participation in the process of globalization has been limited so far, except for the movement of capital. Its share in total merchandise trade is low, as is the number of preferential trade agreements. It has not been possible to reduce the 'economic distance' towards the high-income economies.

    Except for Brazil, Latin American countries considerably expanded their bilateral investment treaties (BITs) networks during the 1990s in an attempt to expand FDI inflows. Although the theory on the subject predicts a positive relationship between the inflow of FDI and the conclusion of these agreements, the empirical literature is not conclusive about what impacts TBIs have on FDI, making uncertain the effects that these agreements have had on investment decisions in the region. This article contributes to the literature by analyzing the extent to which these agreements have contributed to the volume of greenfield FDI in Latin American countries. A gravitational model has been estimated for this purpose and the results indicate that for Latin American countries TBIs have no statistically significant effect on FDI. The size of economies, economic growth, trade openness, the similarity in return on capital has explained why this type of FDI has been directed to countries in the region. It was also evident that countries with better regulatory quality attract more FDI. Countries that have ratified most TBI have responded to some claims in arbitration courts have their investment flows reduced. Finally, taking into account sectoral fixed effects, the estimation of the gravitational model suggested that TBIs have no positive effect on investments in the industrial, services and natural resource extraction sectors.

    This paper aims to investigate earnings losses of workers who become unemployed in Brazil, comparing the results for different stages of the business cycle. Estimates using longitudinal data from the continuous PNAD for the period between 2012 and 2017 show that workers who transited from employment to unemployment and were reemployed during a period of strong labor market conditions experienced small and usually non-signifi cant earnings declines. However, earnings losses are estimated between 10% and 15% for those who became unemployed and were able to fi nd a new job under weak labor market conditions. Part of this reduction seems to be due to the workers fl ow to jobs in the informal sector, which is higher during periods of high unemployment rates compared to times of better labor market conditions.

    This paper results from the project "Brazil's external agenda for Africa: evaluations and proposals", within which we analyze Brazil's performance in the international investment facilitation and protection regime, in order to take stock of the effects of the new Agreement of Cooperation and Investment Facilitation (ACFI) for Brazilian investments in Angola and Mozambique. We present the historical context of the emergence of bilateral investment treaties; the growing criticism of a political, economic and social nature about the effects of the treaties on public policies of the signatory countries, as well as the current context of reforms of the agreement models, in which the Brazilian ACFI is placed; the insertion of African countries in the international investment regime, with their domestic, bilateral and regional legislative framework to facilitate and protect foreign investment; and, finally, we provide an overview of public policies relevant to foreign investment in Angola and Mozambique, showing a comparative chart of the ACFI signed with Brazil and the other bilateral investment treaties in force in each of these countries.

    This article discusses which may be the trajectory of the Brazilian economy over the 2020s, particularly in the transition from the current period when there is idle capacity in the economy to a period when the growth of supply capacity may again be crucial for growth. From the context created by the recession of 2020 caused by the coronavirus pandemic - which resulted in the expansion of the output gap - and a discussion of the limitations that will condition the future performance of the economy, we show the scenario outlined, explaining its logic, the determinants and the assumptions. That said, we explain why the pattern of potential GDP recovery expected in the coming years differs from that seen on previous occasions. The fi gures suggest that Brazil will have a modest expansion of potential GDP at the beginning of the projection, however, that the growth of the variable can be accelerated gradually with the gradual increase in the investment rate and productivity growth. Despite the low potential GDP initial growth, the degree of idleness would allow an average GDP growth of around 2.5% pa between the base year of 2021 and the end of the decade - considering the scenario proposed in the article. In this scenario, the country would reach the end of the decade with an investment rate of more than 22% of GDP. Thus, if the country manages to face the challenges of fi scal consolidation and the implementation of reforms that improve productivity and attract private investment, the prospects for the decade would be very promising, after the extremely negative decade of 2010/2020.

    Collective production organizations (cooperatives and associations) can bargain for better prices and lower costs, which increases net revenue, on the one hand, and facilitates the adoption of technologies, on the other. This study seeks to evaluate the impact of family production in Brazil and its relationship with the productive structure. As a hypothesis, it is believed that collective production organizations (cooperatives or producers' associations) contribute to the growth of smaller agricultural production and to the more efficient use of resources. Therefore, first, a production function was estimated, using the local spatial stochastic frontier model, to assess the productive dynamics and the institutional presence of cooperatives and associations in Brazilian municipalities. Then, the sources of technical efficiency of the smaller production were measured. Based on the 2017 Agricultural Census, it was found that the regional percentage of family farming production in cooperatives and associations has a positive effect on the gross value of production and on local development. The results showed that the municipalities in the Northeast have lower technical efficiency than those in the South, Southeast and Midwest. This conclusion is related to the institutional environment, which in the South can promote policies with greater local integration (bottom-up) and which in the Northeast depends on more centralized actions, with low insertion of local institutions (top-down). Variables such as education, technical orientation and precipitation contributed to efficiency gains. Therefore, the promotion of collective arrangements and the inclusion of local institutions are a relevant regional development instrument in the context of productive growth, which in turn increases the technical efficiency of small-scale agricultural production in Brazil.

    This paper analyzes regional impacts of different policies choices on the long-run trend, especially in the Northeast. Simulations, in the four different scenarios, ranges from 2015-2030, using the International Futures (IFs) model. This model encompasses a huge number of historical data for 186 countries. Thus, it is possible to simulate global change and the impact of policies changes in different countries. Themain results are the following. 1)There was a clear problem in terms of gross domestic product (GDP) growth for Brazil and Latin America, both were the regions with the lowest rate of GDP per capita growth and Brazil had an even lower growth than Latin America. 2) Productivity shock might have an impact in the Brazilian growth, comparing to the scenario base the rate of GDP per capita goes from 0.61 to 1.24. As one combines productivity shocks with inequality reduction, the Brazilian growth rate goes to 1.42. 3) In regional terms, even if Northeast still grows at a higher rate than National GDP, there is not significant change in the dynamics of convergence, even if the most favorable, the beta-convergence coefficient keeps at the same low level of 0,06. None of the Northeast states are able to reach 75% of the National GDP at the end of 2030. 4) In both scenarios that deals with inequality reduction, poverty rate is substantially reduced, however none of the Northeast states is able to vanish poverty in 2030. 5) Decomposing the poverty reduction, one can show that GDP growth explains 35% in the Northeast, while inequality reduction is responsible for 56%. In short, the results show that productivity shocks and reduction in income inequality without any regional bias is not able to reduce regional inequalities in the 2030, before the pandemic crises.

    With a time frame that covers the period after the Federal Constitution of 1988 promulgation, this text describes, analyzes and compares the main attributions reserved to the state governments in the field of education, health and social assistance policies. In addition, it addresses the way in which states have in fact acted on the three policies over this period. The states maintained relevant roles in the provision of services, took charge of co-financing and were asked to respond for technical support so that the municipalities could structure their own offer in basic services, although with significant variation in the way they have actually assumed them. For various reasons, even arising from legacy implementation and political priorities of each entity, it was observed that this variation is greater in aspects whose regulation is less effective, such as in social assistance – in which there are no constitutional minimums of budgetary application – which makes it more dependent on the political priorities of each elected government. In any case, we believe that the current rules do not prevent states from making a difference in the results of the policy, which, however, does not mean that they are managing to induce them to carry out the responsibilities that have been reserved for them, so that the commitment of these agents remains a challenge to be carried out by the respective arrangements.

    The paper discusses the use of indicators, constructed with data from North American industrial sectors, and their application in the discussion of public policies, especially in competition policy, and to a lesser extent, in foreign trade policy. The premise is that the structure of domestic competition, manifested in concentration indices such as CR4 and HHI, affects the profit margin of economic sectors, reflecting in the markup, for example, prices in excess to costs (PCM), the variable to be explained. The higher concentration would lead to higher profits. Other indicators would have the ability to negatively affect the domestic profit margin, among which stands out the penetration of imports and the level of investment. The paper proposes a preliminary empirical exercise, based on recent literature that has been evaluating the increase in profits, sectoral concentration and globalization processes (investment, foreign trade) in the contemporary economy. The results lead to some empirical regularities, with some methodological limitations, such as the use of weak instruments. The fundamental objective is to indicate possible methodologies and discussions for replication in the Brazilian case.

    Os textos produzidos na denominada América Portuguesa (1500-1822) abrangem os mais variados campos das letras ocidentais – lírica, épica, dramaturgia, historiografia, epistolografia, parenética, lexicografia, etc. – e seguem um modelo retórico-poético e teológico-político comum, próprio das Letras do Ancien Régime. Manuscritos e impressos escritos em várias línguas (português, principalmente, mas também em latim, castelhano, francês, italiano, tupi-guarani, língua geral, etc.), por um número de autores considerável (Pero Vaz de Caminha, José de Anchieta, Antônio Vieira, Francisco Manuel de Melo, Gregório de Matos, Manoel Botelho de Oliveira, Sebastião da Rocha Pita, Basílio da Gama, Antônio da Costa Peixoto, Francisco Alves de Sousa, etc.), corriam com avidez entre os leitores. São justamente esses textos, esses autores e esses leitores os que conformam o sistema cultural das Letras na América Portuguesa. A historiografia brasileira, portuguesa e inclusive internacional tem se debruçado há já vários decênios no estudo dos Estados do Brasil e do Maranhão e Grão-Pará, tanto de um ponto de vista micro-histórico como macro-histórico, salientando-se nos últimos tempos a sua relação com o resto do mundo, no âmbito próprio da global history. Nos últimos decênios, ao mesmo tempo, a literatura vem perdendo, paulatinamente, o seu poder de conhecimento legitimador das elites culturais de uma nação. Esse esquecido «Parnaso Brasileiro» mantinha, no entanto, um fluido diálogo cultural com Lisboa assim como com outras cidades europeias, diálogo esse que os processos de formação das literaturas exclusivamente nacionais, brasileira e/ou portuguesa, vieram apagar ou até mesmo ignorar.

    En este artículo la autora analiza la virtud de la paciencia en la carta de Santiago, a la luz de la pandemia del Covid19. Encuentra dos términos griegos diferentes y con connotaciones diferentes. Uno de ellos (en su forma nominal, ypomonē, y verbal ypomoneō) entiende la paciencia como una actitud de aguantar, resistir, perseverar en situaciones de sufrimiento; el otro término (makrothymía y makrothymeō) alude a una actitud sabia de no desesperarse, de ser paciente, frente a una realidad en la cual no se puede hacer nada. La autora introduce y concluye la realidad de la pandemia en América Latina, y los criterios que se pueden aplicar a partir del análisis de la paciencia en Santiago. Antes de entrar en el análisis mencionado, la autora escribe sobre la situación de las comunidades de Santiago, a las cuales se les aconseja, entre otras cosas a tener paciencia. In this article the author discusses the virtue of patience on James’s letter, in the light of the Covid19 pandemic. She finds two different Greek terms with different connotations. One of them (in its nominal form, ypomonē and its verbal form ypomoneō) understands patience as an attitude of enduring, resisting, persevering in situations of suffering; the other term (makrothymiaand makrothymē) alludes to a wise attitude of not despairing, of being patient, in the face of a reality in which nothing can be done. The author introduces and concludes her article about the reality of the pandemic in Latin America and the criteria that can be applied from the analysis of patience on James. Before analyzing the patience, the author writes about the situation of the communities of James, who are advised, among other things, to be patient.
