    The economic effects of environmental taxes depend on the market structure. Under imperfect competition with free entry and exit, environmental taxes have an impact on economies of scale by changing the number and size of firms. Whether economies of scale rise or fall in a particular industry depends on induced changes in the price elasticity of demand. Because export demand is more price elastic than domestic demand, the overall price elasticity rises (falls) as the industry gains (loses) in comparative advantage. We use a computable general equilibrium model for Germany to examine the effects of a unilaterally introduced carbon tax under both perfect and imperfect competition. Our key finding is that induced structural change in favor of the less energy intensive, more labor intensive industries is more pronounced under imperfect competition than under perfect competition. At the macroeconomic level, the total costs of environmental regulation under imperfect competition can be higher or lower than those under perfect competition depending on whether aggregate gains or losses in economies of scale across imperfectly competitive sectors prevail.

    Our paper deals with the welfare and employment effects of green tax reforms. In the first part we develop a flexible, interactive simulation model which is accessible under brw.zew.de. Users can specify their own green tax reforms or emission quotas and quantify welfare and employment effects. He or she can choose between different model variants, e. g. closed or small open economies with or without unemployment. In the second part we describe the numerical model specifications and explain some simulation calculations by means of examples.     We investigate how the U.S. withdrawal and the amendments of the Bonn climate policy conference in 2001 will change the economic and environmental impacts of the Kyoto Protocol in its original form. Based on simulations with a large-scale computable general equilibrium model, we find that U.S. withdrawal together with the new provisions of Bonn are likely to reduce environmental effectiveness to zero. U.S. compliance under the new Bonn amendments would accommodate a substantial cut in global emissions at small compliance costs for OECD countries rising some hopes that the U.S. might rejoin the Kyoto Protocol during the next years. Delegates from 180 countries met in Bonn during July 2001 to substantiate the Kyoto Protocol signed in 1997 which imposes limits for greenhouse gases on industrialized countries. After the withdrawal of the USA in March 2001, the Protocol was only rescued in Bonn because the EU compromised on an implicit relaxation of emission constraints towards Japan, Canada, Australia and Russia. In this paper, we investigate the economic and environmental impacts of the US withdrawal and the amendments of the Bonn conference. We find that US withdrawal together with the new provisions of Bonn are likely to reduce environmental effectiveness to zero. Kyoto is reduced to a symbolic treaty. Once ratified, it may nevertheless facilitate future commitments for an effective reduction of greenhouse gas emissions that must aim at the incorporation of the United States as well as developing countries.

    The allocation of emission entitlements across countries is the single most controversial issue in international climate policy. Extreme positions within the policy debate range from entitlements based on current emission patterns (CEP) to equal-per-capita (EPC) allocations. Convergence (COV) from an initial CEP allocation towards EPC emission rights represents a reconciliation of the two. This paper maintains that the acceptability of alternative entitlement schemes depends on their implications for economic welfare and uses a dynamic multi-region general equilibrium model for a comparative economic assessment of the above allocation rules. We find welfare implications for the various regions to be strongly influenced by changes in the terms of trade. Especially, regions may experience considerable welfare losses even under entitlement schemes which impose no binding emission constraint on them. Among the arrangements examined, COV cum emissions trading stands out for offering the developing countries substantial incentives for participation in the international greenhouse gas abatement effort without imposing excessive burdens on the industrialized countries.

    This paper investigates the implications of U.S. withdrawal on environmental effectiveness, economic efficiency, and the distribution of compliance costs taking into account market power of the Former Soviet Union (FSU) on emission permit markets. While exercise of market power on behalf of FSU under U.S. compliance has no environmental impact as compared to competitive permit trade, it prevents the Kyoto Protocol from boiling down to business-as-usual after U.S. withdrawal. Non-compliance of the U.S. increases the efficiency losses from FSU market power and reduces the compliance costs of remaining OECD countries but these gains must be weighted against a dramatic loss in overall environmental effectiveness. Clearly, the big losers from U.S. withdrawal are FSU and its competitive fringe (Central and Eastern Europe) that suffer from a huge decline in permit sales revenues.

    We investigate how the U.S. withdrawal and the amendments of the Bonn climate policy conference in 2001 will change the economic and environmental impacts of the Kyoto Protocol in its original form. Based on simulations with a large-scale computable general equilibrium model, we find that U.S. withdrawal together with the new provisions of Bonn are likely to reduce environmental effectiveness to zero. U.S. compliance under the new Bonn amendments would accommodate a substantial cut in global emissions at small compliance costs for OECD countries rising some hopes that the U.S. might rejoin the Kyoto Protocol during the next years. Delegates from 180 countries met in Bonn during July 2001 to substantiate the Kyoto Protocol signed in 1997 which imposes limits for greenhouse gases on industrialized countries. After the withdrawal of the USA in March 2001, the Protocol was only rescued in Bonn because the EU compromised on an implicit relaxation of emission constraints towards Japan, Canada, Australia and Russia. In this paper, we investigate the economic and environmental impacts of the US withdrawal and the amendments of the Bonn conference. We find that US withdrawal together with the new provisions of Bonn are likely to reduce environmental effectiveness to zero. Kyoto is reduced to a symbolic treaty. Once ratified, it may nevertheless facilitate future commitments for an effective reduction of greenhouse gas emissions that must aim at the incorporation of the United States as well as developing countries.

    Our paper deals with the welfare and employment effects of green tax reforms. In the first part we develop a flexible, interactive simulation model which is accessible under brw.zew.de. Users can specify their own green tax reforms or emission quotas and quantify welfare and employment effects. He or she can choose between different model variants, e. g. closed or small open economies with or without unemployment.     The economic effects of environmental taxes depend on the market structure. Under imperfect competition with free entry and exit, environmental taxes have an impact on economies of scale by changing the number and size of firms. Whether economies of scale rise or fall in a particular industry depends on induced changes in the price elasticity of demand. Because export demand is more price elastic than domestic demand, the overall price elasticity rises (falls) as the industry gains (loses) in comparative advantage. We use a computable general equilibrium model for Germany to examine the effects of a unilaterally introduced carbon tax under both perfect and imperfect competition. Our key finding is that induced structural change in favor of the less energy intensive, more labor intensive industries is more pronounced under imperfect competition than under perfect competition. At the macroeconomic level, the total costs of environmental regulation under imperfect competition can be higher or lower than those under perfect competition depending on whether aggregate gains or losses in economies of scale across imperfectly competitive sectors prevail.

    The allocation of emission entitlements across countries is the single most controversial issue in international climate policy. Extreme positions within the policy debate range from entitlements based on current emission patterns (CEP) to equal-per-capita (EPC) allocations. Convergence (COV) from an initial CEP allocation towards EPC emission rights represents a reconciliation of the two. This paper maintains that the acceptability of alternative entitlement schemes depends on their implications for economic welfare and uses a dynamic multi-region general equilibrium model for a comparative economic assessment of the above allocation rules. We find welfare implications for the various regions to be strongly influenced by changes in the terms of trade. Especially, regions may experience considerable welfare losses even under entitlement schemes which impose no binding emission constraint on them. Among the arrangements examined, COV cum emissions trading stands out for offering the developing countries substantial incentives for participation in the international greenhouse gas abatement effort without imposing excessive burdens on the industrialized countries.

While MOP restricts business-as-usual operation time of existing nuclear power plants to 40 years, which results in a cutback of 10-20 years, SOA foresees a reduction in operation time of 20-30 years and administers combined heat and power to substitute for nuclear energy. Based on simulations with an intertemporal multi-sector general equilibrium model of the Swiss economy, we quantify the price tags for risk reduction from nuclear power operation given additional constraints on back-up technologies. Costs of accelerating the phase-out of nuclear power for an average household amount to 200 CHF/a over the next 45 years under SOA and drop to 60 CHF/a in the case of MOP. If Switzerland were to assure carbon neutrality of a premature phase-out by the use of carbon taxes, adjustment costs would increase to 230 CHF under SOA and 110 CHF under MOP.

    This paper introduces a solution for the fair division of common property resources in production economies with multiple inputs and outputs. It is derived from complementing the Walrasian solution by welfare bounds, whose ethical justi?cation rests on commonality of ownership. We then apply this solution to the question of burden sharing in the climate change regime, using an intertemporal computable general equilibrium model. For a wide range of initial allocations of CO2 emission rights, we find that developing countries should participate in emission reduction efforts in order to increase their global effciency, but should also be fully compensated for their incremental abatement costs.
