    This paper contributes to the economics of AI by exploring three topics neglected by economists: (i) the notion of a Singularity (and Singleton), (ii) the existential risks that AI may pose to humanity, including that from an extraterrestrial AI in a Dark Forest universe; and (iii) the relevance of economics' Mythical Agent (homo economicus) for the design of value-aligned AI-systems. From the perspective of expected utility maximization, which both the fields of AI and economics share, these three topics are interrelated. By exploring these topics, several future avenues for economic research on AI becomes apparent, and areas where economic theory may benefit from a greater understanding of AI can be identified. Two further conclusions that emerge are first that a Singularity and existential risk from AI are still science fiction: which, however, should not preclude economics from bearing on the issues (it does not deter philosophers); and two, that economists should weigh in more on existential risk, and not leave this topic to lose credibility because of the Pascalian fanaticism of longtermism.

    We estimate the effects of robot adoption on firm-level and worker-level outcomes in the Netherlands using a large employer-employee panel dataset spanning 2009-2020. Our firm-level results confirm previous findings, with positive effects on value added and hours worked for robot-adopting firms and negative outcomes on competitors in the same industry. Our worker-level results show that directly-affected workers (e.g., bluecollar workers performing routine or replaceable tasks) face lower earnings and employment rates, while other workers indirectly gain from robot adoption. We also find that the negative effects from competitors' robot adoption load on directly-affected workers, while other workers benefit from this industry-level robot adoption. Overall, our results highlight the uneven effects of automation on the workforce.

    This paper examines multiple facets of New Delhi's development cooperation with countries in Africa and argues that grassroots organizations in India that find innovative, low-cost technological solutions to developmental challenges can help governments and multilateral agencies craft inclusive, sustainable policies. The aim of this paper is threefold. First, to understand the major actors, instruments, themes, and mechanisms that make up India's Development cooperation towards countries in Africa and how these usher in a new dimension of 'South-South cooperation'. Second, the paper will explore the role of grassroots organizations that have found localized solutions in India that then export their learnings to other geographies and how they craft a unique role for themselves in India's broader development cooperation framework. To explore this idea further, the paper will utilize the case study of a community-based grassroots organization, Barefoot College, Tilonia, founded by Sanjit Bunker Roy in 1972, and its solar programme. The college trains women from unelectrified, remote communities to become solar engineers who then return to their rural villages with the ability to harness solar power, earning them the title of 'Solar Mamas'. Third, this paper argues that the uneven, fragmented Indian experience of designing development assistance programmes provides an important non-western perspective that can help decision makers craft policies for an era beyond aid.

    The possibility that artificial extraterrestrial intelligence poses an existential threat to humanity is neglected. It is also the case in economics, where both AI existential risks and the potential long-term consequences of an AGI are neglected. This paper presents a thought experiment to address these lacunas. It is argued that it is likely that any advanced extraterrestrial civilization that we may encounter will be an AGI, and such an AGI will pose an existential risk. Two arguments are advanced for why this is the case. One draws on the Dark Forest Hypothesis and another on the Galactic Colonization Imperative. Three implications for how we govern AI and insure against potential existential risks follow. These are (i) accelerating the development of AI as a precautionary step; (ii) maintaining economic growth until we attain the wealth and technological levels to create AGI and expand into the galaxy; and (iii) putting more research and practical effort into solving the Fermi Paradox. Several areas where economists can contribute to these three implications are identified.

    The UN Food Systems Summit 2021 was different from all six previous food summits held in the past eight decades. New features of this Summit included the fact that it was anchored in the Sustainable Development Goals, focused on food systems, was based on multi-stakeholder engagement, had a focus on country level strategies (so called National Pathways), and the Summit was held in New York rather than Rome, where the UN food agencies are based. Moreover, for the first time the UN called upon science to provide guidance for a food summit. In this article outcomes and political economy processes of the Summit are briefly reviewed, and then a focus is on the role of science for shaping outcomes is quantitatively assessed by reviewing the 118 country reports of National Pathways. In 62% of the countries' strategies science, research, technology and innovation are more or less significantly mentioned. Quality of governance effectiveness is identified as a strong driver of more attention to science in countries' strategies. The relative weight of agriculture in the national economy shows some positive correlation with attention to science too, whereas level of undernutrition does not correlate with attention to science in the strategies. Implications of these findings are drawn for the science - policy interface in food systems, and for the follow-up process to the Summit that has been put in place by the UN until 2030.

    Human-centered social security administrations keep the human dimension in control of decision-making. This is made possible through the insight to be gained from digital data-driven innovation in policy and governance and managerial reforms. Moreover, there are risks associated with collecting and analysing people's digital data analysed and using it to further automate business processes. Human centricity is examined in this paper, through a human + machine approach, starting with social policy through to service delivery. Machines using AI and related technologies are designed to aug¬ment rather than replace human decision-making capability. This augmentation approach is essential in matters where discretion, compassion, reasoning, judgement, and empathy are essential for equity, fair¬ness, and fiscal responsibility within social security administration. This working paper presents a series of vignette style case studies (13) as examples of digitisation and/or digitalisation in the context of human centricity in social security administration.

    The term 'cyberbulling' has been used to describe aggressive conducts carried out through information and communication technologies (ICT), and can involve picture/video clips, emails, or social network sites, among others. Cyberbullying in the world of work is a relatively recent and unexplored phenomenon, despite the pervasive use of ICT in today's work environments and arrangements. The paper seeks to start filling this void, also in response to the newly adopted ILO Violence and Harassment Convention, 2019 (No. 190), and accompanying Recommendation (No. 206), that include in their scope violence and harassment occurring also "through work-related communications, including those enabled by information and communication technologies". This paper examines legal sources around cyberbullying in the world of work; reviews measures adopted across countries to counter bullying and discusses how they could be used to also address cyberbullying. It concludes with preliminary suggestions on possible ways to counter cyberbullying.

    The paper examines the innovation and competitiveness of firms, especially with regard to the channels of technology transfer and the nature of innovation activities that influence firm performance in the Cambodian economy. Despite the growing importance of innovation, there has been no empirical analysis of the factors affecting technological and innovative development and the impact that these factors have on firms' productivity in Cambodia. We use the World Bank Enterprise Survey (WBES) for Cambodian enterprises for our empirical implementation. The results of the research indicate that overseas linkages that include both upstream and downstream activities could affect productivity growth at both firm and industry levels. We also find that technology and innovation have a positive impact on the productivity of firms in Cambodia.

    Die Herausforderungen, die mit dem wissenschaftlichen Schlagwort der Interdisziplinarität einhergehen, treten insbesondere dann zutage, wenn große Fächerkulturen aufeinanderstoßen. Inwiefern Geisteswissenschaften auf der einen und Ingenieurwissenschaften auf der anderen Seite miteinander ins Gespräch kommen können, wurde neun Jahre lang im von der DFG geförderten Graduiertenkolleg „Kunst und Technik“ ausgelotet. Ausgehend von diesem Verbund entstanden zahlreiche Forschungsideen, -konzepte und -arbeiten. Dieser Band versammelt Einblicke in ausgewählte Projekte, die in diesem Sinne interdisziplinäre Perspektiven einnehmen und zeigt somit die Vielfalt der Wissenschaft im Spannungsfeld von Kultur und Technik auf.

    In "The Race between Man and Machine: Implications of Technology for Growth, Factor Shares, and Employment," Acemoglu and Restrepo (2018b) combine the task-based model of the labor market with an endogenous growth model to model the economic consequences of artificial intelligence (AI). This paper provides an alternative endogenous growth model that addresses two shortcomings of their model. First, we replace the assumption of a representative household with the premise of two groups of households with different preferences. This allows our model to be demand constrained and able to model the consequences of higher income inequality due to AI. Second, we model AI as providing abilities, arguing that "abilities" better characterises the nature of the services that AI provide, rather than tasks or skills. The dynamics of the model regarding the impact of AI on jobs, inequality, wages, labor productivity and long-run GDP growth are explored.

    The European Commission published its new Digital Finance Strategy on 24 September 2020 (DFS 2020). One of the centerpieces of the Strategy is the draft regulation on a pilot regime for market infrastructures based on distributed ledger technology (known as PilotR). The PilotR Proposal foresees a regulatory sandbox approach for the European Single Market, offering firms a set of exemptions from EU financial law allowing them to test distributed ledger technologies (DLTs) in certain activities related to trading, clearing, and settlement. Besides offering room for experiment, the PilotR Proposal supports the education of EU regulators about DLTs in this context, which may come to form the basis for foundational changes to EU law. The PilotR Proposal constitutes a significant step towards a future-proof EU fintech framework. We appreciate the European scale of PilotR, with an ‘EU Passport’ and ongoing cooperation across competent authorities and the ESMA. PilotR is characterized by an innovative ‘Business Plan Approach’ where the DLT operator defines governance functions and liabilities of entities operating, and connected to, DLT. Through this Business Plan Approach, PilotR promotes innovation while demanding business-specific risk mitigation, avoiding one-size-fits-all approaches. This bold regulatory move, however, prompts legal questions regarding the enforceability of business-induced rules vis-à-vis the nodes that do not qualify as operators as well as third parties. Furthermore, the PilotR Proposal would benefit from three amendments: First, EU legislators should articulate a clear link between the priorities laid down in the DFS 2020 and PilotR, along with an explanation of how PilotR fits into a broader set of measures to support innovation. Second, PilotR is characterized by a narrow scope with a relatively long timeline for testing, thereby the degree of mutual learning will be reduced. Third, being limited to authorized MiFID firms and CSDs only, regulatory leniency will be reserved for incumbents only – despite PilotR’s expressed objective to benefit innovative start-ups

    What have we learned, from the most recent years of debate and analysis, of the future of work being threatened by technology? This paper presents a critical review of the empirical literature and outlines both lessons learned and challenges ahead. Far from being fully exhaustive, the review intends to highlight common findings and main differences across economic studies. According to our reading of the literature, a few challenges-and also the common factors affecting heterogeneous outcomes across studies-still stand, including (i) the variable used as a proxy for technology, (ii) the level of aggregation of the analyses, (iii) the deep heterogeneity of different types of technologies and their adopted mix, (iv) the structural differences across adopters, and (v) the actual combination of the organisational practices in place at the establishment level in affecting net job creation/destruction and work reorganisation.

    We employ employer-employee matched data from Denmark and utilize plausibly exogenous variation in the rise of import competition due to the dismantling of import quotas as China entered the World Trade Organization to show, first, that rising import competition has led to reduced employment in mid-wage occupations compensated by an increased likelihood of employment in both low-wage and high-wage occupations. Workers with higher education are more likely to move from mid- to high-wage occupations due to trade compared to moving from mid- to low-wage occupations. Employing task content information of detailed occupations, we also show that workers performing manual tasks are the ones most affected by import competition independently of the routine-task intensity of occupations. This implies that the effect of import competition is distinct from that of routine task-replacing technological change.

    The present study investigates how increasing bank accounts and bank concentration affect mobile money innovations in 148 countries. It builds on scholarly and policy concerns in the literature that increasing bank accounts may not be having the desired effects on financial inclusion on the one hand and on the other, that bank concentration which is a proxy for market power is a relevant mobile money innovation demand factor. The empirical evidence is based on Tobit regressions. From the findings, it is apparent that boosting bank accounts is positively related to the three mobile money innovations (i.e. mobile bank accounts and the mobile phone used to send money). Moreover, some critical levels of bank account penetration require complementary policies in order to maintain the positive relationship between boosting bank accountsand positive outcomes in terms of money mobile innovations.Conversely,financial inclusion in terms of the three mobile money innovations is not significantly apparent upon enhancing bank concentration. Policy implications are discussed in the light of the provided thresholds for complementary policies.

Zudem betrachtet er den möglichen pädagogischen und didaktischen Mehrwert solcher transdisziplinären MINT-Konzepte und arbeitet heraus, dass sowohl Technik- wie Geographiedidaktik im Zentrum einer vollständigen MINT-Didaktik stehen sollten: Lebensweltorientierter Geographie- wie unverkürzter, mehrperspektivischer Technikunterricht sind unabdingbare Voraussetzungen gelingenden MINT-Unterrichts. The author identifies for the first time central concepts of all STEM subject didactics and integrates these concepts into coherent STEM concepts. In addition, he considers the possible pedagogical and didactical added value of such integrated STEM concepts. The author elaborates that both technology and geography didactics should be at the center of a complete STEM didactics and that both geography and unabridged technology instruction are indispensable prerequisites for successful STEM instruction.
