Interdisziplinäre Perspektiven (G.iP) mit Fragen und Problemstellungen rund um das Themenfeld Gesundheit.     Europe’s workforce is aging rapidly, especially in Germany. This demographic change requires policies that seek to extend working lives, for example, by increasing the statutory pension age and closing early retirement pathways. The aim of these reforms is to increase the labor participation of older workers to secure the long-term sustainability of the social security systems. However, in most European countries, the average effective retirement age is still below the statutory age. This highlights the importance of understanding the antecedents and consequences of retirement. On the individual-level, I analyzed if work-related stress had a direct effect on retirement age or if health is mediating this relationship, and additionally, if retirement is associated with memory decline and if this relationship varies among countries. On the meso-level, I investigated if the expected and preferred retirement age differ between the healthcare sector and other sectors. On the macro-level, the focus was on country differences in the association between education and voluntary or involuntary labor market exit and if these differences are associated with institutional characteristics of the countries. Results on the individual level showed that work-related stress and individuals’ health status are antecedents of retirement pushing older workers out of work. Looking at the consequences, memory decline became faster afterwards over all countries, but there was significant between-country heterogeneity in this effect. On the meso-level, employees within the healthcare sector would prefer to retire earlier than employees in other sectors but do not think this is feasible because of pension cuts when exiting early. Moreover, results show that in almost all European countries lower educated workers were more likely to exit the labor market involuntarily. The social gradient in involuntary work exit is associated with push and maintain factors on the institutional level.

    We show that downsizing has substantial externalities on the health of workers who remain in the firm. To this end, we study mass layoff (ML) survivors in Austria, using workers who survive a ML themselves, but a few years in the future, as a control group. Based on highquality administrative data, we find evidence that downsizing has persistent effects on mental and physical health, and that these effects can be explained by workers fearing for their own jobs. We also show that health externalities due to downsizing imply non-negligible cost for firms, and that wage cuts may have similar effects.

    Although the elderly are more vulnerable to COVID-19, the empirical evidence suggests that they do not behave more cautiously in the pandemic than younger individuals. This theoretical model argues that some individuals might not comply with the COVID-19 measures to reassure themselves that they are not vulnerable, and that the incentives for such self-signaling can be stronger for the elderly. The results suggest that communication strategies emphasizing the dangers of COVID-19 could backfire and reduce compliance among the elderly.

    This second paper on hydrocarbon gas flaring and venting builds on our first, which evaluated the economic and social cost (SCAR) of wasted natural gas. These emissions must be reduced urgently for natural gas to meet its potential as an energy-transition fuel under the Paris Agreement on Climate Change and to improve air quality and health. Wide-ranging initiatives and solutions exist already; the selection of the most suitable ones is situation-dependent. We present solutions and actions in a four-point ('Diamond') model involving: (1) measurement of chemicals emitted, (2) accountability and transparency of emissions through disclosure and reporting, (3) economic deployment of technologies for (small-scale) gas monetization, and (4) an 'all-ofgovernment' approach to regulation and fiscal measures. Combining these actions in an integrated framework can end routine flaring and venting in many oil and gas developments. This is particularly important for low- and middle-income countries: satellite data since 2005 show that 85 per cent of total gas flared is in developing countries. Satellite data in 2017 identified location and amount of natural gas burned for 10,828 individual flares in 94 countries. Particular focus is needed to improve flare quality and capture natural gas from the 1 per cent 'super-emitter' flares responsible for 23 per cent of global natural gas flared.

    Atmospheric emissions urgently need to reduce for natural gas to fulfill its potential role in the energy transition to achieve the Paris Agreement on climate change. This paper establishes the magnitude and trends of flaring and venting in oil and gas operations, as well as their emissions and impact on air quality, health, and climate. While global flaring and venting comprise 7.5 per cent of natural gas produced, their combined impact on health and climate (in terms of Social Cost of Atmospheric Release) accounts for 54 per cent. Many low- and middle-income countries are economically dependent on oil and gas production. Most premature deaths from air pollution in 2016 were in developing countries. Most natural gas losses and emissions are avoidable. If all natural gas flared and vented globally is captured and brought to market, it could supply annually more than the total South and Central America gas consumption, plus all of Africa's power needs. If 75 per cent of these volumes are captured, it provides an additional natural gas sales value of US$36 billion per annum (assuming an average gas price of US$4/MMBtu).

    Synthetic pesticides can be detrimental to the health of humans, particularly when handled inappropriately, which is often the case in developing countries. We investigate to what extent using personal protective equipment (PPE) during pesticide application can mitigate the detrimental health effects of pesticides. Our empirical analysis is based on data from smallholder cotton farmers in Benin and includes both conventional cotton farmers who extensively use synthetic pesticides and organic cotton farmers who are only allowed to use bio-pesticides. Using per-capita health expenditure as proxy for the health of the farmers, our results show that conventional cotton farmers generally have significantly poorer health than organic cotton farmers because most conventional farmers wear insufficient PPE when spraying pesticides. While PPE use vastly improves the health of conventional farmers, we do not find a statistically significant effect on the health of organic cotton farmers, which could indicate that bio-pesticides have much smaller detrimental health effects than synthetic pesticides. However, conventional farmers have a similar state of health as organic farmers when they use four or more PPE items. Hence, measures that encourage conventional cotton farmers to use more PPE during pesticide spraying or to adopt organic farming would substantially improve these farmers’ health.

    Reducing drink drive limits is generally regarded an effective strategy to save lives on the road. Using several new administrative data sources, we evaluate the effect of a stricter limit introduced in Scotland in 2014. This reduction had no effect on drink driving and road collisions. Estimates from a supply-of-offenses function suggests that the reform did not have much ex-ante scope for sizeable effects. The unavailability of cheaper alternative means of transportation and weak law enforcement seem to have been the main channels behind the lack of an impact. We find no externality on a wide range of domains, from alcohol consumption to criminal activities other than drink driving.

    The disproportionate burden of water collection, maintenance, and service for women in developing economies calls for a juxtaposition of water infrastructure and gender differences at the household level. We use spatiotemporal data from the largest gender disaggregated human development survey in India (2005-2012) and carry out econometric analyses using individual fixed effects, conditionally exogenous village fixed effects, and instrumental variable regressions to study the effect of indoor piped drinking water (IPDW) on employment and earnings by gender, the self-reported health of women, the prevalence of diarrhea, and children's absence from school. Among others, the results show that a 0.1% increase in village access to IPDW increases the likelihood of women's overall employment by 0.33 percentage points and women's wage/salary employment by 0.39 percentage points, comparatively more than for men. Women's earnings with IPDW increase by 9.9%, their health improves, and children's health and education outcomes improve. Our study recommends evaluating the social demand curve for a piped water supply and/or the consideration of a piped water supply as a right as part of a broader strategy to reduce gender differences.

    How is prenatal sex selective behaviour influenced by the presence of cheap fetal gender identification technology and financial incentives? We analyze a conditional cash transfer program in India called Janani Suraksha Yojna. By providing access to prenatal sex detection technology like the ultrasound scans, and simultaneously providing cash incentives to both households and community health workers for every live birth, this program altered existing trends in prenatal sex selection. Using difference-indifferences and triple difference estimators we find that the policy led to an increase in female births. This improvement comes at a cost, as we observe an increase in under5 mortality for girls born at higher birth orders, indicating a shift in discrimination against girls from pre-natal to post-natal. Our calculations show that the net effect of the policy was that nearly 300,000 more girls survived in treatment households between 2006 and 2015. Finally, we find that the role played by community health workers in facilitating the program is a key driver of the decline in prenatal sex selection.

    Poorly maintained public infrastructure is common in low- and middle-income countries, with consequences for service delivery and public health. By experimentally identifying the impact of incentives for local maintenance for both providers and potential users, this paper provides one of the first economic analyses of provider–user dynamics in the presence of local coordination failure. Focusing on shared sanitation facilities for slum residents in two major Indian cities, we randomly allocate facilities to either a control or two treatments. The first treatment incentivizes maintenance of the facility among providers, while the second treatment adds a sensitization campaign about the returns of a well-maintained facility among potential users. Using surveys, behavioral and objective measurements for both providers and potential users, we show that incentivizing maintenance does not favor collective action. The treatments raise the quality of facilities and reduce free riding, but at the cost of user selection. Providers improve routine maintenance, but also respond strategically to the newly-introduced incentives. While slum residents’ private willingness to pay and cooperation are unaffected, their demand for public intervention increases. The second treatment raises aware-ness, but does not affect behavior.

    The COVID-19 pandemic has led to significant changes in where people work, eat and socialise. We use novel data on the food and non-alcoholic drink purchases from stores, takeaways, restaurants and other outlets to quantify the impact of the pandemic on the diets of a large, representative panel of British households. We find that a substantial and persistent increase in calories consumed at home more than offset reductions in calories eaten out. By May 2020 (towards the end of the UK’s first national lockdown), total calories were, on average, 15% above normal levels, and they remained higher than normal for the rest of 2020. All socioeconomic groups increased their calorie purchases, with the largest rises for the highest SES households and the smallest for retired ones. Our findings suggest that the COVID-19 pandemic and the associated changes in people’s lifestyles have exacerbated the challenges of improving population diet and reducing obesity levels.

    Recent increases in mortality have brought life expectancy back to the forefront of the public health debate in the US. Though unprecedented, this trend comes after an equally striking phenomenon: a decades long deterioration in the relative position of the US in the world's life expectancy distribution, culminating in the late 2010s in a gap of close to 3 years to the OECD average. This paper takes a comparative approach and documents the relative performance of life expectancy in the US from an international perspective. We characterize the changes in this relative performance over time, its age and cause of death profiles, and estimate its welfare implications. We show that this phenomenon is not recent, is not restricted to very particular causes of death, but is mostly driven by adult and old age mortality. We calculate that welfare gains in the US over the last few decades could have been between 19% and 28% higher had the US been able to reproduce the average health performance of OECD countries at their typical health expenditures.

    We study the effectiveness, spillovers, and well-being effects of low emission zones in Germany, an emission-intensity-based driving restriction rapidly growing in popularity. Using regression discontinuity and group-time difference-in-differences designs, we show that previous estimates of the policy's impact on traffic-related air pollution significantly underestimate its effectiveness. We provide evidence of beneficial and harmful policy spillovers to neighboring areas, and increases in ozone due to changes in the chemical balance with precursor contaminants. Policy effects are heterogeneous by season, with greater decreases in traffic pollutants during winter and increases in ozone during spring and summer. Using individual-level data from the German Socio-Economic Panel, we further find that the policy decreases subjective well-being despite clear evidence of health benefits. The decline in well-being is especially pronounced in the first year after policy implementation and is transitory.

    We examine the persistence of the impact of early-life exposure to air pollution on children's health from birth to school enrollment using administrative public health insurance records covering one third of all children in Germany. For identification, we exploit air quality improvements caused by the implementation of Low Emission Zones, a policy imposing driving restrictions on high-emission vehicles. Our results indicate that children exposed to cleaner air around birth require less medication for at least five years. The initially latent health response materializes only gradually in lower medication usage, leaving important but subtle health benefits undetected in common measures of infant health.

    Daylight Saving Time (DST) is currently implemented by more than seventy countries, yet we do not have a clear knowledge of how it affects individuals' welfare. Using a regression discontinuity design combined with a differences-in-differences approach, we find that the Spring DST causes a significant decline in life satisfaction. By inducing a reallocation of time, the transition into DST deteriorates sleep and increases time stress, which in turn affects physical and emotional health. After performing a simple cost-benefit analysis, we find evidence suggestive that ending DST would exert a positive effect on welfare, namely the wellbeing costs associated with DST exceed its benefits.

    We explore the effects of retirement on both physical and mental ill-health and whether these change in the presence of economic shocks. We employ inverse probability weighting regression adjustment to examine the mechanisms influencing the relationship between retirement and health and a difference-in-differences approach combined with matching to investigate whether the health effects of retirement are affected by the Great Recession. We estimate these models on data drawn from the English Longitudinal Study of Ageing (ELSA) and find that retirement leads to a deterioration in both mental and physical health, however there seems to be considerable effect heterogeneity by gender and occupational status. Our findings also suggest that retiring shortly after the Great Recession appears to improve mental and physical health, although only among individuals working in the most affected regions. Overall, our results indicate that the health effects of retirement might be influenced by the presence of economic shocks.
