    The implementation of activities aimed to mitigate global greenhouse gas emissions is more cost-efficient in developing countries than in most of the industrialized world. Thus it has been a major, but contentious topic in the climate negotiations to allow crediting of emissions reduction in developing countries towards domestic emission targets of industrial countries. The Kyoto Protocol instituted a Clean Development Mechanism (CDM) that is to assure that the interests of all parties from industrialized and developing countries are equally represented. Many issues concerning the structure of the CDM remain to be decided. Crediting critically depends on these decisions. Credits should accrue only after verification. A crucial issue that influences all decisions on creation and distribution of credits is whether they are tradable. Concerning credit creation, it would be advisable not to set quotas on the share of CDM credited toward Annex-B targets as they give no dynamic incentive for innovation. To reach the latter goal, crediting should be gradually reduced in the long run. Crediting should also be related to externalities and thus be differentiated according to project categories. In a fund model, the reduction of credits could be evenly spread over all investors. In a clearinghouse model it would have to be related to each project. Uncertainties should not be covered through discounting but through a compulsory insurance. Credit sharing leads to higher costs for the investors and a lower demand for CDM projects. Free negotiation of the credit sharing ratio will lead to a competition between host countries. In case of tradability, host countries could set up projects with own funds to earn credits they can sell. Such a de facto extension of emissions trading could work against the goal of inducing developing countries to voluntarily adopt emission targets. This could be promoted by making credits non-tradable but allowing banking against future targets.

    The implementation of activities aimed to mitigate global greenhouse gas emissions is more cost-efficient in developing countries than in most of the industrialized world. A Clean Development Mechanism (CDM) is to assure that the interests of all parties implicated in Joint Implementation between industrialized and developing countries be equally represented. This mechanism was decided upon on the Kyoto Conference of the Parties to the Framework Convention on Climate Change, but no provisions on the construction of the CDM were taken. The authors propose it to take the form of a clearinghouse and a project fund. In the light of game-theoretical analysis and practical experience collected during the pilot phase for Activities Implemented Jointly which started in 1995, they advocate a clearly defined set of rules and incentives in order to balance the variety of interests involved and at the same time make the CDM an efficient instrument in preventing man-made climate change.

    For the first time, the Protocol negotiated by the third Conference of the Parties to the U.N. Framework Convention on Climate Change in Kyoto sets legally binding emission targets for the commitment period 2008-2012 for the industrial countries and countries in transition listed in Annex I. These targets encompass a basket of six greenhouse gases and do not have to be reached by domestic emission reduction alone. The Protocol allows the use of less costly emission reduction potential abroad through four mechanisms: common targets or "bubbles" (Art. 4), emission trade (Art. 17), Joint Implementation (Art. 6) and projects of the "Clean Development Mechanism" (CDM) with countries without emission targets (Art. 12). Bubbles withstanding they shall be "supplemental" to domestic measures. Supplementarity has not been defined in the Protocol, though. If average emissions in the commitment period are lower than the emission target the difference can be banked for the next commitment period. Due to time pressure during negotiation of the Protocol rules for the use of flexibility mechanisms remain vague. Thus the next Conference of the Parties has to settle many details. This study makes suggestions for the solution of these open issues on the base of the goal of economic efficient emission reduction. It also considers the political feasibility of these suggestions.

    Frankreich befand sich lange Zeit in einem klimapolitischen "Teufelskreis, in dem sich mangelnde Information und mangelndes Interesse gegenseitig verschärften" (Brodhag 1997). Dazu trug die enge Verquickung zwischen Bürokratie und wirtschaftlichen Interessengruppen sowie die zentralistische Struktur des Landes bei. Die klimapolitische Debatte fand in einem kleinen Kreis von Naturwissenschaftlern und Ökonomen quasi unter Ausschluß der Öffentlichkeit statt. Umweltorganisationen spielen nur eine untergeordnete Rolle. Erst seit Kyoto hat sich das öffentliche Interesse etwas erhöht. Im internationalen Kontext spielte Frankreich durch das Festhalten an einem Pro-Kopf-Ziel stets eine Bremserrolle und behinderte dabei die Entscheidungsfindung innerhalb der EU. Außerdem war es immer skeptisch gegenüber marktorientierten Instrumenten wie dem Emissionsrechtshandel. Im Inland kommt die Umsetzung klimapolitischer Instrumente nur schleppend voran. Trotz der starken politischen Betonung von "no-regret"-Maßnahmen, die zur Ablehnung weitreichender fiskalischer Instrumente führt, werden aufgrund des Lobbydrucks vorrangig sehr teure Maßnahmen durchgeführt - so z.B. die Subventionierung von Elektroautos und Biotreibstoffen. Aufgrund der erdrückenden Rolle der Atomstromerzeugung, der Regel der Einheitlichkeit der Energiepreise im ganzen Land und des monopolistischen Angebots liegen die hohen Potentiale für erneuerbare Energien - vor allem im Bereich der Holz- und Windkraftnutzung, aber auch bei der Solarthermie - weiterhin brach. Es gibt bislang keine relevante Interessengruppe im Bereich der Klimaschutzindustrie. Erst in jüngster Zeit hat hier ein gewisses Umdenken eingesetzt. Vor allem auf den überseeischen Inseln könnte ein Durchbruch bei der dezentralen Energieversorgung erreicht werden.
