    The aerospace sector is highly strategic and symbolizes the economic, technological and geopolitical power of a country. In order to develop "national champions", China has developed policies and strategies for various industries. Thus, while these policies successful, it was possible to notice an acceleration in production, employment and international trade. The accelerated Chinese aerospace development is related to its intention to develop industries with high technological intensity, which has been strongly present in development plans since the end of the 70's. Therefore, the present study aims to analyze the development policies of the Chinese space and aviation industry from the 1950s to the prospects for the coming years, emphasizing the Made in China 2025 (MIC25) Development Plans and the 14th Five-Year Plan (2021-2025), as well as identifying their positioning current in this sector. The findings show China has achieved impressive results in the sector, especially in the space industry, as advances have occurred to a lesser extent in the aviation segment. The aerospace sector remains a key area in the 14th Five-Year Plan, mainly through investments in research and development and financial support from the State, suggesting greater achievements in the future.

    This study aimed to investigate the recent operational dynamics of the Abono Salarial Program in Brazil, with a time horizon between 2011-2019. The analysis took into account occurrences that may have affected the number of people eligible for the program, such as, for example, the strong retraction of the economy and, consequently, of the level of employment in 2015 and 2016. Therefore, the analytical focus fell on the inflows and outflows of workers, seeking to relativize them with the general flows of the formal labor market. The main data source was the Annual Report of Social Information (Rais), on which specific tabulations were performed to estimate the flows of eligible workers in each year. Some of the main conclusions: i) the movement of formal occupation was a fundamental factor for the growth in the number of eligible people between 2011 and 2019, with its greatest effect for those who were joining or leaving Rais; ii) the groups of workers that gained more access to the formal market had a relative increase in the total number of eligible workers; iii) the dynamics of the number of workers who became eligible among those who already had a formal job from one year to the next showed differences in terms of compliance with the criteria, with emphasis on the time criterion; and iv) the minimum wage policy has an influence on the number of people eligible for the Abono Salarial, mainly due to its influence on the remuneration criterion.

    This text aims at a reflection on the configuration of cross-border arrangements, resulting from the advance of metropolization over the territory, its characteristics, and the difficulties they impose on the urban management process, due to constituting cities that break territorial borders of countries. Arrangements on the Brazilian border are enumerated, others from neighboring countries are discussed, and regulations, agreements and experiences that confirm or indicate positivities are evaluated, highlighting the Agreement on Bound Border Localities (ALVF), of Mercosur, celebrated in December 2019. The remaining and emerging challenges in these spaces are highlighted, demanding the adequacy of existing regulations and the agreement of new ones, based on appropriate instruments for the integration of continuous bi or tri-national urban spaces, and on policies that induce the formation of a power structure compatible with the nature of these spatialities, with authority over the organization of the territory and integrated planning.

    The 'Image of the Unsatisfactory Bureaucrat' portrays a mischief as socially and culturally uniform. It gives the impression that the inconveniences, nuisances or frustrations in dealing with State agencies would have a one-cause explanation, i.e., traits of personality or conduct of the bureaucrats. However, an organizational mischief has alternative explanations. Among them, the mode of management in State agencies is affected by the criterion of political-partisan convenience in the choice of managers; the organizational structure of these agencies is shaped by the fact that the State looks after the social order; in several agencies, the form of administration is the command and control regime; and sometimes the endowment of resources is meager, which induces State agencies to operate with rationing by waiting.

    Africa has had a renewed strategic importance in the 21st century. It is related to the uprise of new actor in international system that search markets and strategic partners. Whitin those new actors are Brazil, Russia, India and China (BRICs). In this context this paper seek to understand how BRICs introduce their selves in Southern Africa and how they set up commercially in this region, demonstrating the main strategies and mechanisms of approach. This paper is developed as part of the project "The Brazilian External Agenda to Africa: proposes and evaluation", requested for Ipea and developed during the year 2020. As a result of the research became evident that BRICs had a long history with Southern Africa, in spite of they are nowadays considered new players in the region. Despite BRICs are all together in the BRICS group, individually they have a different kind of insertion in Africa, what in some cases enables them to be complementary and in others strong competitors.

    O livro examina a literatura judaico-brasileira pós-Holocausto dos anos 1986-2016. A análise literária cultural é realizada dentro do quadro de filiações e afiliações dos textos, demostrando que a literatura pós-Holocausto emergente do Brasil oferece espaço para uma perlaboração polimórfica do legado da violência sistémica na Europa e no Brasil.O livro é uma contribuição para a história da literatura brasileira pós-1945 e para os estudos literários internacionais sobre o Holocausto, nos quais regiões do Sul Global ainda não foram suficientemente levadas em conta. ; Das Buch untersucht die jüdisch-brasilianische Post-Holocaust-Literatur aus den Jahren 1986-2016. Die literarisch-kulturelle Analyse wird im Rahmen der "filiations" und "affiliations" der Texte durchgeführt und zeigt, dass die emergente brasilianische Post-Holocaust-Literatur Raum für eine polymorphe Verarbeitung des Erbes der systemischen Gewalt in Europa und Brasilien bietet. Das Buch ist ein Beitrag zur Geschichte der brasilianischen Literatur nach 1945 und zu den internationalen literarischen Holocaust-Studien, in denen Regionen des Globalen Südens bislang noch nicht hinreichend berücksichtigt wurden.

    The Constitutional Funds were established by art. 159, item I, paragraph c of the Federal Constitution of 1988 with the objective of contributing to the "reduction of inequalities" existing between the peripheral regions of the North, Northeast and Center-West vis-à-vis the central regions of the Southeast and South. In this sense, its role as a financier of productive investments in these peripheral regions has increased in recent decades. Therefore, the objective of this investigation was to understand the spatial profile (municipalities and immediate regions) of Mato Grosso, through some socioeconomic variables, in which FCO disbursements were distributed between 2002 and 2018. Additionally, to verify how the FCO variables and GDP behaved in the same period in certain regions with different profiles in the period from 2002 to 2018. Therefore, the argument woven in the work started from the premise that the Mato Grosso productive structure is marked by an economic formation rooted in a late economy, underdeveloped, dependent and, therefore, it presents a structural heterogeneity that sets limits to the reach and depth of penetration of technical progress in Mato Grosso's productive units. Finally, it is observed that, it is observed that the municipal groups reconstructed as thought concrete express structures that reproduce patterns of an underdeveloped economy, which is marked by a structural and productive heterogeneity, in which they coexist, in the same space and time, the modern and the backward, that is, productive units that have been gripped by the modernizing forces of technical progress, as well as others that are still rooted in traditional and subsistence economies. For example, Rondonópolis is a specific, but not unique, case of a pattern of capital reproduction, in space and time, which reinforces the argument that the resources directed by FCO are boosting locations that have productive units integrated with the various market structures. In other words, FCO resources are reinforcing modern production structures, which maintain close ties with links in national and international production chains. On the other hand, in those locations that have less favorable socioeconomic indicators, such as Confresa - Vila Rica and Peixoto de Azevedo - Guarantã do Norte, a potential inducing role of FCO is observed, given the record of higher average rates of variation of FCO loans and GDPpc. Therefore, in those regions that are on the margins of the process of capital accumulation in Mato Grosso, it can be seen that fractions of the FCO are possibly influenced (or being influenced) by the increase in the gross domestic product per capita of these locations

    Federal Statute nº 13.147, enacted by National Congress in July 13th, 2017, altered extensively the Brazilian Labour Code. Several of the alterations were justified under the need to solve legal certainty issues, that allegedly caused excessive labour litigation. In the same direction, changes were also made in labour dispute resolution procedures, in order to undermine a worker plaintiffs alleged opportunistic behavior in courts. Immediately after the Reform, there was a significant reduction in the number of new cases presented to labour courts. Comparing the characteristic of the cases presented before the Reform, registered at the National Database of Settled Labour Disputes, which represents the labour lawsuits settled in 2012, this paper proposes itself to understanding the differences between the cases presented before and after the Reform, investigating if these differences may be explained by the advent of the Reform, or not.

For example, Três Lagoas is a specific, but not unique, case of a pattern of capital reproduction, in space and time, through the pulp and paper complex, which reinforces the argument that the resources directed by the FCO are aligned with localities that the productive units are integrated as several market structures, but with low integration to the neighborhood. In other words, the FCO's resources are reinforced to robust structures with links in national and international production chains, but which have structures for significant limits in the immediate region. On the other hand, the average changes, more tenuous, such as a series of GDPpc, even though the region has a more rigid structure. These localities are found on the margins of the growth process or regions of increments of Matosense, it is verified that the fractions of F are possibly influenced by the internal product of these captain localities that do not follow a pattern.

    This study aims to analyze the relationship between credits contracted from the National Program for Strengthening Family Agriculture (Pronaf) and agricultural productive diversification in Brazilian territory. This verification took place both in terms of the percentage share of the main agricultural crops in municipalities with different levels of credits contracted from Pronaf, and in terms of the impact of these credits on a synthetic index of productive diversification. The starting point was the premise that Pronaf's operational design influences the potential for productive diversification of Brazilian family farming insofar as it limits the production decisions of its applicants. The data indicate that the program has maintained, in general terms. the tendency to follow the productive structure of local agriculture, reinforcing pre-defined dynamics. This finding is in line with the hypothesis raised about the limitation of the operational design in printing different dynamics of agricultural production.
