    As transnational extractivism, neo-fascist politics, and economies of abandonment and disposability expand around the world, can we facilitate situated practices of storytelling and worldmaking that enliven futures propelled by the forces of indignation, desire, and relationality? Despite Dispossession: An Activity Book extends an invitation to restore and reinvent bonds of reciprocity with the land, humans, and non-humans, while envisioning transformative and shared horizons. This collaborative endeavor takes as its point of departure the contested realities and public struggles of the dispossessed. Bringing together seven site-sensitive engagements, the contributors develop their artistic works, as well as speculative tools and activities, to conjure worlds to come in the ruins of dispossession. The result is a combination of subtle theoretical reflection, pluriversal modes of inquiry, and unruly epistemic intervention. Drawing its inspiration from decolonizing methodologies, Black aesthetics, and epistemologies of the South, the project gathers these influences for a novel experiment that demonstrates how arts-based researchers confront dispossession through itinerant practices of resistance.

    Abstract: This article aims to analyze the work 'Mal-entendido em Moscou' ('Misunderstanding in Moscow'), by Simone de Beauvoir from to specific themes: the aging and the finitude. The book tells the story of André and Nicole, two retired professors who feel the weight of aging and travel to the USSR for the second time in their life. Thus, a series of misunderstandings start taking place: the lack of communication, the fear of aging, a long-standing love, the assumption of female identity, their political expectations and the difference between the characters’ comprehension of the world itself. In this text, I address these divergences, especially the impact of aging and the realization of finiteness by the main character and how these matters of uneasiness reverberate in all of us as well. The article is subdivided as follows; first it deals in general with the relationship between philosophy and literature in Beauvoir's production; the following presents the plot of the work, highlighting

    Between 2007 and 2018, federal agencies in Brazil confiscated around 1,300 cargoes of smuggled or counterfeit pesticides. These products are often described by industry bodies as more toxic than those legally traded or as ineffective against pests, but there is little information about this type of crime. This article presents a profile of this type of crime in Brazil, based on a dataset with 3,690 observations, drawn from information about confiscated pesticides in forensic reports from the Brazilian Federal Police. Based on evidence from this dataset, this article concludes that: the volume of pesticide smuggling is probably small when compared to the volume of pesticides consumed in Brazil; there is no evidence that smuggled products are more toxic than those traded in the legal market, although they may be of greater environmental risk; smuggled goods are rarely counterfeit; smuggling is caused by price differences rather than bans on the use of certain active ingredients; pesticides in unlabelled packings are more toxic than those in labelled packings; the main origin of smuggled pesticides is China, which commonly enter into Brazil through Paraguay and Uruguay; confiscations tend to grow in periods of pre-planting or planting; there is some evidence that organized groups are involved with this type of crime, but it is mainly conducted by petty smugglers. In summary, evidence indicates that pesticide smuggling does not bring substantial additional risks to public health, occupational health or the environment, besides those already observed in products bought in the legal pesticide market. Although smuggling must be repressed, this topic may be mainly of symbolic importance. In a context in which various actors within and outside the state mobilize in favour of greater restrictions on pesticides and higher levels of taxation on this sector, emphasising the potential negative consequences of smuggling contributes to associate the sector to a responsible behaviour and to expand their networks with government officials.

    Policies aimed at favoring the attraction of FDI have been gaining strength on the agenda of national governments, largely supported by the so-called Investment Promotion Agencies (APIs). The purpose of this Discussion paper is to analyze the list of instruments adopted by such agencies. The methodology used in this research is based on bibliographic research, documentary research and analysis of secondary data. Based on the present study, it is possible to state that the range of mechanisms adopted by the APIs are not restricted to services that occur during the stages of definition and establishment of FDI projects, such as promoting visits to the place where the investment will take place and the promotion of working meetings with local stakeholders. This range also includes the provision of additional assistance, already after the implementation of MNCs in that location, in order to favor the decisions of expansions and reinvest ments made by such companies, such as the availability of a database of local suppliers and ombudsman services. This study also indicates the importance of APIs engaging in the creation and permanent review of strategic planning. Such document assumes the function of subsidizing the elaboration of the instruments of attraction and retention of FDI to be adopted by the Agencies. In addition, this Text for Discussion indicates the importance of the process of evaluating the policies practiced by the APIs, with a view to ascertaining the effectiveness of these policies, in addition to indicating the need for any adjustments, changes in priorities, as well as the range of instruments used.

    The present work presents an analysis of rural education compared to the urban education to support the formulation of educational policies for the rural areas. This area suffered for many years with the absence of specific educational policies, especially since the 1960s, when agricultural modernization took place in the countryside. Despite some policies implemented over the years, mainly in the 2000s, the differentials are still striking between the two realities. For the analysis of education in the area, the most recent data from the School Census, National Household Sample Survey (PNAD) and Demographic Census were used. The work begins with a discussion on development and educational public policies in rural areas, followed by a brief history of education in the Brazilian field. The following sections present socioeconomic information on the rural population, considering income and education, the profile of Brazilian basic education and the results of the Basic Education Assessment System (Saeb), with a focus on rural results.

    This paper describes changes that occurred in the Brazilian tertiary education system considering information from household surveys and from administrative data collected by the Ministry of Education. A movement toward democratizing access occurred especially in public universities and in the period 2005-2015. As a result, a higher share of government investment in public universities has reached socially worse-off strata, and the public investments in tertiary education no longer contribute to increase income inequality.

    In recent years, analyzes about Digital Democracy have grown significantly and today it is already a field with several published studies. The objective of this work is to produce an exploratory bibliometric study with an overview of the current stage and characteristics of the empirical research on Digital Democracy. For this, it sets a basic conceptual framework on this concept and then it produces a mapping of the main indicators of this field, based on a representative sample of empirical-methodological studies published in indexed Brazilian journals. The sample consists of 73 articles published in 28 Brazilian scientific journals. This corpus was analyzed by a set of 22 variables that characterized the main indicators on the articles. The results reinforce the tendency towards multidisciplinarity in this field, but with a leading role in areas such as Communication, Political Science and Administration. It also demonstrated that the volume of publication is increasing, being characterized by exploratory or descriptive studies. Government platforms or websites and social media were the most frequent object of analysis. Despite the digital character of the phenomenon studied, data collection still makes an incipient use of software or scripts.

    The objective of this text is to analyze the contribution of the main drivers of the direct expenditure of the Ministry of Health (MS) in medicines that are part of the list of Pharmaceutical Assistance Programs (PAP) from 2010 to 2019. Acquisitions data included in the information system called SIASG were used. The drugs were categorized according to the ATC/DDD (Anatomical Therapeutic Chemical Classification System/ Defined Daily Doses) of the World Health Organization. The physical units of purchase of the products were transformed into the number of defined daily doses (DDD) for each drug. And the unit price was converted to price per DDD. With the support of RStudio software version 1.3.1056 and the statistical package IndexNumR, the contribution of the main drivers of expenditure on medicines was measured: price, quantity, and residuals (therapeutic choices). The results show a wide variation in the expenditure of the Ministry of Health on medicines in the list of PAP from 2010 to 2019, with a greater or lesser contribution of each main driver in the observed oscillation. However, it is important to note the expenditure reduction in some years, mainly driven by a decrease in the quantity of drugs purchased in two consecutive years, which may result in a drop in the availability of these products in the Unified Health System.

    Violence against women occurs predominantly in the family and domestic context. The Covid-19 (Sars-COV-2) pandemic led Brazil to recommend and, at times, impose social distance, with a partial closure of economic activities, schools, and restrictions on events and public services. As a result, there was an intensification of the presence of families in their residence. Preliminary evidence shows that intense coexistence increases domestic violence. At the same time, quarantine may have prevented access to public networks and services and deprivation of information and help. We propose an agentbased model (ABM), called VIDA, to illustrate and examine multi-causal factors that influence events that generate violence. The formalization of the effects allows testing the presence or absence of deterrence systems and increasing the intensity of the stay at home. A central part of the model reflects the creation of a multi-causal stress indicator, which functions as the probability of an attack occurring in the family environment. At the same time, a deterrent system based on reporting, requesting protection and accusing the perpetrator was implemented. VIDA was calibrated for the numbers of notifications of violence collected by the Federal Senate in 2011. After a sensitivity analysis, two tests are performed: i) absence or presence of the deterrence system and forced quarantine. VIDA presents orders of magnitude for Areas of concentration and weighting areas for these tests. VIDA indicates that quarantine may have increased violence against women by about 10%. The results of simulations with VIDA suggest that more populated sites have comparatively fewer attacks per hundred thousand women than less populous capitals or rural areas of urban concentrations. The paper’s contributions include the formalization of a model of domestic violence through agent-based modeling, which, it seems, does not exist in the literature, which illustrates socioeconomic, demographic, educational, gender and color factors, with detailed data at the intra-urban and for all major Brazilian population agglomerations. In addition, a whole process of generation of an artificial population for the simulation was created and is available, as well as all the model code, with free access, in a public repository, on the internet.

    Brazilian agriculture is a technological innovation success case, explained, among other factors, by the dynamics built between research organizations and agribusiness actors that characterize an innovation ecosystem. The concept of “agility” is central to the competitiveness and management of such ecosystems. Agility has been discussed as adaptation ability to improve the innovation capacities of organizations in environments with high complexity. This work seeks to present the definitions and concepts of the innovation ecosystem, agility and its relationship with institutional environments. The analysis helps to understand this approach for the construction of public policies and guidelines for the management of innovation in the agricultural sector. Considered an important link within the innovation ecosystem in agribusiness, the Brazilian Agricultural Research Corporation (Embrapa) will be the focus of study. Results of experimental and exploratory evaluation are presented, showing the existence of examples towards agility. It is expected to better understand the challenges of rethinking innovation processes in Brazilian agribusiness.
