    The text presents estimate of the tax incidence, especially the indirect one, on the income of families according to data from the last Consumer Expenditure Survey (POF) of 2017-2018. For this purpose, the values of the taxes on income and equity calculated in the survey are used, as well as expenditure on consumer goods and services, to which effective indirect tax rates are applied. The tax rates are estimated based on a developed methodology that considers the taxes on inputs and capital goods present in the final demand products, based on the Input-Output Tables. A translator is also developed between the table products and the countless goods and services whose consumption is determined in the POF. The results show that the regressive effect of indirect taxes predominates in the redistributive effect of the tax system as a whole, that is, it surpasses the small redistributive effect of direct taxation. The aim is also to identify the most burdened expenditure items and the effects of the design of indirect taxes, which include exemptions and lower incidences, on the regressive nature of indirect taxes. At the end of the paper, it is argued that the path to greater equity is to expand direct and its progressivity, keeping in mind that indirect taxes are a key part of social protection in a country that has been showing a positive redistributive performance.

    This study has as main objective the assessment of the sustainability of the Brazilian energy sector compared to the Organisation for Economic Co-operation and Development (OECD) countries, in an attempt to contributing to the requirements as stated by the Roadmap for the OECD Accession of Brazil, adopted by the Council at Ministerial Level on June 2022. It is highlighted the need of Brazil's adherence to OECD's principles ensuring the effective environmental protection, the preservation of biodiversity and the adoption of climate change policies in line with the Paris Accord. Bearing this in mind, an assessment of the sustainability of the Brazilian energy sector is undertaken compared to OECD countries. The results show not only the relatively high sustainability of the Brazilian energy sector but also that the carbon market in legislative process of discussion can be an important contributing factor to Brazil's accession process to OECD, in line with the polluter-pay principle.

    This text investigates the impacts of education's public spending on social inequality in Brazil throughout the 21st century. For that, two data sources were used: the last three editions of the IBGE's Consumer Expenditure Survey (POF), referring to the years 2002-2003, 2007-2008 and 2017-2018, and the investment per student calculated by Inep. In addition, the study presents a methodological innovation by comparing these data from Inep with information on non-monetary expenditures on education estimated by the interviewees in POF, published in an unprecedented way in the latest edition of the survey. In this way, it was possible to reconstruct family income before and after transfers via public education and their redistributive impacts on the Gini index. The results indicate high progressivity of public educational expenditure: between 62.0% and 65.5% of the expenditure goes to the bottom 50%, who appropriate only 14.3% of monetary income; on the other hand, the top 10% of the population represent 45.2% of monetary income, but their share of public spending is between 5.8% and 6.7%. Furthermore, when analyzing the impact of each education level on inequality, it is possible to note that the greatest progressive impact resides on elementary education, whereas higher education is the only one that has a regressive impact. Overall, the redistributive impact of public education spending on inequality represents a reduction in the Gini Index between 5.3%, based on POF data, and 9.6%, based on Inep data. In comparative terms, in the first two decades of the 21st century, the public spending in education increased its progressivity: the share of these expenditures in the family income moved from 7.2% in 2002-2003 to 8% in 2008-2009 and 2017-2018, and the concentration coefficient was significantly reduced, which is largely the result of the advance of universal access and the democratization of educational opportunities.

    When governments launch policies or programs without any prior analysis, with unclear objectives, undefined or unjustifiable public selection, poorly conceptualized interventions, fragmented and often contradictory actions, without indicators and targets, and with insufficient inputs (small and poorly trained teams; reduced budget, and intermittent flow of resources), the chance that anything goes right is zero. The ex-ante analysis is an examination that seeks to identify inconsistencies and incoherences and fill in some of these gaps with answers and recommendations. This true existential void of many policies and programs that always had or have acquired difficulties in answering who are we, where do we come from and where are we going to makes ex-ante analysis more necessary than ever. The ex-ante analysis is an approach with a very specific methodology and is still mastered by a few people. The main purpose of this working paper is to detail and clarify the references and, more precisely, the ex-ante analysis methodology, in order to make it increasingly user-friendly, practical, applied, and in the public domain. The paper provides a roadmap to leaders, policymakers, program designers, public managers, advisors, consultants, and the public. If they gain fluency in ex-ante's grammar, they will be more assertive in the dialogue for solutions to overcome collective problems. This working paper also encourages the formation of a community of experts in moderation and process facilitation of ex-ante analysis. Such qualification is crucial for crafting policies and programs born ready to be monitored and evaluated so as to demonstrate their "raison d'être" to the public.

    A significant portion of the northeastern territory of Brazil has a population and water resources such that, when combined, they result in low to very low water availability per inhabitant. Over time, numerous human interventions were carried out in the region in an attempt to mitigate the effects of the climate and the low natural water availability of the region on the life of the local population. Among these, perhaps the most ambitious, the transposition of the São Francisco, began to be built (channels, tunnels, water mains...) in 2007 and is in the final phase of implementation. This work aims to evaluate the possible socioeconomic impacts of the São Francisco transposition on the benefited region. Among the potential impacts, it is considered that in the medium term (until 2041) the basal flows transposed by the PISF to the East (10 m3 /s) and North (16.4 m3 /s) axes will probably be enough to meet the part of the deficit of demand for priority uses projected for the East axis and just over 90% of the deficit projected for these uses in the North axis in 2041. To increase the water security of the dispersed rural population, complementary measures to the PISF will have to be adopted, such as, for example, the continuous investment in cisterns and periodic actions, necessary in periods of occurrence of extreme weather phenomena, such as that of water distribution through water trucks.

    This study aimed to investigate the recent operational dynamics of the Abono Salarial Program in Brazil, with a time horizon between 2011-2019. The analysis took into account occurrences that may have affected the number of people eligible for the program, such as, for example, the strong retraction of the economy and, consequently, of the level of employment in 2015 and 2016. Therefore, the analytical focus fell on the inflows and outflows of workers, seeking to relativize them with the general flows of the formal labor market. The main data source was the Annual Report of Social Information (Rais), on which specific tabulations were performed to estimate the flows of eligible workers in each year. Some of the main conclusions: i) the movement of formal occupation was a fundamental factor for the growth in the number of eligible people between 2011 and 2019, with its greatest effect for those who were joining or leaving Rais; ii) the groups of workers that gained more access to the formal market had a relative increase in the total number of eligible workers; iii) the dynamics of the number of workers who became eligible among those who already had a formal job from one year to the next showed differences in terms of compliance with the criteria, with emphasis on the time criterion; and iv) the minimum wage policy has an influence on the number of people eligible for the Abono Salarial, mainly due to its influence on the remuneration criterion.

    Durante siglos, la narrativa gótica ha fascinado e inquietado al público a partes iguales, resolviendo misterios,explorando los traumas de sus protagonistas, enfrentándolos a lo monstruoso, o transportándolos a escenarios tan hermosos como amenazadores. Estos elementos, no obstante, no acaban en símismos: lo que nos incomoda, estremece o aterroriza también nos hace partícipes de una valiosa reflexión donde se abordantemas clave para la existencia humana, desde las dinámicas del poder, lo engañoso de las apariencias o los peligros que entraña un desarrollo científico-tecnológico sin referentes éticos Este volumen recoge doce estudios de caso que abordan las transformaciones del género gótico en obras contemporáneas de ámbitos como el cine (Tim Burton, Guillermo del Toro, David Lowery), la literatura (Carmen Martín Gaite, Iris Murdoch),la novela gráfica (Manifest Destiny) o la ficción televisiva (Westworld, American Horror Story, Black Mirror, C.S.I.). Desde una perspectiva interdisciplinar y multi-perspectivista,examinaremos el diálogo que se establece entre una selección de obras producidas en las últimas décadas y clásicos como Edgar Allan Poe, Mary Shelley, Robert Louis Stevenson o Bram Stoker, entre otros.
