Lothian shows how queer possibilities emerge when we practice the art of speculation: of imagining things otherwise than they are and creating stories from that impulse. Queer theory offers creative ways to think about time, breaking with straight and narrow paths toward the future laid out for the reproductive family, the law-abiding citizen, and the believer in markets. Yet so far it has rarely considered the possibility that, instead of a queer present reshaping the ways we relate to past and future, the futures imagined in the past can lead us to queer the present. Narratives of possible futures provide frameworks through which we understand our present, but the discourse of "the" future has never been a singular one. Imagined futures have often been central to the creation and maintenance of imperial domination and technological modernity; Old Futures offers a counterhistory of works that have sought-with varying degrees of success-to speculate otherwise. Examining speculative texts from the 1890s to the 2010s, from Samuel R. Delany to Sense8, Lothian considers the ways in which early feminist utopias and dystopias, Afrofuturist fiction, and queer science fiction media have insisted that the future can and must deviate from dominant narratives of global annihilation or highly restrictive hopes for redemption.Each chapter chronicles some of the means by which the production and destruction of futures both real and imagined takes place: through eugenics, utopia, empire, fascism, dystopia, race, capitalism, femininity, masculinity, and many kinds of queerness, reproduction, and sex. Gathering stories of and by populations who have been marked as futureless or left out by dominant imaginaries, Lothian offers new insights into what we can learn from efforts to imaginatively redistribute the future

    We study changes in employment by occupations characterized by different degree of exposure to routinization in the six largest Latin American economies over the last two decades. We combine our own indicators of routine task content based on information from the Programme for the International Assessment of Adult Competencies (PIACC) with labor market microdata from harmonized national household surveys. We find that the increase in jobs was decreasing in the automatability of the tasks typically performed in each occupation, and increasing in the initial wage, a pattern more consistent with the traditional skill-biased technological change than with the polarization hypothesis.

    This paper provides empirical evidence on the complex role played by technology in affecting the relationship between the participation of EU countries and industries in Global Value Chains (GVCs) and their employment structure over the period 2000-2014. The empirical analysis is based on country/industry level data for 21 EU countries on employment, trade in value added, patents and investments in intangible assets, and focusses on backward linkages within GVCs. The role of technology is analysed by taking into account both the technological intensity of offshoring industries and that of their GVC partners. We study the employment structure by looking at the shares of managers and manual workers, which reflect the "functional specialisation" of the country-sector within GVCs. We find that pre-existing asymmetries in the functional specialisation are highly persistent over time, with little sign of convergence over our observed period. Furthermore, GVC participation is not related to changes in the employment structure. However, this relationship appears to be mediated by country-industries’ initial technological performance. Technological leader industries exhibit, in fact, larger shares of employment in headquarter functions, and this functional specialisation tends to be strengthened as they increase their integration into GVCs. In contrast, country-industries that start off as technological laggards see integration into GVCs accompanied by an increase in the share of employment in fabrication functions. The technological profile of the partners is also found to play a role in the relationship between GVC integration and the functional specialisation of the offshoring country/industry, although different patterns emerge depending on the nature of the partner (manufacturing vs service).

    In some countries around the world, the advantages of globalisation have been increasingly called into question recently. In particular, takeovers by foreign firms raise suspicions of technology theft and job cuts at the newly acquired local plant. By looking at Germany, as a large open economy, between 1999 and 2018 we first see that both German firms that are acquired by foreign investors and German firms which invest abroad show similar characteristics: they are on average larger, more innovative and productive, but less profitable than purely national firms. With internationalisation, a variety of positive effects emerge. With respect to takeovers of German companies by foreign investors, the productivity and sales of the German affiliate increase while the foreign owners tend to step up expenditure on the labour force in Germany in the aftermath of the acquisition - compared to purely domestically owned firms. In the case of German firms going international, we find positive productivity and sales effects for relatively small companies investing abroad, and this internationalisation is not to the detriment of the domestic labour force. Thus, all in all, this supports a positive view of globalisation. However not all firms benefit: in particular, sector, firm size and time horizon have a bearing on the outcome.

    Migration has long been considered one of the key mechanisms through which labor markets adjust to economic shocks. In this paper, we analyze the migration response of American workers to two of the most important shocks that hit US manufacturing since the late 1990s - Chinese import competition and the introduction of industrial robots. Exploiting plausibly exogenous variation in exposure across US local labor markets over time, we show that robots caused a sizable reduction in population size, while Chinese imports did not. We rationalize these results in two steps. First, we provide evidence that negative employment spillovers outside manufacturing, caused by robots but not by Chinese imports, are an important mechanism for the different migration responses triggered by the two shocks. Next, we present a model where workers are geographically mobile and compete with either machines or foreign labor in the completion of tasks. The model highlights that two key dimensions along which the shocks differ - the cost savings they provide and the degree of complementarity between directly and indirectly exposed industries - can explain their disparate employment effects outside manufacturing and, in turn, the differential migration response.

    We analyse how the adoption of technological innovations correlates with workers' perceived levels of job insecurity, and what factors mediate such relationship, by exploiting a recent, large and dedicated survey distributed to a representative sam- ple of Italian workers. The dedicated survey allows us to look at both cognitive and affective job insecurity as well as different technological innovations actually adopted by the companies where the workers are employed. The results show that the adoption of technological innovations by companies is related to a reduction in the level of job insecurity perceived by their workers and suggest that technological innovation is perceived by active workers as a signal of firms' health and of their commitment to preserving the activity. We also find that the reassuring effect of technological innovations is differentiated across companies and workers, due to the mediating role played by a number of factors, such as specific training and signifi- cant changes in workers' usual activities.

    This contribution reviews the rich interdisciplinary literature covering the relationship between the diffusion of COVID-19 and the adoption of technologies in various sectors of the economy, ranging from health care facilities to manufacturing companies. Besides covering the technical and technological progress achieved to enhance contact tracing, tracking and mapping with the intent of stopping the diffusion of the disease, this chapter also discusses the wide range of innovations introduced to detect the disease and treat the affected people. Finally, the analysis addresses how companies and institutions adopted various technologies (from advanced robotics to artificial intelligence) to mitigate the adverse effects of the virus on their employees, customers, and suppliers, as well as to preserve uncontaminated environments and enforce personal distancing in the workplace. In most cases, modern technologies played a key role to transform workplaces, human resource management, production and sale networks. This contribution points out that, notwithstanding its beneficial effects, the rapid and widespread diffusion of new technologies poses serious challenges as to their appropriate use once the pandemic will be over (i.e., privacy data protection and fundamental rights) and their long-lasting and transformative effects on both social and industrial relations.

    The business-to-consumer (B2C) online commerce landscape is changing rapidly, supported by the technological innovation. However, its diffusion remains concentrated in developed and large economies and is creating a digital divide that excludes small and medium-sized enterprises and people with limited means. The coronavirus disease (COVID-19) pandemic exposed an urgent need to close the divide, both within and across countries. This paper explores disparities in B2C online commerce revenues among selected Asian economies by investigating the role of technology adoption in B2C sales online. Using proprietary panel data to ensure comparability of B2C online commerce across countries and years, the study investigates empirically the possible drivers of B2C online commerce growth. This paper yields important insights for policy makers and businesses and provides evidence that internet access and speed, online security, and financial inclusiveness matter in facilitating internet retail sales. Governments should consider these as important issues in building an enabling environment that will help B2C online commerce adapt to the post COVID-19 world and ensure that innovations create opportunities for all.

    This paper aims to decompose the sources of growth in economies in the Southern African region's Common Monetary Area and in the provinces of South Africa. Decomposition results for the Common Monetary Area reveal that the growth of aggregate and sectoral gross domestic product is driven by input, without increasing efficiency in production or benefiting from technological progress, which is unsustainable. Negative technical change implies that countries are unable to reap the benefits from shifts in technology. Countries experiencing input-driven growth in the secondary sector, such as Namibia and Eswatini, have the potential to achieve growth through efficiency improvements and by adopting technology. Output growth in the provinces of South Africa is negatively contributed by changes in technical efficiency, which suggests that policy makers should raise growth further by emphasizing improvements in efficiency in these provinces.

    We study the impact of audits on water conservation, distinguishing between the information and technological components. We observe water consumption for up to 18 months for 10,000 households in the South East of England who received the visit of a so-called Green Doctor. We find that water-saving devices decrease water consumption by 2-4%, with an effect that is persistent over 18 months. Devices reducing water pressure are particularly effective, while shower timers are ineffective. The information component of the water audit has a large initial impact, but this gradually fades to a drop in consumption of 2% after 12 months. Technology appears to be more cost-effective than information provision and this can help in the design of policy interventions.

    The development of digital technology provides opportunities for every country to increase its economic growth. Digital technologies are changing the workplace, providing a significant opportunity for nations and companies to boost productivity, efficiency, and growth. The speed of digital transformation will depend on a number of factors, including the economic and social development of a country, its placement within global supply chains, the availability of basic digital infrastructure, competition and new markets, societal acceptance of technologies, and the availability of ICT worker. This paper focuses on the last factor, which is the availability of ICT worker in Indonesia. The paper aims to confirm the determinants which affect the availability of ICT worker in Indonesia. According to this research, the availability of ICT worker in Indonesia is influenced by optimizing the utilization of ICT infrastructure, demographic conditions, economic structures, worker education levels in Indonesia, and the development of entrepreneurship in 33 provinces in Indonesia.

    Banks are closing branches at an unprecedented rate. In various countries up to four out of five branches have been closed, while in the US over 11,000 branches representing eleven percent o its peak stock in 2009 have been closed so far. To differentiate between various explanations for this fundamental transformation, we comprehensively study branching dynamics across 34 OECD countries and 84,494 US branches over up to 26 years. While technological factors correlate with the change in branch numbers across countries and the opening and closing of branches, bank fragility and consolidation are surprisingly at least as robustly associated with branching dynamics. Interestingly, online banking capabilities seem to play a less important role than internal processing technology. General bank level factors are more important than local internet access. Bank internal use of technology appears to be more relevant than use of technology by competitors.
