    The geographical distribution and persistence of regional/local unemployment rates in heterogeneous economies (such as Germany) have been, in recent years, the subject of various theoretical and empirical studies. Several researchers have shown an interest in analysing the dynamic adjustment processes of unemployment and the average degree of dependence of the current unemployment rates or gross domestic product from the ones observed in the past. In this paper, we present a new econometric approach to the study of regional unemployment persistence, in order to account for spatial heterogeneity and/or spatial autocorrelation in both the levels and the dynamics of unemployment. First, we propose an econometric procedure suggesting the use of spatial filtering techniques as a substitute for fixed effects in a panel estimation framework. The spatial filter computed here is a proxy for spatially distributed region-specific information (e.g., the endowment of natural resources, or the size of the 'home market') that is usually incorporated in the fixed effects parameters. The advantages of our proposed procedure are that the spatial filter, by incorporating region-specific information that generates spatial autocorrelation, frees up degrees of freedom, simultaneously corrects for time-stable spatial autocorrelation in the residuals, and provides insights about the spatial patterns in regional adjustment processes. We present several experiments in order to investigate the spatial pattern of the heterogeneous autoregressive parameters estimated for unemployment data for German NUTS-3 regions. We find widely heterogeneous but generally high persistence in regional unemployment rates.

    Due to the growth in international migration in recent decades, the workforce of firms in host countries has become considerably more diverse, both demographically and culturally. It is an important question for firms and for governments to ask whether there are some productivity-enhancing externalities gained from this growing diversity within firms. In recent years migration research has demonstrated positive economic impacts of cultural diversity on productivity and innovation at the regional level. However, there is a dearth of research on the links between innovation and migrant diversity at the firm level. In this paper we construct and analyse a unique linked employer-employee micro-dataset of 4582 firms, based on survey and administrative data obtained from Statistics Netherlands. Excluding firms in the hospitality industry and other industries that employ low-skilled migrants, we use the local number of restaurants with foreign cuisines and the historical presence of migrant communities as valid instruments of endogenous migrant settlement. We find that firms in which foreigners account for a relatively large share of employment are somewhat less innovative.     International migration is a source of policy and research interest in many countries. This paper rovides a review of experiences and findings from migration impact assessment worldwide. Various findings are briefly summarized in the context of a systematic migration SWOT analysis for five distinct domains of interest in the economy. The results from each SWOT analysis are then used as an input for compiling a Strategic Choice Matrix that is based on the views of a panel of migration experts. These strategic options are interpreted and discussed from both an analytical and a policy perspective.

    This paper examines the hypothesis that a greater stock of migrants and flows of tourists in the United Kingdom from a particular country increases bilateral trade between the United Kingdom and country of origin. The literature and empirical findings show that migrants and tourists can stimulate trade. We use a panel data technique within a framework of a gravity model. Our panel includes 23 countries1 for the years 2001 to 2006. Our empirical findings show that immigration and tourist flows have export-enhancing effect.

    Multi-Actor Multi-Criteria Analysis (MAMCA) has proven to be a suitable tool for the evaluation of transport projects. It allows to incorporate explicitly the aims and views of the actors involved, which is essential in the context of transport appraisal issues where stakeholders are getting increasingly involved in the decision process. If their interests are not involved or not taken into account, action groups may emerge in order to eventually prevent the implementation of the decision that is taken. MAMCA, as an extension of a traditional multi-criteria analysis, does not require monetary values but is able to work with all types of quantitative and even qualitative inputs in a multi-actor choicecontext. In the context of sustainable mobility and sustainable logistics this kind of evaluation tool is more and more needed. Different alternative solutions to a problem are evaluated according to multiple criteria, so as to eventually determine which one of them is the preferred option. The method does not replace the policy maker, but allows him to come to a judgment in an informed and balanced manner. In this paper, the authors aim to analyze whether it is possible to identify a potential bias in a MAMCA model and how to cope with it. This exploration will be structured according to three main axes: the choice of the actors (will the inclusion or exclusion of certain stakeholders change the outcome?), the choice of the criteria of each actor, and the choice of the weights of these criteria by the actors. Finally, possible solutions in order to avoid strategic bias in MAMCA will be proposed.

    This paper addresses the future potential of biofuel production in agriculture, with a particular view to itsimplementation in agriculture in Europe. After a brief account of recent developments, an exploratory metaanalysis is presented in order to assess the effectiveness of biofuel production from the perspective of several relevant policy y criteria. Next, various scenarios are outlined and evaluated by means of a multi-criteria analysis, so as to judge the feasibility of various biofuel production options. The paper concludes with some policy lessons.

    Urban sprawl has deleterious effects on natural and man-made landscapes and therefore, on the attractiveness of visitor and tourist areas. The spread of urban land use has prompted a significant loss of biodiversity and an increasing vulnerability of fragile natural and man-made systems. A prominent example of this threat for cultural heritage is the urban pressure on the Giza Pyramid Complex in Cairo, Egypt. This paper analyses urban growth trends within the Greater Cairo Metropolitan Area, especially the city enclave that is encroaching on the Pyramid Complex. A distinction is made between macro- and micro-level spatial analysis of urban growth, focusing on the micro-level dimension, with direct consequences for the conservation of cultural heritage and architectural monuments. Clearly, if no actions are taken, the unique architectural legacy of the Pyramids of Khufu, Khafre and Menkaure, might be lost. By combining spatial land use information with location awareness of the pyramid complex, this paper aims to shed light on the relevance of spatial analysis and urban growth models as tools to analyse the endangerment of valuable cultural heritage. The paper also suggests new directions for architectural heritage management, within the framework of micro-spatial analysis of the historico-cultural legacy in urban regions.

    The concentration of people with diverse socio-cultural backgrounds in particular geographic areas may boost the creation of new ideas, knowledge spillovers, entrepreneurship, and economic growth. In this paper we measure the impact of the size, skills, and diversity of immigration on the innovativeness of host regions. For this purpose we construct a panel of data on 170 regions in Europe (NUTS 2 level) for the periods 1991-1995 and 2001-2005. Innovation outcomes are measured by means of the number of patent applications per million inhabitants. Given the geographical concentration and subsequent diffusion of innovation activity, and the spatial selectivity of immigrants' location choices, we take account of spatial dependence and of the endogeneity of immigrant settlement in our econometric modelling. We use the location of McDonald's restaurants as a novel instrument for immigration. The results confirm that innovation is clearly a function of regional accessibility, industrial structure, human capital, and GDP growth. In addition, patent applications are positively affected by the diversity of the immigrant community beyond a critical minimum level. An increase in the fractionalization index by 0.1 from the regional mean of 0.5 increases patent applications per million inhabitants by about 0.2 percent. Moreover, the average skill level of immigrants (proxied by global regions of origin) also affects patent applications. In contrast, an increasing share of foreigners in the population does not conclusively impact on patent applications. Therefore, a distinct composition of immigrants from different backgrounds is a more important driving force for innovation than the sheer size of the immigrant population in a certain locality. -- immigration ; cultural diversity ; economic growth ; innovation ; spatial autocorrelation
